REGULAR CITY COUNCIL MEETING
MINUTES OF NOVEMBER 23, 1994
Mayor Baldwin convened the meeting at 7:12 p.m.
PRESENT
Baldwin, Gehrz, Gibson Talbot, and Hustad. Also present were Hoyt and Asleson.
ABSENT
Jacobs.
MINUTES OF NOVEMBER 9, 1994
Minutes were approved unanimously as presented.
CONSENT AGENDA APPROVED
The council approved the following consent agenda by unanimous consent of the
council:
1. Disbursements:
a. General disbursements through 11/15/94, 55,129.35
b. General disbursements through 11/18/94, 530,891.72
c. Payroll, 1 1 /1 /94 to 1 1 /15/94, 51 1,815.38
2. Licenses
3. Purchase of an audio system for Community Park
POLICY AGENDA
There were no policy agenda items for consideration.
CITY INFORMATION AND ANNOUNCEMENTS
Counciimember Gerhz reported that she had attended an organizational meeting on
"Character Counts".
Mayor Baldwin suggested that the council meeting scheduled for December 14th
be rescheduled to December 21st so that councilmembers could attend the annual
meeting of the Ramsey County League of Local Governments.

Councilmember Gibson Talbot noted that she was impressed by recent
improvements in the city's parks and thanked staff and volunteers for their efforts
in this regard.
Administrator Hoyt reported that she had not yet received any calls from residents
regarding property tax statements.
ADJOURNMENT
The meeting adjourned at 7:24 p.m. Following adjournment, the council recessed
into a work session with city financial consultant Steve Apfelbacher. Mr.
Apfelbacher briefed the council on the status of the city's tax increment financing
districts. The work session adjourned at 8:20 p.m.
