MINUTES
REGULAR CITY COUNCIL MEETING
DECEMBER 11, 1991
Baldwin convened the meeting at 7:00 P.M.
ALL MEMBERS PRESENT
Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were
Chenoweth and Hoyt.
ADDENDUM TO AGENDA
Council approved the addition of the following item to the
Policy Agenda: P-5 Appearance of Ambulance and Rescue Squad on
Rescue 911.
MINUTES OF 11/27/91 APPROVED
Council approved the Minutes of November 17, 1991 by unanimous
consent.
CONSENT AGENDA APPROVED
Council approved the following Consent Agenda by unanimous
consent:
1. Disbursements:
(a) General Disbursements through 12/04/01, $197,078.07
(b) Payroll, 11/16/91 - 11/30/91, $9, 199.26
2. Licenses, #0856 Topline Outdoor Advertising and #0855, U
of M Forestry Club
3. Cancellation of the December 25th Council Meeting
4. Resignation of Jan Gibson Talbot from Planning

APPROVAL OF EXTENSION OF LAUDERDALE/FALCON HEIGHTS FIRE CONTRACT
Hoyt explained that the contract is up for renewal but due to
the need to further discuss costs for inspection services it is
recommended that the contract be extended through January, 1992.

Staff recommended the proposed extension incorporate the
increased truck/hour/call rate from $285 to $292 to cover the
city's increased operational expenses during this time. Gehrz
moved approval of the extension as presented which carried
unanimously.
ADDENDUM TO ROSEVILLE/FALCON HEIGHTS POLICE CONTRACT APPROVED
Jacobs moved approval of the addendum to the police contract to
allow for the Lauderdale population to be calculated as part of
the cost per capita calculations. Motion carried unanimously.
7:15 - TRUTH IN TAXATION HEARING ON PROPOSED 1992 BUDGET
Baldwin opened the hearing at 7:15 P.M. and explained the budget
preparation procedure which began in July, and then turned the
presentation over to the City Administrator and Accountant Tom
Kelly.
Hoyt reviewed the information in the budget packet prepared for
the public and presented a brief review of the budget. Kelly
presented and explained the general fund portion of the budget.
Baldwin then asked for comments from the public. Since there
was no one in attendace who wished to be heard, Baldwin closed
the hearing at 7:32 P.M.
1992 BUDGET ADOPTED
Following a brief discussion, Wallin moved adoption of
Resolution R-91-54 adopting the 1992 budget. Motion carried
unanimously.
APPROVAL OF PARTIAL PAYMENT #4 TO VALLEY PAVING
Council unanimously approved payment in the amount of
$142,638.25 to Valley Paving for the 1991 Street Improvement
Project as recommeded by the City Engineer.
DISCUSSION OF SNOW REMOVAL FROM NON-MOTORIZED PATHWAYS
Hoyt explained that the County plows have deposited huge amounts
of snow on the Hamline Avenue pathway which city crews cannot
remove due to lack of adequate equipment and staff. Adding to
the problem is the fact that the new sod abuting the pathway is
not frozen and could be easily damaged and the possiblity that
if equipment damages the pathway and sod it may not be covered
by Ramsey County's contract with the contractor for the Hamline
Avenue Improvement Project. She commented on the fact that some
residents on Hamline have discontinued school bus service for

the pathway blocked with snow pedestrians are forced to walk in
the street. The Roselawn pathway is also unplowed and
complaints have been received that pedestrians are forced to
walk in the street. Quotes were obtained from snow removal
contractors to clean the pathways and the prices ranged from
$6,000 to $ 10,000 with no cap. Staff is now contacting other
communities to determine if they have equipment suitable for
this type of work and if they would be willing to allow its use
in Falcon Heights.
Judy Pinsky, 1723 Hamline, informed council that she is one of
the residents with children walking to school, that they could
get bus service back, but the children enjoy walking and she
wanted the walkway cleared. She felt the city had to deal with
the snow as they made a commitment to keep it clean and it is
the city's responsibility. Baldwin commented on the fact that
to accomodate residents' wishes, the area between the pathway
and the street and the pathway itself, was narrowed which
increases the problem. He stated that the city is investigating
ways to clear the pathway but it cannot be cleared immediately.
CITY AMBULANCE AND RESCUE SQUAD TO RE-ENACT RESCUE SCENE FOR
"RESCUE 911" TELEVISION SHOW
Council discussed the proposed appearance of the ambulance and
rescue squad on a segment of the national television show
"Rescue 911" which will require re-enactment of an actual
rescue scene. Rescue Squad Captain Ray Brown has assured that
this will not interfere with response to any emergency calls
received at the station. Council indicated their approval of
the project which will be filmed December 13 - 16.
