D. DISCUSSION
1. Proposed Resolution Updates
• Council Liaison provided updates on why the council did not approved the
resolution.
• It targets a certain person.
• It is more of a federal, national, and state level than local.
• It is a negative-to-negative affect than negative to positive/hate with
love.
• In conclusion: CEC members agreed to draft a new resolution that focuses on
hate speech and bring it to the council in 2020.
• The resolution will create a positive effect on the city.
• Create a community conversation to help draft the resolution that
reflects the city.
2. Human Rights Day Updates
• This year’s theme is on Hate Speech but it is hard to find speakers for the
event. The Plan B topic is Food Security/School Lunch Debt/Lunch Shame,
which was discuss at the July meeting.
• Chair will continue to reach out to MDHR for Hate Speech speakers while
staff finds speakers on Food Securities.
• The deadline is the October 21 meeting.

council or mentioned at council meetings. Also, correspond in-group
discussions about city businesses. That is a social meeting.

Item Human Rights Day Updates
Description City staff and CEC Chair will provide updates from Minnesota Department of
Human Rights meeting.
Items for discussions:

-How to promote the event

The Good Acre – Not available
Falcon Heights Elementary School - $25 to reserve and additional fees to have a
school staff lock the building, maintenance, additional room request, and
equipment.
-If we do it at the school, Parks and Recreation Commission can do kids
activities in a different room while parents are at the event.
City Hall – No Fees
Beverage and snacks - $40
Budget Impact $40 for Beverage and snacks and $25+ for room reservation
