NOTICE OF SPECIAL MEETING AND WORKSHOP
Notice is hereby given that the Falcon Heights City Council will hold a Special Meeting and
Budget Workshop starting at 5:00 p.m. on September 19, 2018 in the City Hall Chambers, 2077
W. Larpenteur Ave, Falcon Heights, Minnesota, 55113. The intent of the Special Meeting is to
conduct interviews to fill the vacancy on the City Council left by Council Member Joe Brown
Thunder. Following the Special City Council Meeting, the Council will hold a Workshop to
discuss the Council Vacancy Position and the 2019 Proposed Budget and Levy. The City
Council will appoint to fill the Council Vacancy at the September 26th Regular Council Meeting
at 7:00 PM. City Hall Chambers, 2077 W. Larpenteur Ave, Falcon Heights, Minnesota, 55113.

Kay Andrews
How long have you been a resident of Falcon Heights?: 26 years
Educational Background: I have a bachelor's degree from Macalester College in sociology. That was
followed by a Master of Divinity from McCormick Seminary which resulted in my being the first woman
ordained in the Presbyterian Church in Minnesota. I later took additional graduate course work which
enabled me to become a Licensed Independent Social Worker and a Licensed Marriage and Family
Therapist.
Previous community service (including specific to Falcon Heights or otherwise): Having lived in Falcon
Heights for 26 years, my involvement with community service has been extensive. In the mid-1990s, I
served on the Falcon Heights Planning Commission. I later served on the Human Rights Commission.
Most recently, I served on the Falcon Heights Inclusion and Policing Task force following the death of
Philando Castile.
I appreciated each of these opportunities and hope I had ideas and perspectives that were useful for the
City of Falcon Heights.
My other community service would fall into two categories: the first being through my work as the
President/CEO of Northeast Youth and Family Services (NYFS), and secondly, my involvement with other
community services not directly related to Falcon Heights.
NYFS is a nonprofit agency that served primarily 10 suburbs in northwest Ramsey county, including
Falcon Heights. I was hired initially as a family therapist when the agency was founded in 1976, and
then became the President in 1987. The governance of the agency was through a joint powers board
with representatives from each of the 10 cities. I regularly prepared and presented current reports
about the work of the agency which demonstrated that the funding provided through the cities was
being used effectively. I also did similar presentations to the Ramsey County Board, local school boards,
and police departments.
The staff consisted of four people at the agency's beginning. When I became director there were eight
staff and a budget of $400,000. At my retirement in 2009 the staff numbered about 60 and the budget
was $4,000,000. Obviously during that time there were many opportunities to work collaboratively
with other local, county and state organizations. The goal of NYFS was to provide mental health and
social services to the residents of the 10 cities. An underlying philosophy was to only provide services
that no one else was providing, or to work collaboratively with other agencies to ensure that services
were accessible. Over time our programming changed and grew in response to current needs, and when
a need no longer existed, programs were discontinued.
I have also served on several boards. These include the Suburban Ramsey Family Collaborative and the
Minnesota Youth Intervention Program Association, both of which I served as chair. I served on the
board of Vision Loss Resources in Minneapolis. I have been involved in a variety of political campaigns

for local and national races. I strongly believe that citizen involvement is critical to having a strong,
healthy government.
Memberships, accomplishments, distinctions:: In 1968 I was named the Outstanding Young Woman in
Minnesota, and also received the WCCO Good Neighbor Award. In 1974 I received the Rose and Jay
Phillips Award for Outstanding Handicapped Employee. In 2009 the City of Roseville named February 4th
as Kay Andrews Day in recognition of my work at NYFS.
Any other relevant experience:: As a child I developed a very rare form of cancer of the retina which
resulted in my being totally blind since the age of 10. Fortunately, my parents encouraged me to try
anything that interested me. Thus my lack of vision became a complication or hassle rather than a
barrier.
If chosen to serve on the Council I would consider it an honor and an additional opportunity to bring
together many of my work and life experiences in helping to guide Falcon Heights into the future.

At MnDOT, I am responsible for leading and directing the preliminary and final design of multiple water resources engineering
projects for large, complex transportation facilities. I prepare hydraulic and hydrologic models of stormwater conveyance and
treatment systems, cost estimates, final design plans, special provisions, and assist with construction and maintenance issues.
I routinely work with internal and external stakeholders to provide technical support on plats, permits, and conveyance
requests to ensure they address complicated environment issues, meet MnDOT drainage permits rules, and other regulatory
permit requirements. As a project manager I administer contracts with consultants, review consultant prepared construction
plans, and manage the scope, quality, and schedule of these contracts. Major projects I have worked on include:

Additionally, I have worked with other MnDOT and State Offices to learn construction inspection and engineering, bridge
hydraulics, and stormwater policy and technical assistance. On a mobility assignment at the Minnesota Pollution Control
Agency I collaborated with Counties, Cities, State Agencies, and Watersheds on an endeavor called Minimal Impact Design
Standards (MIDS). The MIDS project led to the creation of a stormwater credit calculator, ordinance packages, and updates to
the MPCA’s stormwater manual to meet the State’s anti-degradation rules for water bodies.
Recently, I have led a water resources design squad as a Principal Engineer. I manage the workload and schedules of an

City Environmental Commission – Falcon Heights, MN
Currently, I volunteer in my community as one of the Environmental Commission members for the City of Falcon Heights. Our group
consists of the mayor, City staff liaisons, and residents. The Commission meets regularly to learn about new environmental
initiatives, address city concerns, prepare grants, and make recommendation to the City Council. We have reviewed recycling RFP
contracts, urban forestry resiliency studies, water quality issues, and held a public meeting on community solar gardens

At a private consulting firm, I provided technical support to clients on water resources issues and designs. I analyzed water quality
and hydrologic data, conducted field monitoring, and built water quality, hydrologic and hydraulic models. I met deadlines,
communicated clearly and professionally, and maintained a high level of attention to detail.
Specifically, I worked on TMDL Studies for the Vadnais Area WMO, prepared the annual water quality monitoring report for the
Clearwater River Watershed District, and conducted field monitoring to evaluate the efficiency of BMPs for both a watershed district
and a city.
Graduate Research Assistant July 2008 to September 2010
St. Anthony Falls Laboratory - Minneapolis, MN
My graduate research assessed the effectiveness of tillage and compost amendments to improve soil infiltration rates in compact
urban soils, and to reduce stormwater runoff rates in turf areas. This research was done in collaboration with the Three Rivers Park
District, and with a grant from the Center for Urban and Regional Affairs.
I developed testing procedures for a modified infiltration measurement device, trained and managed undergraduate student
researchers, and completed advance coursework. I presented complex engineering and scientific problems and concepts to research
funders at technical advisory meetings, at water resources conferences, conservation district meetings, and at a university seminar.
