City Council Minutes
July 12, 2000
The meeting was called to order by Mayor Gehrz at 7:00 p.m.
PRESENT: Gehrz, Hustad, Kuettel, Lindstrom, Talbot. Also present: Heather
Worthington, City Administrator
ABSENT: Pat Phillips, Deputy Clerk
COMMUNITY FORUM: There was no one present wishing to speak.
MINUTES: The minutes of June 28, 2000 were approved as written.
CONSENT AGENDA:
1. General disbursements and payroll
2. Approval of the Partial Pay Estimate No. 1 from T. A. Schifsky & Sons for the
2000 Alley Improvements Project
• POLICY AGENDA
Hiring of a permanent, part-time fire inspector
Administrator Worthington said that Kevin Kelly, a deputy fire marshal with the State of
Minnesota, has been hired as a fire inspector projected to work 10% time or 6 hours per
week. He will do fire inspections for Falcon Heights and Lauderdale. Worthington said
he was hired as an employee of the city rather than a contracted person because he then
will be covered by the city's liability insurance. Councilmember Talbot moved to hire
Kelly beginning on July 17, 2000. The motion passed unanimously.
Discussion of preliminary items for upcoming budget workshops
Administrator Worthington asked council to be thinking about the 2001 budget and to set
some dates for the upcoming budget workshops. Worthington said there were a couple of
capital expenditures that she was aware of and that was the possibility of purchasing a
new fire truck and also doing some street repairs in the Northome area of the city. After
conferring with councilmembers, Mayor Gehrz set the budget workshops for July 26 and
August 23`d. A September 6a` workshop will beheld if needed. All the workshops will
begin at 6:00 P.M.

Community Pazk Update -Plans for the Park Entrance/Signage
Administrator Worthington said Scott Midness of Parsons Transportation presented the
Pazk and Recreation Commission with several different plans for the improvement to the
east entrance of the park along with better signage to the entrance. In addition, other
pazk improvements such as replacement of a fence azound the playground azea and a new
small shelter is being considered. Worthington said the Pazk and Recreation
Commission will make a recommendation to council in the near future.
Northwest Youth & Family Services - Funding Discussion and Resolution 00-15
Councilmember Kuettel who is a representative to Northwest Youth & Family Services
said Ramsey County is cutting funding to this agency by 50% for the year 2001.
• The money has been used for the diversion services to juvenile offenders each year for
the past twenty-five yeazs. Councilmember Kuettel said council is being asked to adopt
the resolution strongly encouraging the Ramsey County Manager and Boazd to continue
to provide funding for this worthwhile program. The Administrator and Mayor will draft
a letter to the county manager and county boazd as well. Councilmember Hustad made a
motion to adopt Resolution 00-15 extending the contract between Ramsey County
Corrections and Northwest Youth and Family Services. The motion passed unanimously.
