City Council Minutes
May 10, 2000
The meeting was called to order by Mayor Gehrz at 7:02 p.m.
PRESENT: Gehrz, Lindstrom, Talbot. Also present: Heather Worthington, City
Administrator, Pat Phillips, Deputy Clerk, Terry Maurer, City Engineer,
Roger Knutson, City Attorney
ABSENT: Hustad, Kuettel
COMMUNITY FORUM: Ken Rockler, on behalf of Falcon Bowl, explained to
council the situation of the alcohol compliance check at Falcon Bowl on Mazch 23ra
Falcon Bowl was not denying that alcohol was served to a minor but the circumstances
were brought to council's attention. A check in payment of first violation was given to
the city.
Jamie Martinez on behalf of Connie Bernazdy, Mayor's Commission Against Drugs,
stepped forwazd to thank the city for its support of their programs and also gave a brief
report on underage alcohol use.
APPROVAL OF NIINUTES: The Apri126, 2000 minutes were approved as submitted.
• PUBLIC HEARING: Terry Maurer, City Engineer, explained that a notice was not
published in the local newspaper to inform residents of this public heazing so he advised
council to continue the heazing at the May 24 council meeting. Another assessment
notice will be sent to all affected residents who will be impacted by the alley
reconstruction. After brief questions by councilmembers Lindstrom and Talbot, Mayor
Gehrz opened the public heazing at 7:20 P.M. The only person to come forwazd asked a
question of Engineer Maurer inquiring how much additional footage would be torn up on
each side of the alleys. Maurer responded it would be 1 foot or so on each side. There
was no one else present to speak at the public hearing and Mayor Gehrz adjourned the
hearing to May 24, 2000 at or about 7 p.m. The two letters received by residents
objecting to their assessment will be responded to in writing. The public heazing was
adjourned at 7:23 p.m.
CONSENT AGENDA:
Councilmember Lindstrom moved to approve the following consent agenda. The motion
passed unanimously.
1. General disbursements
2. Request to approve tree trimming/removal contractor for 2000
3. Request to approve the employment contract for the city administrator, effective April
• 15, 2000.

POLICY AGENDA:
Request to adopt Resolution 00-12, accepting bid from T. A. Schifsky & Sons Inc
and awarding contract for 2000 alley improvements
Engineer Maurer said seven bids were received for the 2000 alley improvements and
the recommendation is to award the contract to T. A. Schifsky & Sons, Inc. in the
amount of $198,403.50. Councilmember Lindstrom moved to approve Resolution
00-12 accepting the above bid and the motion passed unanimously.
Request to accept and a~~rove the Gibbs Farm plan
Administrator Worthington explained to council that Gibbs Farm has been making
some changes and additions at its historical site over the past year and is presenting a
site plan for future uses and additions. In attendance were Mike Richards, District
Supervisor for Ramsey County and John Krumlie, volunteer project manager.
Priscilla Farnham, Executive Director of the Ramsey County Historical Society then
• gave a brief presentation on the history of Gibbs Farm and presented the site plan via
overheads with the help of Ted Lau, Manager of Gibbs Farm Museum. A question
was raised about the berm that has been built around a portion of the museum and
Farnham said it was done for noise abatement, safety of guests, security of the
animals, and is more aesthetically pleasing. Administrator Worthington said the
plantings on top of the berm will have to be kept to a 1-1/2' maximum height for
visibility reasons. The short prairie grass planned for the top of the berm grows to
two feet so Mike Richards said they would level off the top of the berm one-half foot.
Farnham requested that the pine and tamarac trees planted by the city in conjunction
with Larpenteur Avenue landscape improvement be moved to provide a buffer to the
University women's soccer stadium and replaced with prairie type vegetation. After
brief discussion, councilmember Talbot moved to accept and approve the historic site
plan as presented and to allow for the relocation of the trees as stated. The motion
passed unanimously.
