Item Discussion regarding sidewalks on Garden Avenue Description Below is an update provided by City Engineer Kris Giga who, along with Tim Pittman, met with residents living close to Falcon Heights Elementary regarding the possibility to installing sidewalks along Garden Avenue as part of the 2015 Pavement Management Program. It is anticipated that a few residents will be in attendance at the Workshop to make comments. Kris and Tim P. met with several residents on Wednesday morning, 3/25, to discuss Garden Avenue and ways to make it safer for pedestrians. Residents from 6-7 properties, both on and off of Garden, joined the group walk along Garden from Simpson to the school and back. At least two of the properties along Garden have new homeowners with children (moved in in the past year or two). The resident spearheading the meeting was Mary Hannon Jacobson. Items/topics discussed are listed below (in no particular order). Not all items are feasible, and some are not recommended from an engineering and/or maintenance perspective, or are not permissible on State Aid designated streets. Those items are listed as well. -Speed on Garden, and traffic calming methods (additional stop signs-not recommended; speed bumps-not permissible; curb bump-outs-not desired from maintenance, but possible; striping-evaluating; extending the school speed zones- looking into) -Staff discussed the proposed change to parking- posting the north side no parking, striping the entire street- center line and shoulders on both sides, to better delineate drive lanes and parking lane (south side) and “walking” lane (north side). -Wider driveway at the school, with some additional sidewalk at the school to separate kids from bus traffic (since most of this would be on school property, this would be a discussion to have with the school.) -Bench plowing in seasons with heavy snow- improving sightlines at school for both the bus drivers and the kids (coordinate with Tim and Ramsey County) The residents asked if the northern lane is posted no parking and more of a designated walking lane, why can’t it be a sidewalk? We responded that there is a significant cost increase, and that would ultimately be a council decision. We also recommended they contact the council directly, and suggested they attend a council meeting and speak during the public comment period.
