HomeMy WebLinkAboutCCMin_03Jan08CITY OF FALCON HEIGHTS COUNCIL MINUTES JANUARY 8, 2003 Council member Laura Kuettel convened the regular City Council meeting at 7:00 PM PRESENT: Council members Laura Kuettel, Robert Lamb, Peter Lindstrom and Richard Talbot. Also present: City Administrator Heather Worthington and Deputy Clerk Mary Shea Kodluboy ABSENT: Mayor Sue Gehrz COMMUNITY FORUM: There was no commentary from the audience. MINUTES: Council member Lindstrom moved that the Council minutes dated December 18, 2002 be approved,with two corrections, and the motion was unanimously approved. PUBLIC HEARINGS: None scheduled. CONSENT AGENDA: Council member Lamb moved that the Consent Agenda, outlined below, be approved as submitted, and the motion was unanimously approved. General disbursements through December 30, 2002: $161,830.64 Payroll – December 15, 2002 – December 30, 2002: $ 14,134.13 Licenses The Council, to encourage residents to patronize local businesses, read aloud the names of the businesses that, to date, have renewed their City licenses for 2003. Review and adopt Council Standing Rules Resolution 2003-01 designating official depositories for 2003 Designation of official newspaper for 2003 Administrator Worthington said that State statute requires the City to designate a legal newspaper of general circulation in the City because the newspaper is used to publish legal notification about public hearings, elections and City financial matters. The staff recommendation was that The Roseville Review be designated as the City’s legal newspaper for 2003 because it circulates to most of the households in Falcon Heights and the rates are competitive. FALCON HEIGHTS CITY COUNCIL MINUTES -2- January 8, 2003 POLICY AGENDA: Appointment of Barbara Lukermann and reappointment of Barb Heideman to the Planning Commission Council member Lindstrom moved that Barbara Lukermann to appointed to the Planning Commission for a three year term, and Barb Heideman be reappointed to the Planning Commission for a second three year term, and the motion was unanimously approved. Request for action on the option to waive the statutory tort limits under the LMCIT insurance plan Council member Lamb said that while he did not want to hold up Council action on this item, he would like to review the pros, cons, and costs between now and the next Council meeting. Administrator Worthington said that information would be provided to the Council within the next few days. Council member Talbot moved that the City not waive the statutory tort limit of $1,000,000 for 2003, and the motion was unanimously approved. 2003 Council Liaison Assignments Council member Lamb said that he thought the Council, at a future workshop, should review the mission of each of the commissions. The flow of work in some of the commissions seems to be erratic and during slow periods it is difficult to keep people’s interests. Keep the number of commissions small and active, focused on some activity. Council member Kuettel said that she agreed with Council member Lamb. It is frustrating to leave your family and come to a meeting when there is little or nothing happening. Council member Talbot said that it is important for people to understand that commissions are groups of people who come together for a common purpose. He will be serving as a liaison to the Cable Commission. Falcon Heights is one of ten communities that have formed a commission and given a cable company a monopoly to operate. Technology is leapfrogging. He invited people to call him and he will pass information along at the monthly meetings. He went on to speak briefly about the Neighborhood Security Commission, a commission that is doing many things to get neighbors mobilized. Council member Kuettel reminded the cable audience that Council members’ names and phone numbers are listed in the local telephone book, on the City’s web page and in the City’s newsletter. FALCON HEIGHTS CITY COUNCIL MINUTES -3- January 8, 2003 POLICY AGENDA (continued) Council member Lindstrom moved to approve the 2003 Council liaison appointments, as outlined below, and the motion was unanimously approved. Planning Commission – Peter Lindstrom Parks & Recreation Commission – Laura Kuettel Solid Waste Commission – Robert Lamb Neighborhood Commission – Sue Gehrz Human Rights commission – Richard Talbot Cable Commission – Richard Talbot Cable Commission Alternate – Robert Lamb Northwest Youth & Family Services Joint Powers Board – Peter Lindstrom Ramsey County League of Local Governments – Richard Talbot Campus/Community Task Force – Sue Gehrz and Heather Worthington Council member Lindstrom said that this year he will be the treasurer for the Northwest Youth and Family Services Joint Powers Board, and one of his goals is that Falcon Heights residents use their services more than they have in the past so the City gets its money’s worth. The City gives about $7,000 a year to Northwest Youth and Family Services. They provide a lot of mental health counseling and work with juveniles. Also, their Senior Chore Program is very important and he wants to make sure the police officers know about it. It connects youth in diversion with seniors who need assistance. Northwest Youth and Family Services is a really worthwhile organization and it has been a pleasure to be on the Board this past year. INFORMATION AND ANNOUNCEMENTS: Council member Kuettel reminded the cable audience that if they put their Christmas trees and garbage cans out for pickup, they might want to check on them because they may have been blown away. Administrator Worthington said that the City of Falcon Heights has been nominated for the Governor’s Emergency Management Award for its homeland security activities. Also, about 300 people returned the City survey and the results will be on the web site and available at City Hall. The regular City Council meeting was adjourned at 7:30 PM.
