CITY COUNCIL MEETING
MINUTES OF 9 JUNE 1999
The meeting was called to order by Mayor Sue Gehrz at 6:00 PM.

No one was present for the community forum.
Minutes of May 26, 1999
The minutes of the May 26, 1999 meeting were approved.
Consent Agenda
Mayor Gehrz asked item 5 on the consent agenda be removed from the consent
• agenda for discussion.
Councilmember Jacobs moved. approval of the consent agenda. The motion
passed unanimously.
1. General disbursements and payroll
2. Licenses
3. Request to contract with Ehlers financial advisors for TIF reporting
4. Request to the Metropolitan Council to extend the city's
comprehensive plan deadline
5. Request to approve job descriptions for the positions of executive
secretary and elections administrator (moved to Policy Agenda)
6. Response to request from the Capitol Region Watershed District
(CRWD) regarding the Troutbrook stormwater interceptor
7. Acceptance of $700.00 donation from Celebrity Bowl
for the city's 50th birthday events
Policy Agenda.
Consideration of an interim ordinance 99-04 temporarily prohibiting the issuance
of building permits, subdivision approval and zoning controls for colleges,
academies and schools in the B-1. B-2 and B-3 zone
• Councilmember Kuettel moved approval of ordinance 99-04 for a moratorium
• with the added language that a conditional use permit be included in the title and
that the council authorize a study by a planner on the school use to begin to
move forward on this. The motion passed unanimously.

Request to approve iob descriptions for the positions of executive
secretary and elections administrator
After some minor revisions to the job assignments, Councilmember Hustad
moved approval of the positions of executive secretary, election administrator
and community activity aid.
At 6:30 PM the council adjourned to a workshop where the council reviewed 1)
the summer meeting schedule including cancellation of the June 23 meeting; 2)
the current staffing plan for the city, 3) the revenue from state and aid and the
levy for 2000, potential 2000 budget expenditures and 4) the status of the rescue
fund as of May 30, 1999.
The meeting was adjourned at 7:50 PM.
