Item Inclusion and Policing Task Force
Description In addition to reviewing the Mayor’s proposal, the Council will have to discuss
the proposed Tri-City’s Taskforce that includes the City of Lauderdale, St.
Anthony and Falcon Heights.
The proposed Tri-City Taskforce will include three residents from each
community and a council liaison. The expectation of the Tri-City Taskforce
will be to review policies, procedures, and training. The taskforce will also be
required to participate in a citizen’s academy to full understand and experience
what it is like to be an officer.
Budget Impact Any funds used have not been budgeted.

Inclusion and Policing Task Force
Charge: To articulate, affirm, and operationalize our values as a community to be an inclusive
and welcoming environment for residents and guests of Falcon Heights, with an emphasis on
policing values, policies and procedures.
Task Force will review and make recommendations on:
Inclusion
• Opportunities to strengthen inclusivity and recognize the importance of diversity.
Policing
• Data collection;
• Emerging and best practices on police policy, procedures, and technology focusing on
use of force and policies that help build trust;
• Police training, especially implicit bias and de-escalation training; and
• Community-based policing strategies to strengthen links with residents and guests.
Composition: A diverse group of 12 -15 persons who are either: Residents; owner or operator of
a business; or is an employee of a Falcon Heights-based business. Mayor recommends co-chairs
from the group, with one co-chair being from the city council.
Task Force is selected through an application process and selected by the city council via a
method established by the city administrator.
Role: Advisory to the city council. Within 30 days of receipt of the task force’s
recommendations, the police chief shall provide a written report to the task force detailing the
integration of the task force’s recommendations into police department policy. Should certain
recommendations or elements of recommendations not be adopted, the police chief shall
provide a written rationale for the decision.
Outside Expertise:
• Subject matter experts to assist the task force with its recommendations. The task force
may recommend hiring a third-party expert to assist with its work.
• Facilitator or Co-Facilitators
Timeline:
• 6-8 monthly meetings, or as needed.
• Final recommendations due no later than May 2017.
