EMERGENCY CITY COUNCIL MEETING

Balwin convened the meeting at 5:30 P.M. ...~
PRESENT
Baldwin, Ciernia. Jacobs and Wallin. Also present were Wiessner
and Chenoweth.
ABSENT
Gehrz. (Arrived later).
DISCUSSION - NEGOTIATIONS WITH SUSAN HOYT FOR INTERIM
ADMINISTRATOR'S POSITION
Wallin explained that he and Wiessner had met with Susan Hoyt
regarding the position and she had objected to the fact that the
proposal provided the position be offered through the month of
April at a minimum, which would indicate she might be replaced
at any time. She felt a more secure interim tenure was
necessary. Council agreed that the intent was to fill the
position for the short. to mid term and the April 30th date was
included only for Hoyt's protection.
GEHRZ ARRIVES
Gehrz arrived during this discussion (approxmately 6:10 P.M.)
The discussion resulted in the following guidelines for Hoyt's
employment:
1. Immediate appointment as Interim City Administrator
until a permanent City Administrator is appointed.
2. Base pay equal to "step one" for the position range
with standard benefits plus car allowance of $150.00
per month and salary review per City policy.
Council unanimously agreed that Hoyt be offered the position
based on these guidelines with the understanding that there will
eventually be a search for a permanent Administrator. If Hoyt
accepts the interim position the matter will be referred to the
City Attorney for drafting of an employment agreement.
ADJOURNMENT
The meeting was adjourned at 6:20 P.M.
