REGULAR CITY COUNCIL MEETING
NOVEMBER 13, 1991
Baldwin convened the meeting at 7:00 P.M.
ALL MEMBERS PRESENT
Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were
Chenoweth and Hoyt.
APPROVAL OF MINUTES
The following minutes were approved by unanimous consent:
1. Regular City Council Meeting of October 23, 1991
2. Canvassing Board Minutes of November 6, 1991
3. Special City Council Meeting of November 6, 1991
ADDENDA TO CONSENT AGENDA
Council approved the addition of Item F-4, Scheduling of a
special Falcon Heights/Roseville Council Meeting, to the Consent
Agenda.
CONSENT AGENDA APPROVED
Council approved the following Consent Agenda by unanimous
consent:
1. Disbursements:
(a) General Disbursements through 11/7/91, $80,280.95
(b) Payroll, 10/16/91 - 10/31/91, $9,869.86
2. Approval of Payment to Deloitte Touche
3. Licenses
4. Scheduling of Special Falcon Heights/Roseville Council
Meeting for Discussion of the Cooperative Study

"NO PARKING CORNER TO HERE" SIGNS TO BE INSTALLED ON NORTH SIDE
OF HOYT ADJACANT TO CLEVELAND AVE.
Baldwin explained that a safety hazard has been created by
chronic parking violations at the intersection of Hoyt and
Cleveland and it is felt that "No Parking Corner to Here"
signage might alleviate the problem. Council agreed to the
proposed signage.
"NO PARKING ON THIS BLOCK" SIGNS TO BE INSTALLED ON SOUTH SIDE
OF GARDEN FROM PASCAL TO HOLTON
Baldwin reviewed the request from Falcon Heights United Church
of Christ to extend the present "No Parking" area to accomodate
dropping off of passengers at the chruch entry. The Planning

Commission had recommended that the entire block be posted and
the Church Board concurred. Following a brief discussion
regarding whether or not the cost should be borne by the church
or the city, Council agreed that the signs should be purchased
and installed by the city and remain city property.
APPROVAL OF LIONS CLUB REQUEST FOR ELECTRIAL OUTLET IN COMMUNITY
PARK
Jacobs explained that in order to accomodate extra lighting for
the upcoming Lions Club holiday tree sales at the park, an
electrical outlet is needed. If approved the club will cover
the installation cost of approximately $450.00. The club also
would agree to the following conditions:
1. the outlet would be the property of the city;
2. by the Lions paying for the plug the city is not making
more than a 1991 commitment to the use of the space for
the tree sale;
3. the city is not setting a policy of redesigning park
plans to suit a group or individual needs.
Following a brief discussion Council agreed to the installation
as presented.
INFORMATIONAL ITEM NOTED
Council noted the receipt of the GFOA Certificate of Achievement
for Excellence in Financial Reporting for 1990 and commended
City Accountant Tom Kelly for his work.

The meeting was adjourned at 7:38 P.M.
