HomeMy WebLinkAboutCCMin_93Apr14MINUTES ~ O ` , REGULAR CITY COUNCIL MEETING APRIL 14, 1993 Baldwin convened the meeting at 7:00 p.m. ALL MEMBERS PRESENT Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present were Bachman, Chenoweth, Hoyt and Maurer. MINUTES OF 3/24/93 APPROVED Council approved the Minutes of March 24, 1993 by unanimous consent. DELETION OF CONSENT ITEM C-3 RELATING TO SALE OF OLD FAX MACHINE AND ADDITION OF CONSENT ITEM C-7 RELATING TO PURCHASE OF TREES FOR SPRING PLANTING Council deleted Item C-3, Sale of the old fax machine to a city employee, as it does not comply with state statute. Item C-6, Authorizing purchase of 18 trees for spring planting, was added to the agenda. Both were approved by unanimous consent. APPROVAL OF CONSENT AGENDA The Council approved the following consent agenda by unanimous consent: 1. Disbursements a. General disbursements through 3/31/93, $27,995.93 b. Payroll, 3/16/93 - 3/31/93, $10,516.20 2. Authorization to apply for ISTEA funds for a Larpenteur Avenue bicycle/pedestrian pathway 3. Authorization to purchase one base radio and three mobile radio units for Public Works Dept. to be purchased from E. F. Johnson at a cost of $3,125.00 4. Licenses (List attached) 5. Scheduling a city council workshop for April 24, 1993, 8:30 - 10:30 a.m. 6. Authorizing purchase of 18 trees from Margolis Bros., at a cost of $1,297.39 1993 STREET IMPROVEMENT ASSESSMENTS TO BE PREPARED Maurer presented the bids received for the 1993 street project and commented on the fact that the bids came in higher than anticipated. He recommended that the water main replacement, which was bid as an alternate, be deleted as St. Paul Water Utility will replace the main at a later date if necessary. He also suggested that testing be deleted from the project as that can be coordinated though the inspector on the job. Maurer then recommended proceeding with the assessment roll at the same rates MINUTES 0 APRIL 14, 1993 PAGE 2 as proposed at the improvement hearing. Jacobs moved adoption of Resolution R-93-20 which carried unanimously. RESOLUTION R-93-20 A RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT FOR THE 1993 STREET IMPROVEMENT PROJECT ASSESSMENT HEARING SCHEDULED FOR 1993 STREET IMPROVEMENT PROJECT Gibson Talbot moved adoption of Resolution R-93-21 scheduling the assessment hearing for the proposed 1993 street improvement project for May 12, 1993 at or about 7:15 p.m. Motion carried unanimously. RESOLUTION R-93-21 A RESOLUTION SCHEDULING THE HEARING ON THE PROPOSED ASSESSMENT FOR THE 1993 STREET IMPROVEMENT PROJECT BID AWARDED FOR $1,075,000 G.O. IMPROVEMENT BONDS, SERIES 1993 Fiscal consultant David Maroney explained that the bids were opened at 11:00 a.m., Wednesday, April 14, 1993 and presented the bids to Council. Maroney recommended awarding the bid to the low bidder, Piper Jaffray, Inc. at an interest rate of 4.41420. Gehrz then moved adoption of R-92-22 which carried unanimously. RESOLUTION R-93-22 A RESOLUTION RELATING TO $1,075,000 GENERAL OBLIGATION IMPROVEMENT BONDS, SERIES 1993; AWARDING THE SALE, FIXING THE FORM AND DETAILS AND PROVIDING FOR THE EXECUTION AND DELIVERY THEREOF AND SECURITY THEREFOR AND LEVYING AD VALOREM TAXES FOR THE PAYMENT THEREOF DISCUSSION REGARDING RATE OF INTEREST TO BE CHARGED ON PROPOSED ASSESSMENT FOR 1993 STREET ASSESSMENT Hoyt explained that it is necessary that staff have an indication of the interest rate in order to prepare the assessment roll for the hearing. A discussion ensued regarding whether or not it was appropriate to charge 8% as previously discussed in view of the low interest rate on the bonds for the project. Gehrz abstained from the discussion as her property is in the assessment area. Jacobs indicated he did not feel 8~ was not unreasonable over a ten year period.
