City Council Minutes
June 12, 2002
Mayor Gehrz opened the meeting at 7:02 p.m.
PRESENT: Gehrz, Kuettel, Lamb, Lindstrom, Talbot. Also present was Heather Worthington, City Administrator, and Pat Phillips, Deputy Clerk.
COMMUNITY FORUM: There was no one present wishing to speak before council.
MINUTES: The minutes of May 22, 2002 were approved as written.
CONSENT:
Councilmember Kuettel made a motion to approve the following consent agenda. The motion passed unanimously.
General disbursements and licenses.
Step increase and compensation increase for Deborah Jones, Zoning and Planning Coordinator.
Adoption of chair schedule for the Board of Water Commissioners for the St. Paul Water Utility.
Approval of slate of officers for the Falcon Heights Fire Department
POLICY:
Appointment of Patrick Dolan to the Parks and Recreation Commission
Mayor Gehrz said Patrick Dolan applied to fill an open seat on the Parks and Recreation Commission. He currently serves on the Neighborhood Commission but felt his interests and background
would be more suitable to the Parks and Recreation Commission. Councilmember Lamb made a motion to approve the appointment. The motion passed unanimously.
PRESENTATIONS
Mayor Gehrz asked the city auditors if they would make their presentation first as the county attorney had not yet arrived. Gehrz said she would interrupt them at a breaking point when
the county attorney arrived as she was on a tight schedule and had a short presentation. Gehrz then introduced Roland Olson, the city’s finance director, to proceed with the audit report.

Olson said preparing for the audit this year was done with the help of student intern Craig Steir who was introduced. Olson also thanked the team of Matt Mayer and Jennifer Thienes
of Kern, DeWenter, Viere, Ltd. for their help in the process of changing over to the GASB 34 method of accounting. Matt Mayer stepped forward to explain the new GASB 34 standard
and complemented thecity for its hard work in implementing the GASB 34 method at this early stage as it was not required until 2004.

County Attorney
At this point, Susan Gaertner, Ramsey County attorney arrived and presented a brief report on programs and initiatives in the county attorney’s office. Gaertner said the focus on healthy,
safe communities were in the areas of (1) prevention; (2) intervention and (3) detention. Gaertner said they are shifting much attention to gun violence. Other areas of interest are
auto theft, DNA evidence and domestic violence. The council concluded the presentation with a few brief questions.
City Auditors (continued)
Jennifer Thienes continued the audit presentation by going through the high points of the 2001 Comprehensive Audited Financial Report and the changes relating to the new regulations.
Thienes gave her perspective on what the numbers in the report mean. Her conclusion was that Falcon Heights continues to be in good financial condition. There were several specific
questions by councilmembers to which she responded.
INFORMATION AND ANNOUNCEMENTS
Councilmember Kuettel said the first newly reinstated Solid Waste Commission meeting was held recently.
Councilmember Lamb said there will be a meeting June 24 at 7 p.m. at Community Park with respect to proposals on implementation of the Curtiss Field expansion project.
Mayor Gehrz said the Bell Museum’s first recommendation to the University for relocation was the Southwest corner of Cleveland and Larpenteur.
Gehrz thanked the Falcon Heights/Lauderdale Lions for their $500 contribution to the Friends of the Park fund. It is the fund’s first contribution. Gehrz also displayed a T-shirt designed
by a Falcon Heights resident which will be sold at the Ice Cream Social on July 25th as a means to raise money for the Friends of the Park fund.
