SPECIAL CITY COUNCIL MEETING
MARCH 6 , 19 91
Baldwin called the meeting to order at 8:00 P.M.
PRESENT
Baldwin, Ciernia and Gehrz. Also present were Wiessner and
Chenoweth.
ABSENT
Jacobs and Wallin. (Both arrived later)
PRESENTATION BY EXECUTIVE SEARCH CONSULTANT JAMES BRIMEYER
Mr. Brimeyer, representing Sathe and Associates Executive Search
Consultants, was in attendance to present possible options for
hiring an interim or full time City Administrator to replace
Administrator Wiessner who has tendered her resignation. He
offered his service if Council deems such a service necessary.
WALLIN ARRIVES
Wallin arrived at 8:10 P.M.
FUNDS ALLOCATED FOR RECOGNITION PARTY FOR WIESSNER
Council concurred that a recognition party should be held which
would require funding. Ciernia moved that up to $500.00 be
allocated for the event, such amount to come from the
Contingency Fund. Motion carried unanimously.
CITY ADMINISTRATOR JANET WIESSNER'S RESIGNATION ACCEPTED
Council briefly discussed Wiessner's resignation due to her
acceptance of another position after which the resignation was
accepted by unanimous consent.
APPROVAL OF REQUEST TO WAIVE 45 DAY NOTIFICAITON REQUIREMENT
Wiessner presented a request that the 45 day notification
requirement in the employment contract be waived to enable her
to terminate her duties as of March 15, 1991. Council agreed to
waive the requirement as requested.
OPTIONS FOR REPLACEMENT OF ADMINISTRATOR DISCUSSED
Council discussed at length possible options for replacement
such as hiring of an interim person, immediately beginning a
search for a full time person, use of a "range rider", dividing
duties among present staff, or the possibility of hiring part
time Planner Susan Hoyt to fill the position during the interim
period.
JACOBS ARRIVES
Jacobs arrived during this discussion (approximately 9:00 P.M.).
Council felt strongly that it was critical to have a person

in the position to keep the connection with Councilmembers and
other communities, especially with the Roseville/Falcon Heights
cooperative study in process. It was determined that there
should be someone in the position immediately to allow time for
Wiessner to assist with the transition and Susan Hoyt might be
immediately available. The fact that Hoyt is familiar with the
City and the City Office was also considered to be an
advantage. Following this discussion, Council concurred that
the position of Interim Administrator should be offered to Susan
Hoyt with salary guaranteed through April 30, 1991 at a minimum,
in the event Council decides to change Administrators in the.
short run. Compensation will be at the standard minimum salary
for the position plus the standard employee benefit package and
car allowance. Wallin and Wiessner offered to meet with Hoyt
the morning of March 7th to discuss the matter.
ADJOURNMENT
The meeting was adjourned at 9:40 P.M.
