MINUTES
REGULAR CITY COUNCIL MEETING
DECEMBER 8, 1993
Baldwin convened the meeting at 7:00 p.m.
ALL MEMBERS PRESENT
Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs
were Chenoweth, Hoyt and Kelly.

PUBLIC HEARING ON PROPOSED 1994 CITY BUDGET
Baldwin opened the public hearing at 7:10 p.m. and turned the floor
over to Ciernia for the budget presentation.
Ciernia, using graphs and charts, presented a thorough explanation
of the city's budget process and the proposed budget for 1994. He
stressed that residential property owners' taxes would have
actually been lower in 1994 if the county had not increased
residential property values in the city. Ciernia also addressed
many other issues including the percentage of taxes distributed to
the governmental units in the county, how legislative action has
affected the tax system, etc.
Lowell Lundy, 1853 Moore indicated his taxes had increased 25% and.
wondered if the TIF district had any impact on that. Ciernia
replied that TIF was not related to the increase but that the
county had done an assessment of market values, determined that
Falcon Heights values were very low, and therefore increased the
value. He suggested that Mr. Lundy contact the county regarding
his property value.
Donna Senauer, 2292 Folwell, asked if the county had given the city
some specific home value documentation prior to the increase to

which Hoyt replied that the city was only provided an estimated
gross amount, not individual values.
Donald McVey, 1788 Lindig, inquired if values are partly based on
sale of homes in the area, how large an area is considered? Hoyt
stated the description of the county's valuation system, copies of
which were available as a handout at the meeting, might be of help
in explaining how values are determined.
State Representative Mary Jo McGuire explained that many tax
increases are not due to local governments, but due to state
changes in the taxing system which were made by the state. She
indicated she was not in favor of those changes and is serving on
a task force which is looking at the entire tax system with a goal
of changing the system.
Baldwin read a letter from Senator John Marty indicating he feels
the tax system is unfair and that he will work toward making a
change.
Carolyn Collins, 1603 Northrop, asked how the council could justify
salary increases for city employees when others are not receiving
increases. Baldwin explained that the overall base increase is
2.5~ with a possibility of a 1.5% merit raise for the year 1994
only. He stressed that the city must maintain a competitive salary
and that the largest cost increase is due to health insurance
costs. Collins indicated she felt it was not proper to increase
salaries by taking taxes from people who have had no additional
income.
Several other persons made comments on similar concerns and one
attendee commended the council on a job well done. There being no
others wishing to be heard the hearing was closed at 8:43 p.m.
Baldwin explained that the budget will be adopted at a meeting
being held December 16, 1993, 7:00 p.m as state regulations
prohibit adopting the budget the same date as the hearing.
ASSESSMENT HEARING ON DELINQUENT UTILITY CHARGES
Baldwin opened the hearing on assessment of delinquent utility
charges at 8:44 p.m.
Finance Director Kelly explained that some of the accounts have now
been paid and that the assessment roll must be amended to reflect
this change. The total assessment will be lowered to $8,309.40.
There being no one present wishing to be heard the hearing was

closed at 8:45 p.m. Jacobs then moved adoption of Resolution R-93-
39 which carried unanimously.
RESOLUTION R-93-39
A RESOLUTION RELATING TO LEVYING SPECIAL ASSESSMENTS
FOR DELINQUENT UTILITY CHARGES
PRESENTATION OF SOLID WASTE COMMISSION ANNUAL REPORT
Martin McCleery, chair of the Solid Waste Commission, presented the
commission's report which included goals for 1994 and
accomplishments for the year 1993. After a brief discussion
Council accepted the report as presented.
ADJOURNMENT
The meeting was adjourned at 9:13 p.m.
