Also present: Heather Worthington, City Administrator, Pat Phillips, Deputy Clerk ABSENT: Hustad, Lindstrom COMMUNITY FORUM: There was no one present wishing to speak MINiJTES: The minutes of October 11, 2000 were approved. Councilmember Kuettel moved to approve the following consent agenda. The motion passed unanimously. CONSENT AGENDA 1. General disbursements and payroll 2. Licenses • POLICY AGENDA Consideration of Resolution 00-23 continuing_participation in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act Administrator Worthington explained that a municipality's participation is required if it wants to apply for loans or grants thereby encouraging affordable housing through financial incentives. After brief discussion, councilmember Kuettel moved to approve Resolution 00-23 noting a correction in the last paragraph. The motion passed unanimously. Consideration of Resolution 00-22 appointing a~practices compliance officer Administrator Worthington said the state is requiring municipalities to appoint one employee to act as its data practices compliance official. That employee will receive questions or concerns regarding problems in obtaining access to public data or other data practices issues. Councilmember Talbot moved to approve Resolution 00-22 appointing Heather Worthington to act as that official. The motion passed unanimously. Purchase and installation of new playground equipment for Grove Park Administrator Worthington said the playground equipment at Grove Park was outdated and made of • wood which is difficult to maintain. Staff is requesting approval of $20,798.93 to purchase and install Page 2 Council Minutes October 25, 2000 new equipment. One toy is designed for children ages 2-5 and the other is designed for the 5-12 age group. Worthington had sent a flyer to all residents of the Grove neighborhood describing the equipment and received positive feedback. Mayor Gehrz indicated there are more families moving into the neighborhood with young children and residents at 1666 Coffman use the park with their grandchildren. Councilmember Kuettel made a motion to approve purchase and installation of the play equipment at a cost of $20,798.93. The motion passed unanimously. Evaluation of Citv Administrator Mayor Gehrz indicated that Administrator Worthington's six month evaluation had been completed. Gehrz said Worthington has undertaken the position at a time when the city is undergoing the sale of two of its taxpaying businesses and one shopping center and also has dealt with some challenges during the Larpenteur Avenue and alley reconstruction jobs this past summer. Councilmember Talbot moved to remove Worthington from probationary status and a 5% raise retroactive to the first pay period in October. The motion passed unanimously. Membership in the Midway Chamber of Commerce • Administrator Worthington said the city has been extended an offer of membership to the Midway Chamber of Commerce. This chamber represents businesses in the Midway area of St. Paul and Minneapolis as well as several Falcon Heights and Roseville businesses. Worthington feels the city could benefit from making valuable contacts in the business, property development and non-profit communities. Councilmember Kuettel moved to approve expenditure of $160.00 for aone-year trial basis membership in the Midway Chamber of Commerce. The motion passed unanimously. Approval of capital expenditure for sidewalk repair and/or replacement in the amount of $9,360.00 Administrator Worthington said the city requested bids for sidewalk repair in the Northome area this year and received one bid. The bid was from Midwest Concrete Driveway in the amount of $9,360.00 which will enable the city to repair or replace 1,298 square feet of sidewalk. The work is expected to be completed this fall. Councilmember Kuettel moved to approve the expenditure of $9,360.00 for the repair and/or replacement of sidewalks in the Northome neighborhood. The motion passed unanimously. Improved lighting for council chamber Administrator Worthington noted the council chambers has no natural light and is quite dark. Staff solicited proposals from lighting contractors to increase the amount of light and recommends the proposal from Muska Electric Co. Their proposal was for $3,105.00 to furnish and install 19 fixtures to • • Page 3 City Council Minutes October 25, 2000 match the existing ones. After brief discussion, councilmember Talbot moved to approve the proposal from Muska Electric Co. The motion passed unanimously. Presentation by Como Park Block Nurse Program Terese Buckley and Mark Traner presented the facts about the Como Park Block Nurse Program and how it is designed to help seniors live at home independently. They gave a brief history of the program and funding information as well as some of their accomplishments. They presently serve a portion of Falcon Heights and would be interested in serving the entire city if funding and support can be obtained. Mayor Gehrz said we might want to promote the program in the city newsletter and ask for volunteers. Mayor Gehrz thanked them for their time in informing council of this worthwhile service to seniors and said Administrator Worthington and Ms. Buckley should remain in contact. Information and Announcements Mayor Gehrz publicly thanked the Falcon Heights/Lauderdale Lion's Club's donation for the brick columns that have recently been installed as part of the park entrance enhancement project.
