HomeMy WebLinkAboutCCMin_93Dec16~~~ MINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 16, 1993 Baldwin convened the meeting at 7:05 p.m. ALL MEMBERS PRESENT Baldwin, Ciernia, Gehrz. Gibson Talbot and Jacobs. Also present were Chenoweth and Hoyt. MINUTES OF 12/08/93 APPROVED Council approved the Minutes of December 8, 1993 by unanimous consent. CONSENT AGENDA APPROVED Council approved the following Consent Agenda by unanimous consent: 1. General disbursements through 12/10/93, $78,545.21 2. Licenses (see attached list) 3. Approval of skating rink attendant and maintenance staff personnel ADOPTION OF THE 1994 BUDGET Baldwin explained that this is the final step in adopting the 1994 budget as addressed at the public hearing on December 8, 1993. He indicated that in future years council hopes to develop a system whereby the public can become involved in the entire budgeting process beginning with the budget workshops. Gibson Talbot moved adoption of Resolution R-93-40 which carried unanimously. RESOLUTION R-93-40 A RESOLUTION ADOPTING THE 1994 BUDGET AND CERTIFYING THE 1994 TAX LEVY PROPOSED RESOLUTION R-93-41 ADOPTED Gehrz moved adoption of Resolution R-93-41 which carried unanimously. RESOLUTION R-93-41 A RESOLUTION REDUCING THE 1994 DEBT LEVY ON GENERAL OBLIGATION DEBT 0~.~, MINUTES DECEMBER 16, 1993 PAGE 2 MAYOR AUTHORIZED TO SIGN PURCHASE AGREEMENT FOR PROPERTY AT 2061 W. LARPENTEUR Hoyt explained that the next step in proceeding with the acquisition of the property at 2061 W. Larpenteur is to sign the purchase agreement for $114,000. She also reviewed the process for relocation of the tenants in the building. Baldwin stressed that the purchase is being funded primarily by a CDBG grant and will not become a burden to city taxpayers. Following the discussion Jacobs moved that the mayor be authorized to sign the purchase agreement with the owners of 2061 W. Larpenteur for $114,000 to be funded from the 1993 CDBG funds and TIF funds as needed. Motion carried unanimously. APPROVAL OF GAMBLING APPLICATION FROM CELEBRITY BOWL CHARITIES, INC. FOR PULL TAB OPERATION AT FALCON LANES Council thoroughly discussed the application from Celebrity Bowl Charities, Inc. to conduct charitable gambling (pull tabs) at Falcon Lanes. Concern was expressed regarding the possibility of pull tabs being made available to children, policing of the operation, etc. Following the discussion Ciernia moved that Resolution R-93-42 be adopted with the stipulation that the police monitor for possible sales to youth and that local charitable groups be informed of the fact that funds may be available for distribution in the future. Motion carried unanimously. RESOLUTION R-93-42 A RESOLUTION APPROVING THE PREMISES PERMIT FOR CELEBRITY BOWL CHARITIES, INC. PULL TABS OPERATION AT FALCON LANES, 1550 W. LARPENTEUR DISCUSSION OF POSSIBLE WAYS TO ASSIST DISABLED CITIZENS WHO HAVE ACCESSIBILITY PROBLEMS AT BUS STOPS FOLLOWING SNOW STORMS As requested by council at the November 24th council meeting, staff presented ideas for arranging for snow removal from bus stops that are routinely used by disabled individuals. Following the discussion, council agreed that a display ad be placed in local papers inviting disabled persons who rely on routine transit service and are impeded by lack of snow removal, contact the city about the bus stop they use. City staff will then attempt to have the snow removed by a nearby business owner or resident on a regular basis. Neighborhood watch captains will also be asked to assist in this project by arranging for clearing of these stops. ~~ 'i 1 MINUTES DECEMBER 16, 1993 PAGE 3 APPROVAL OF COMMUNITY RECOGNITION EVENT FOR RETIRING CITY CLERK Hoyt presented suggested plans for a community recognition event for the city clerk who will be retiring at the end of January, 1994. Council approved the plans for the event which will be held January 21, 1994. PROCLAMATION HONORING COUNCILMEMBER PAUL CIERNIA FOR HIS YEARS OF SERVICE TO THE CITY Baldwin read the proclamation commending Paul Ciernia, whose term on the city council is expiring at the end of 1993, for his twelve years of outstanding service to his community and declaring December 16, 1993 Paul Ciernia Day in Falcon Heights. Ciernia responded with a brief review of his twelve years on the city council and his hopes for the city's future.
