HomeMy WebLinkAboutCCMin_92Aug20_SpecialMINUTES ~' SPECIAL CITY COUNCIL MEETING AUGUST 20, 1992 Baldwin convened the meeting at 7:00 p.m. ALL MEMBERS PRESENT Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present were Chenoweth and-Hoyt. MORATORIUM ON ROOF TOP BALLOON DISPLAYS UNTIL POLICY IS ESTABLISHED Council discussed a request from the Packaging Store, 1658 to install a balloon sign on the roof from August 20 to September 10, 1992 which includes the duration the State Fair. Since power outages are frequesnt during the fair and problems were encountered during the 1991 fair when a balloon collapsed as a result of a failure, the staff recommended disallowing such displays during the fair. Council concurred with the staff recommendation and declared a moratorium on balloon displays until a policy can be drafted addressing safety and a possible means of indemnifying the city against any liability. Gehrz suggested that input be requested from the business community regarding the proposed policy. The Packaging Store will be allowed to install the balloon display from August 21 through August 27 prior to the fair after which the moratorium takes effect. APPROVAL OF LETTER RELEASING LETTER OF CREDIT ISSUED ON BEHALF OF CABLE TV NORTH CENTRAL Council authorized signing and submitting the letter of release to the Bank of Boston. This letter was necessary due to the fact that the Letter of Credit issued to the city cannot be located and is needed to complete the transfer of ownership from Cable TV North Central to the new owner, Meredith/New Heritage. APPROVAL OF PROPOSAL FOR TRANSPLANTING PARK TREES IN CONCUNCTION WITH CLEVELAND AVENUE STREET PROJECT Since a number of trees on the community park property will be displaced by the Cleveland Avenue construction project staff recommended transplanting the trees. The proposal submitted by "Shade in a Day" would provide for transplanting a tree within the park at no charge in exchange for a tree, and should there be a surplus of trees remaining after the city's desired number of trees have been transplanted, the firm will purchase the remaining trees at a price of $10.00 per foot. Council unanimously approved the proposal.
