City Council Minutes
February 23, 2000
Mayor Gehrz called the meeting to order at 7:00 p.m.
PRESENT: Gehrz, Hustad, Kuettel, Lindstrom, Talbot
Also present: Susan Hoyt, city administrator, Pat Phillips, deputy clerk
Terry Maurer, city engineer, Joel Jamnick, acting city attorney
COMMUNITY FORUM: There was no one present wishing to speak.
MINUTES: The minutes of February 9, 2000 were approved with a minor correction.
CONSENT AGENDA:
Councilmember Hustad moved approval of the following consent agenda. The motion
passed unanimously.
1. General disbursements through 2/18/00, $113,435.01
• Payroll, 2/1/00 to 2/15/00, $10,403.64
2. Licenses
3. Authorization to proceed with the purchase of a snowplow for the F350 truck
PUBLIC HEARING:
Mayor Gehrz reviewed the process of a public hearing and turned the meeting over to
engineer Maurer who gave an overview of the alley improvement project. Questions
were asked by council regarding assessments and storm sewers that are needed for two of
the alleys. Administrator Hoyt also said if the project is approved, there would be an
alley walk sometime in the spring which would give homeowners a chance to ask
additional questions of the engineer.
Mayor Gehrz opened the public hearing at 7:30 p.m.
The first person to speak was Leonard Champer of 1429 W. Hoyt who questioned the
way the city was financing the project and discussed the possibility of doing it a different
way.
The second person to speak was Joe Barrett of 1437 W. Hoyt who questioned the
engineer as to why the alleys couldn't be maintained rather than completely rebuilt. He
said he had sent out surveys to the affected homeowners and received twenty-one back,
fourteen of which indicated their preference for alley maintenance and seven approved to
. rebuild. Mayor Gehrz asked how many total surveys he sent and Mr. Barrett responded

The third person to come forward was Andy Nelson of 1471 W. Hoyt who asked the
engineer about the method of computing figures on the width of each alley.
The last person to speak was Jeanette Bach of 1453 W. Hoyt who said she appreciates the
often difficult policy work council does and supports the alley reconstruction project
going forward.
Mayor Gehrz read a comment that was received by telephone to staff earlier in the day.
The call came from Faye Cushman of 1361 W. Hoyt who said she was unable to attend
the council meeting but wanted council to know she was supportive of the alley
reconstruction.
There being no other persons wishing to come forward, Mayor Gehrz closed the public
hearing at 8:00 p.m.
• POLICY AGENDA
Consideration of resolution 00-OS ordering the alley improvement project and preparation
of Mans and specifications
After brief discussion and additional questions, councilmember Hustad moved to approve
resolution 00-05, ordering the alley improvement project and preparation of plans and
specifications. The motion passed unanimously.
Consideration of resolution 00-06 advertising for bids for the alley project
After brief discussion of the bid process with engineer Maurer, councilmember
Lindstrom moved to approve resolution 00-06, advertising for bids for the alley project.
The motion passed unanimously.
Request to approve extension of recycling contract with E-Z Recycling for one year
commencing on February 29, 2000
The extension of the recycling contract for one year at the current rate is recommended
by staff and councilmember Kuettel moved to approve such extension. The motion
passed unanimously.
