REGULAR CITY COUNCIL MEETING
SEPTEMBER 23, 1992
Baldwin convened the meeting at 7:00 p.m.
ALL MEMBERS PRESENT
Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present
were Chenoweth and Hoyt.
APPROVAL OF MINUTES OF 9/9/92
Council approved the Minutes of September 9, 1992 by unanimous
consent.
CONSENT AGENDA APPROVED
Council approved the following Consent Agenda by unanimous
consent.
1. Disbursements
a. General Disbursements through 9/15/92, $90,085.29
b. Payroll, 9/1/92/-9/25/92, $11,946.42
2. Approval of contract for 1992 audit
3. Approval for use of Community Park shelter and site for
Lion's Club holiday tree sale
4. Adoption of Resolution R-92-39 authorizing application
for recycling grant funds for 1993
5. Approval of Administrator's compensation from 8/15/92
to 8/15/93
6. Licenses: Quality Refrigeration, Inc. #0983 and St.
Marie Sheet Metal, Inc. #9084
RESURFACING OF TENNIS COURTS AT COMMUNITY PARK APPROVED
Council briefly discussed the recommendation from Recreation and
Community Services Director, Carol Kriegler, that the tennis
courts and hardcourt play surface at the Community Park be
resurfaced and that the contract for the project be awarded to
Recreational Surfacers. Gehrz moved that the contract for
resurfacing project be awarded to Recreational Surfacers at a
cost of $5,030.00. Motion carried unanimously.
APPROVAL OF AMERICAN WITH DISABILITIES POLICIES
Human Rights Members, Wayne Groff, Pam Harris and John Treadwell
presented and explained the following ADA policies: 1~Language
for written and cable communication, 2) Facilities' accessibility
plan, and 3) Grievance policy for ADA complaints. After
recommending some language changes in the grievance policy
Council approved the policies.

APPROVAL TO EXPEND FUNDS IN 1993 FOR CERTAIN FACILITY
ACCESSIBILITY ITEMS
Council discussed the facility accessibility plan and concurred
that some of the items in the plan should be remedied in 1993
rather than postponing the projects until future years as
scheduled. Council also directed staff to investigate the cost
of leasing a telephone display unit and training staff in its
use. If the leasing cost is in the $5.00 per month range staff
will proceed with the project.
Ciernia moved that $10.,000 be appropriated in 1993 to begin
altering the physical plant to meet ADA requirements. Motion
carried unanimously.
GUIDELINES ESTABLISHED FOR REQUESTS FOR DONATIONS FROM VARIOUS
ORGANIZATIONS
Council discussed a request from the Roseville School District
for funding for the event "A Clebration of Community Values" and
questioned whether or not it is appropriate for the city to
financially support the event. Due to the fact that the city has
no set guidelines for such requests, Council concurred that it
would be prudent to address the next agenda item regarding
methods for handling these types of requests before making a
decision on the School District request.
Following a lengthy discussion Council agreed upon the following
guidelines 1} must be intergovernmental projects with ongoing,
clearly established goals and measurable results which the city
could not do alone, 2) contribution needs to be proportional to
population, 3) must meet the health, welfare and safety criteria,
and 4) one time events must meet guidelines 1, 2 and 3. The City
Administrator will screen all requests based on the guidelines
and recommend denial or approval to the Council. These items
will be placed on the Consent Agenda in most instances.
REQUEST FOR FUNDS FOR SCHOOL DISTRICT'S "COMMUNITY VALUES" EVENT
DENIED
Based on the newly established guidelines Council concurred that
the request did not meet criteria. Hoyt explained that Carol
Kriegler has been serving on the planning committee for the event
while on the city payroll, and asked if she should continue to do
so. It was unanimously the sense of the Council that Kriegler
should be allowed to complete her commitment (approximately 6
hours) to the project, but no cash contribution will be made.
