Mayor Baldwin convened the meeting at 7:04 p.m.

Also present
Councilmember Hustad requested that the minutes reflect that his
absence of September 28 was due to work commitments. Minutes were
approved unanimously with this addition.
CONSENT AGENDA APPROVED
Mayor Baldwin removed the approval of a business license for
Feathered Denims, as this item was approved at the previous
meeting. He also added two items, approval of payment for a sewer
stub and approval of the administrator's salary adjustment.
The following consent agenda was approved by unanimous consent of
the council:
1. Disbursements:
a. General disbursements through 9/22/94, $57,527.73
b. Payroll, 9/16/94 to 9/30/94: $10,663.57
2. Approval of election judges for State General Election on
November 8, 1994
3. Approval of fire department expenditures
4. Approve reimbursement of $250 toward the replacement of
an existing sewer hook-up from the street to the property
line of 1981 Summer Street
5. Approval of the annual salary adjustment for the city
administrator
POLICY AGENDA
REQUEST TO ACT AS SPONSOR FOR THE MAYOR'S COMMISSION AGAINST
DRUGS (MCAD) FOR 1995-96
Councilmember Gehrz explained that the Mayor's Commission Against
Drugs (MCAD), a group comprised of representatives from four area
cities, receives grants from the State for its operating costs and
for its staff consultant's time. In the past, the City of
Roseville has served as the sponsoring city, which involves being
the group's fiscal agent, signing the grant contracts, and
providing minimal clerical support (the group's consultant works
out of her home and does not require office space). It is hoped
that the assignment of being the sponsoring city will be rotated
among the four MCAD cities in the future.

Motion by Councilmember Gehrz to approve Falcon Heights being
MCAD's sponsor city and fiscal agent for two years effective
January 1, 1995. Motion passed unanimously. The council also
expressed interest in hearing more about MCAD from the group's
staff consultant, Connie Lanners Bernardy.
REPORT ON THE RAMSEY COUNTY CHARTER COMMISSION
Greg Stende, a member of the Ramsey County Charter Commission, was
in attendance to inform the council of two proposed charter
amendments that will appear on the November ballot. The first
involves a "No Net Loss of Parks and Open Space" and the second
addresses the appointment versus the election of a new County
Sheriff when the old one is unable to complete a term. Mr. Stende
asked all in attendance to publicize the fact that these questions
would be on the ballot. If a voter chooses not to vote on a
charter question, it has the same effect as a "no" vote.
Councilmember Gehrz asked if the land that the city leases from the
University would be affected by the proposed "no net loss" change.
Mr. Stende replied that it would not, as the charter covers only
county owned park and open space.
CITY INFORMATION AND ANNOUNCEMENTS
Councilmember Hustad reported that the Parks Commission had met
recently regarding the proposed indoor playground. Plans are
tentative as of yet, but the commission is hoping for a January
opening.
Councilmember Gehrz reminded the council and the viewing audience
about the upcoming "Turn Off the Violence" event.
Administrator Hoyt updated the council on the following: recent
park improvements, scheduled street sweeping (last week of October)
and the award received for work done on the National Night Out
event.
ADJOURNMENT
The meeting adjourned at 7:35 p.m. A workshop with St. Anthony
Police Chief Engstrom followed the council meeting. The workshop
ended at 9:15 p.m.
