HomeMy WebLinkAboutCCMin_91Nov19_SpecialSPECIAL CITY COUNCIL MEETING CITIES OF FALCON HEIGHTS AND ROSEVILLE NOVEMBER 19, 1991 Baldwin convened the meeting at 7:45 P.M. MEMBERS PRESENT Falcon Heights: Baldwin, Ciernia, Gehrz, Jacobs and Wallin Also present were Hoyt and Chenoweth. Roseville: Cushman, Johnson, Maschka and Thomas. Also present was Sarkozy. ABSENT: Roseville Mayor Frank Rog. PRESENTATION OF FALCON HEIGHTS/ROSEVILLE COOPERATIVE STUDY Baldwin reviewed the the history of the discussions over the past year and explained that the study was originated as a method to determine if two governing bodies could work together to creaively deliver services to their ommunities at a financial savings. He then introduced Aaron Reynolds, Deloitte Touche Management Consulants, the firm commissioned to prepare the Cooperative Opportunities Study. Aaron Reynolds presented the completed study and explained their findings relating to possible financial savings under both merger and contracted services scenarios. CHARGE TO THE CITIZENS COMMITTEE Baldwin introduced the following persons being assigned to the Citizens Committee: Falcon Heights: Joseph Bianchi, Marie Furton, Carol Huso, Donald Mead and John Turner; Roseville: Sue Davern, Floyd LeCuyer, Sr., Gerald McGrath, Delores Merrill and Don Wiski. He commented on the fact that the consultants had addressed principally finance matters, whereas this committee will put the human issues back into the study. Mayor Elect Vern Johnson of Roseville also addressed the Committee stressing the challenge facing the group and the importance of putting human interests into the study. Both stressed that no Council decisions have been made on the matter. DELOITTE TOUCHE REPORT ACCEPTED Thomas moved, seconded by Cushman that the Deloitte Touche Report be accpted as presented. Motion carried unanimously. FALCON HEIGHTS/ROSEVILLE CITIZENS COMMITTEE IMPANELED Johnson moved, seconded by Wallin that the joint Falcon ~~ MINUTES NOVEMBER 19, 1991 PAGE 2 Heights/Roseville Citizens Committee be impaneled. Motion carried unanimously. support.
