City Council Minutes
October 10, 2001
The meeting was called to order by Mayor Gehrz at 7 p.m.
PRESENT: Gehrz, Kuettel, Lamb, Lindstrom, Talbot. Also present was Heather Worthington, City Administrator, Pat Phillips, Deputy Clerk.
COMMUNITY FORUM: There was no one present wishing to speak.
APPROVAL OF MINUTES: The minutes of September 26, 2001 were approved.
CONSENT AGENDA
Councilmember Kuettel made a motion to approve the following consent agenda. The motion passed unanimously.
General disbursements and payroll
Licenses
Approval of election judges for 11/6/01 election
Consideration of 2002 SCORE contract and adoption of Resolution 01-26
Approval of purchase of memorial bench for Vincent Wright
Step increase for Colin Callahan, Public Works Maintenance Worker
POLICY AGENDA
Variance request for a 3 foot, 10 inch encroachment into rear setback for an attached garage at 1912 Simpson St.
Administrator Worthington explained that the request was denied by the Planning Commission with the reason being that there was a viable alternative to the plan submitted. Worthington
met with the applicant, her father, and their builder and a
compromise was reached. Worthington said this is before the council as a legal requirement to act on a variance request. Councilmember Talbot moved to approve resolution 01-22 denying
the request for a variance at 1912 Simpson St. The motion passed unanimously.
Consideration of Resolution 01-20 continuing participation in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act
Administrator Worthington said the above program is designed to encourage cities to provide affordable housing through financial incentives. In 2001, the city's participation allowed
application for a grant to fund a portion of the SE corner redevelopment project.

Worthington said participation is required if a municipality wishes to apply for loans or grants under the Local Housing Incentives Account Program. Councilmember Lamb made a motion
to approve resolution 01-20 electing to continue participating in the Local Housing Incentives Account program under the Metropolitan Livable Communities Act.
The motion was unanimously approved.
Amendment to Chapter 9 of the Falcon Heights City Code concerning amendments to the city's zoning ordinance and garages
Administrator Worthington said this amendment is to clarify that garages must be located entirely within the rear 30 feet of the lot if they are accessed off an alley. Worthington noted
that ordinance 01-02 which was published as a legal notice in the Roseville Review does not have the words "when accessed off an alley" and suggests that council first amend the ordinance
to include this wordage and then approve the ordinance. Councilmember Lamb moved to amend ordinance 01-02 by adding "when accessed off an alley". Councilmember Lindstrom then moved
to approve ordinance 01-02 to include the amendment. The motion passed unanimously. Administrator Worthington said she will verify with the city attorney whether or not the amended
ordinance will have to be brought before the Planning Commission again and if it needs to be re-published.
PRESENTATION - Emergency Management Discussion
Administrator Worthington gave a brief overview of the city's Emergency Management Plan. Worthington said staff plans to revise and update the plan in early 2002 and exists to provide
a guide for emergency operations. It is intended to assist key officials and emergency organizations within the city, such as police and fire, to carry out their responsibilities for
the protection of life and property under a wide range of emergency conditions. Fire Chief Kurhajetz and Lt. Scholl of the St. Anthony Police Department were present to say a few words
and respond to questions.
Mayor Gehrz proposed to the council that we as a city host a meeting for an intergenerational dialogue on neighborhood security issues. It would be a way for neighbors to come together
and discuss how they can support one another in emergency type situations. Mayor Gehrz said she proposes to have one dialogue meeting with residents of all ages and one town meeting
a few weeks later. Gehrz asked the council for their support of these meetings and all council members gave their enthusiastic support.

INFORMATION AND ANNOUNCEMENTS
Councilmember Lindstrom thanked the election judges for their work in the upcoming election and also invited everyone to the Fire Department Open House on Saturday, October 13, 2001
from 10 a.m. to 1 p.m.
Councilmember Kuettel said there will be a community forum on October 22, 2001, 7 p.m. at the Shoreview Community Center for families to discuss moving forward after the September 11th
attacks. The forum is sponsored by Northwest Youth & Family Services, American Red Cross and White Bear Lake Area Community Counseling Center.
Mayor Gehrz thanked the volunteers who worked at the Clean Up Day on the fairgrounds and also gave thanks to the city's public works crew for the planting and maintaining of the beautiful
flowers in the planter boxes along Larpenteur Avenue.
