MINUTES
REGULAR CITY COUNCIL MEETING
JANUARY 8, 1992
Baldwin convened the meeting at 7:00 P.M.
PRESENT
Baldwin, Ciernia Gehrz and Gibson Talbot. Also present were
Chenoweth, Hoyt and Maurer.
ABSENT
Jacobs.
OATH OF OFFICE
Hoyt administered the oath of office to re-elected Mayor Tom
Baldwin and Baldwin then administered the oath of office to
newly elected Councilmember Jan Gibson Talbot.
PRESENTATION OF GFOA CERTIFICATE OF ACHIEVEMENT
Don Brager, representing the Government Finance Officers
Association, formally presented the Certificate of Achievement
for Excellence in Financial Reporting to Mayor Baldwin, the City
Council and City Accountant Tom Kelly.
MINUTES OF 12/11/91 APPROVED
Council approved the Minutes of December 11, 1991 by unanimous
consent.
CONSENT AGENDA APPROVED
Council approved the following Consent Agenda by unanimous
consent:
1. Disbursements:

b. Payroll, 12/16/91 - 12/31/91, $9, 649 .08
2. Resolution R-91-1 Designating North Star State Bank as
the City's Depository for 1992

ADOPTION OF RESOLUTION R-92-2 APPOINTING ROSEVILLE POLICE
OFFICERS AS OFFICERS FOR FALCON HEIGHTS
Ciernia moved adoption of Resolution R-92-2 as stipulated in the
City's police contract with the City of Roseville. Motion
carried unanimously.
RESOLUTION R-92-2
A RESOLUTION DESIGNATING THE ROSEVILLE POLICE
DEPARTMENT AS DULY APPOINTED POLICE OFFICERS OF
FALCON HEIGHTS
CITY ACCEPTS DESIGNATION AS INTERIM WETLAND CERTIFYING AUTHORITY
Maurer explained that the upcoming reconstruction of Cleveland
Avenue will impact the wetland area at the southeast corner of
Roselawn and Cleveland which falls under the Wetland
Conservation Act regulations. The interim rules for this law
require that a governmental unit assume certification authority
until final rules are implemented in July of 1993. Maurer
recommended that the city accept this assignment in order that
the Cleveland Avenue project will not be delayed. Gehrz moved
that the city accept the designation as the interim authority
for this project with Maurer filling that role for the city.
Motion carried unanimously.
PILOT CABLE TV PROGRAM TO BE PRODUCED IN JANUARY
Hoyt requested Council consider the possibility of creating an
occasional television program covering local issues and events
as a part of the city's community outreach effort. Council
briefly discussed the matter and authorized staff to proceed
with planning such a program for January.
COUNCIL ASSIGNMENTS FOR 1992
Baldwin presented the proposed council assignments for 1992
which were accepted by council.
PURCHASE OF AMBULANCE BILLING SOFTWARE AUTHORIZED
Hoyt and Kelly requested that council consider authorizing the
purchase of ambulance billing software at a cost of $1,160.00.
Kelly explained that staff time could be reduced substantially
and billings would be prepared and mailed in a more timely
manner which speeds up payment to the city. Following a brief
discussion Gibson Talbot moved authorization to purchase the
ambulance billing software. Motion carried unanimously.
