Members Present: Commission Chair Melanie Leehy; Commissioners Ahmed Hassan,
Jay Colond, Gary Kwong, Clem Kurhajetz, Shirley Reider; SAPD Liaison Chief Jon
Mangseth; Council Liaison Tony Fischer; Staff Liaison Katie Thrasher; FHFD Liaison

1. Call to Order: 7:07 pm
2. Approval of August 15, 2016 Minutes
Moved to pass as amended by Shirley Reider, Gary Kwong
3. Commissioner’s Journey to Falcon Heights
4. Block Party Report
There were 20 reported this year and 28 last year. Some were cancelled this year.
5. Diversity & Inclusion Training Report
a. Feedback
Feedback on our workshop was positive and participants asked for more
time.
b. Recommendation
Fire Department is suggesting we consider training be onsite.
The Commission scaled down the recommendation. The amended
proposal with revised language will be completed by the Chair. The
Commission will also recommend to the Council that all training be
evaluated and should have the input of those impacted by disparities.
Motioned Clem, Shirley, Approved 6-0
6. Human Rights Day Event
a. Movie Selection
“Eyes on the Prize: Bridge to Freedom” is the selection. Deborah
Montgomery will be the guest speaker. Commissioners are encouraged to
review the movie on YouTube beforehand. Staff will send out the link.
b. Discussion Format
Commissioners instructed to propose questions to Staff by November 1st.
c. Refreshments
The Commission will discuss refreshments in November.
d. Publicity
Commissioners were asked to assist in distributing flyers. Staff will email
the list of flyer locations to Commission members.
7. Updates and Announcements
The Fire Department had a great chili cook off.
8. House Keeping Items
Staff and Chair asked to be notified if Commissioners cannot attend a meeting, as
it will need to be determined if there will be quorum.
Chair asked that we consider continuity of culture as three member’s terms are
expiring. We’ll add an item on Commission history to the November agenda.
9. Meeting Schedule and Adjourn
Our next meeting is Monday, November 21st at 7pm.
