Neighborhood Liaisons Updates • Commissioner Larrabee provided the map of where all the current 16 liaisons were located. The map identified the area where it does not have liaisons. • Commissioners discussed about creating an informal event in September. It will replace the CEC September meeting.  Who will host? CEC.  What is the purpose of the event? Meet and greet (get to know each other), networking, open conversations, and appreciation. The event will be open to the public. • Hold a yearly event to bring in training, education and recruitment. • Invite the Block party leaders. • The event is to focus on development. • City Staff will look at the city hall and school calendars so it does not interfere with other events. • City Staff will create a map that shows Liaisons and Block parties. The map will be on city website and announce it on E-news. 2. The Proposed Event List Follow Up • Will discussed this in the August meeting because Reider and King are absent. 3. Human Rights Day Topics • Commissioners discussed about Food Security. • City Staff advised commissioners to brainstorm more ideas and bring it to the next meeting. • Will bring last year’s list that Tim Sandvik created. • Potential places to hold the event: Bell Museum, Good Acre, Gibbs Farm, Falcon Heights Elementary School, Ramsey County Library in Roseville, Falcon Heights Town Square community room, and City Hall. E. INFORMATION/ANNOUNCEMENTS a. Cultivating a Caring Community – “Gray Area Thinking,” Monday, November 18 and the guest speaker is Ellie Krug. • Event will replace CEC meeting. • The only available dates to meet are Friday, November 1, and 15 • If Commissioners want to do it on Tuesday 12 or 19, then city staff can contact TKD instructor. The class can be relocate to Lauderdale city hall. • CEC need to meet before HRD event. F. Item Proposed Event List Follow Up Description Staff provided a list of potential city events in the May meeting and requested commissioners to pick their top 3. In the June meeting, commissioners presented their top 3. Below are the ones that were voted. •Mural at Community Park (5) – If the building is being rebuild then this will be a great idea. (Long Term Goal) •Curtiss Field ice skating event (with vendors) ex. Holidazzle (5) •Fall Harvest (8) •Coffee with City Council and Mayor (4) •Food Truck (8) •Student group project – create a sample policy and present it at CC meetings (middle/high school) (3) •Elementary students pen pal with seniors (meet and activities during school year) (6) – combined this with Lunch with students at schools Budget Impact NA Attachment(s) NA Action(s) Requested Commissioners to pick their top 3 and can only vote for 3 only. Item Neighborhood Liaisons Updates Description City Administrator approved the Neighborhood Liaisons event. The event will be on September 16, at city hall. City staff contacted all the current liaisons and received positive emails about the event. ITEM FOR DISCUSSION Families, Fields and Fair __________________________ The City That Soars! Item Human Rights Day Topics Description This year’s Human Rights Day will be on Tuesday, December 10. Past Topics: •Movie Night: Trail of Tears and Selma. The guest speaker was Human Rights Commissioner Kevin Lindsey •Movie Night: Eyes on the Prize: Bridge to Freedom with Civil Rights Activist Deborah Montgomery •Introduction to Sexual Exploitation and Trafficking with Dave Pinto and Allison Stiver •Discrimination in House/Fair Housing with Alice Hausman and Tim Thompson In the July meeting, commissioners talked about food security. City Staff advised commissioners to bring in more topics for the August meeting. Commissioners will present their topics. Kaohly Her Child marriage is a violation of human rights and is prohibited by a number of international conventions and other instruments. Drug laws disproportionately target people of color throughout criminal justice systems all over the world. In the US, Black Americans in particular face harsher penalties: For example, they are 75 percent more likely to face charges with mandatory minimum sentences than white people who are arrested. As we see over and over, and as admitted by its architects, the US War on Drugs, copied so faithfully around the world, is a convenient tool to continue the criminalization of people of color. •RCSO, T21 in falcon heights REQUEST FOR COMMUNITY ENGAGEMENT COMMISSION ACTION Families, Fields and Fair __________________________ The City That Soars! Item Propose Resolution Description At the Wednesday, August 7th, 2019, City Council Workshop the Council made a decision for the Community Engagement Commission to review the proposed resolution. The propose resolution condemns racist and xenophobic language. WHEREAS, in June 2017, President Donald Trump said 15,000 recent immigrants from Haiti “all have AIDS” and that 40,000 Nigerians, once seeing the United states, would never “go back to their huts” in Africa; and WHEREAS, in August 2017, President Donald Trump called some of those who marched alongside white supremacists in Charlottesville, Va. “very fine people”; and WHEREAS, on May 16, 2018, President Trump referred to undocumented immigrants as “animals; and WHEREAS, on July 14, 2019, President Donald Trump suggested that four minority United States congresswomen, all of whom are American citizens and three of whom were born in the United States, would “go back to the totally broken and crime infested places from which they came”; and WHEREAS, on July 17, 2019, President Donald Trump held a rally in Greenville, NC where his supporters chanted “send her back” in reference to Congresswoman Ilhan Omar; and WHEREAS, the Council deems it imperative to condemn such racist and xenophobic language that only serves to stoke fear of others and perpetuate division everywhere based on ethnicity, religion, and/or race;. NOW, THEREFORE, BE IT RESOLVED that the City of Falcon Heights hereby: (i) acknowledges that many of the City’s residents are immigrants and/or people of color; (ii) believes that Falcon Heights should always be welcoming and inviting of people of diverse and different ethnicities and backgrounds; (iii) strongly condemns all of President Donald Trump’s racist and xenophobic comments; (iv) condemns all hate speech, bigotry, racism, and discrimination, wherever it may occur, especially from the highest levels of government.
