REGULAR CITY COUNCIL MEETING
OCTOBER 9, 1991
Baldwin convened the meeting at 7:00 P.M.
PRESENT
Baldwin, Gehrz and Jacobs. Also present were Chenoweth and
Hoyt.
ABSENT
Ciernia and Wallin.

Council approved the Minutes of September 25, 1991 by unanimous
consent.

Council approved the following Consent Agenda by unanimous
consent.
1. Disbursements:
a. General Disbursements through 10/4/91, $50,842.92

b. Payroll, 9/16/91 - 9/30/91, $9,399.30
2. Designation of Election Judges for November 5, 1991 City
Election
APPROVAL OF CHANGE ORDERS FOR IDAHO/SNELLING PARK CONSTRUCTION
Hoyt presented three change orders which have been submitted for
the Park Project as follows: 1) Request to replace the grinder
disposal system with a 1,000 gallon holding tank with a pump,
2) Request to increase the depth of the pea rock in the
playground area to 10 to 12 inches rather than 8 inches, and 3)
Request for additional fill and sod along the northwestern end
of the playground. Following a brief discussion Jacobs moved
approval of the change orders at an approximate total cost of
$1,435.00. Motion carried unanimously.
DENIAL OF REQUEST FOR ABATEMENT OF PENALTY ON UTILITY BILL -
ALLEN, 1490 W. IDAHO
Baldwin explained that Mr. and Mrs. Allen received a penalty of
$3.49 on their uility bill because the payment mailed in June
was not received by the City. Baldwin stated that these
requests have been denied in the past as the City has no contol
over the Postal Service and the Postal Service does have a
tracing mechanism if persons desire to check further into the
destination of mail.
Staff was directed to draft an amendment to the present city
code to include wording which will allow staff to inform
residents that the code does not allow abatement of these
penalties.

ADDENDUM TO POLICY AGENDA:
Council approved addition of item G-3, Construction of Hockey
Boards for University Grove Park, to the Policy Agenda.

APPROVAL OF PURCHASE AND CONSTRUCTION OF HOCKEY BOARDS FOR
UNIVERSITY GROVE PARK.
Purchase of new boards has become necessary as the boards from
Idaho/Snelling Park which were to be used at University Park are
no longer available,~Gehrz moved approval of the purchase at a
cost of approximately $2,500.00 to be paid from the park capital
improvement fund. Motion carried unanimously.
