City Council Minutes
December 12, 2001
Mayor Gehrz opened the meeting at 7 p.m.
PRESENT: Gehrz, Kuettel, Lamb, Lindstrom, Talbot. Also present was Heather Worthington, City Administrator, Pat Phillips, Deputy Clerk
COMMUNITY FORUM: There was no one present who wished to speak.
APPROVAL OF MINUTES: The minutes of November 28, 2001 were approved.
CONSENT AGENDA
Councilmember Talbot moved to approve the following consent agenda. The motion passed unanimously.
General disbursements and payroll
License
Step increase for Elizabeth Postigo, receptionist
Step increase and permanent appointment of Deborah Jones, zoning and planning coordinator
Transfer of funds from Infrastructure Fund (419) to the Northome Street Improvements Capital Improvement Fund (430), amend the budget line items associated with this transfer of funds,
and authorize the closing of this fund as of December 31, 2001
Approval of the final pay estimate to Pearson Brothers in the amount of $1,042.65
Approval of the final pay estimate to T. A. Schifsky & Sons, Inc. for 2000 Alley Improvements Project
Amend General Fund Budget for a fund transfer from the General Fund to the Storm Drainage Fund (602)
PUBLIC HEARING - 2002 Budget
Administrator Worthington presented a clear and precise picture of the city's 2002 budget. She touched on the city's goals, the 2002 property tax allocation, tax comparison from 2001
to 2002 and average market increase, the city's expenditures by department, 2002 proposed property tax levy, and factors that affect taxes. Worthington thanked the finance director,
Roland Olson, for his hard work in gathering the information and putting it all together.
Mayor Gehrz opened the public hearing at 7:18 p.m. There was no one present who had any questions or comments. Councilmembers Lamb said the presentation was a good and accurate depiction
of how the city's money is spent. Several other questions and

comments were made by councilmembers Talbot, Lindstrom and Kuettel. Mayor Gehrz closed the public hearing at 7:30 p.m.
POLICY
Consideration of Resolution 01-30 adopting the 2002 property tax levy of $851,600.
Councilmember Lindstrom made a motion to adopt the above resolution. The motion passed unanimously.
Consideration of Resolution 01-31 adopting the 2002 budget
Councilmember Kuettel made a motion to adopt the 2002 budget in the amount of $1,356,780. The motion passed unanimously.
Presentation on the establishment of a Neighborhood Security Commission
Mayor Gehrz introduced Bruce Mielke, chair of the Neighborhood Security Task Force, who stepped forward to give a brief overview on the background/accomplishments of this task force.
Mielke said it has met three times since its establishment after the October 29th "Falcon Heights Fights Back" meeting. The proposal of this task force to the mayor and council is
to establish a commission to continue the ongoing efforts of this task force.
Councilmember Lamb said a resolution needs to be drafted establishing this commission and defining exactly what its responsibilities are. Mayor Gehrz directed staff to draft such a
resolution and Administrator Worthington said it will be presented at the first council meeting in January.
Adoption of a Pavement Management Program to assist in maintaining and monitoring the performance of one of the city's largest investments, the paved street network.
Administrator Worthington said the city hired H. R. Green Company to establish a pavement management program to assess the current condition of all roadways and alleys that are to be
part of the program. Worthington said each street and alley section was broken down into smaller segments and a field survey completed for each section. A copy of this Pavement Management
Plan was provided. The engineers recommended the city (1) maintain a citywide average PCI rating of 70 or above; (2) schedule major rehabilitation or reconstruction for any street
that falls below a rating of PCI 30; and (3) perform a complete rating analysis every three years. After brief discussion,

councilmember Kuettel made a motion to adopt resolution 01-32 adopting the Pavement Management Plan as recommended by Howard R. Green Company. The motion passed unanimously.
REPORTS
Mayor Gehrz said the meeting held on December 4 on the SE corner redevelopment was very informative and included the developer, the architect and the traffic engineer. The proposed
site plans and drawings may be seen on the city's website as well as at city hall.
INFORMATION AND ANNOUNCEMENTS
Mayor Gehrz said the city is sponsoring an informational and educational session on the Muslim religion to be held at city hall on February 28th at 7 p.m. There will also be an announcement
in the city's January newsletter.
Mayor Gehrz said she spoke with the City of Roseville and was told that they will get back to her in January about their plans for research and development of a community center.
Mayor Gehrz asked the councilmembers to be thinking about whether they wish to make any changes to the commissions and council appointments they are assigned to as this has to be on
the first agenda of the new year.
Mayor Gehrz announced that she will be leaving for Washington D.C. to meet with the Homeland Security Office. She also said she will meet with representatives of the National League
of Cities.
Administrator Worthington reminded everyone that auto theft is up in the metro area including Falcon Heights. She said to please remember to lock your car, park it in a well lit area
if you park on the street, and don't leave anything valuable in plain view.
