Council Minutes
July 24, 2002
Mayor Gehrz convened the meeting at 7 p.m.
PRESENT: Gehrz, Kuettel, Lamb, Lindstrom, Talbot. Also present was Pat Phillips, Deputy Clerk.
ABSENT: Worthington
COMMUNITY FORUM: There was no one present wishing to speak before council.
MINUTES: The minutes of July 10, 2002, were approved as written.

PRESENTATION:
Mayor Gehrz introduced Kay Andrews, Executive Director of Northwest Youth & Family Services. Ms. Andrews said Falcon Heights is one of nine north suburban communities that
benefits from the services provided. Ms. Andrews said each city helps fund the organization
and Falcon Heights’ 2003 amount will be $7,243.00 which is based on a per capita rate.
Ms. Andrews said the three main services provided are (1) mental health; (2) diversion and
(3) youth employment. The overall budget of the organization is $1,850,000. Ms. Andrews also provided mayor and council with a copy of the 2001 financial statements and audit report.
POLICY
National Pollution Discharge Elimination System Letter of Understanding with League of Minnesota Cities
Mayor Gehrz said the city is required to apply for a Phase II Permit for the National Pollution Discharge Elimination System by March of 2003. Gehrz then introduced Remi Stone of the
League of Minnesota Cities who explained how cities will meet the standards established by the Environmental Protection Agency. Stone said the permit process is very complex and the
standards were just developed by the Minnesota Pollution Control Agency in late June. Stone
said there will be significant savings by cities pooling their resources and working together on the Phase II Notice of Intent and Storm Water Pollution Prevention Plan which are the

items required. The cities would participate in a joint task force to develop the guide plan and the League would produce a final guide plan that all of the participating cities can
follow and which will ensure that the plan is consistent with the MPCA’s standards.
The cost to Falcon Heights is $5,000 with a portion of that to be reimbursed based on the final
number of cities that participate. Stone said council is being asked to approve the Letter of Understanding with the League of Minnesota Cities dated July 15, 2002. After brief questioning
by councilmembers Lindstrom and Lamb, councilmembers Kuettel and Lamb jointly made a motion to approve the Letter of Understanding with LMC. The motion passed unanimously.
INFORMATION AND ANNOUNCEMENTS:
Councilmember Lindstrom said he and councilmember Talbot attended the latest meeting on the Southeast Corner redevelopment which was held at city hall on July 18th. This was the second
meeting of the summer with the traffic engineer present to answer questions about traffic flow.
Councilmember Talbot said he had attended the Curtiss Field pond development meeting with
a good attendance from the neighbors living nearby.
Mayor Gehrz reminded everyone of the Ice Cream Social on Thursday, July 25, from 6 to 8 p.m.
Gehrz also said the first budget workshop will be on August 7th at 6 p.m. The public is welcome to attend. Gehrz said the first workshop will be on capital expenditures; the second
will focus on operating expenditures.
Gehrz said Gibbs Farm is now known as Gibbs Museum of Pioneer and Dakotah Life. She encouraged everyone to take advantage of this community asset.
Gehrz reminded everyone again of the July 27th, St. Paul Campus Agriculture Open House from
9 a.m to 1 p.m.
