C. PRESENTATION
1. Review of CTV March Report
Sue Majerus (1381 Iowa Ave)
CTV is currently going through a rebranding process and is looking at services they want to
provide and communication strategies. To improve communications, we asked the City
Administrator to add a CTV section on city website. It will provide monthly reports, a link to
city council videos, CTV’s official webpage, and mobile app. CTV is not only for meeting and
event recordings, but also reaches out to the community to see what they can provide.
The FCC’s Cable Franchise Fee Rulemaking proposal was introduced to Mayor Lindstrom
before he left. CTV Director reached out to nine cities and asked them to write a letter to the
FCC chairperson regarding a recent proposed rulemaking that could cut the city’s franchise
fee. I am looking for a motion to support and move forward with the ruling, and it includes
two action items. One, the mayor needs to sign and finish the letter with comments made and
provide it to Dana, the CTV Executive Director. Two, I encourage other council members to
sign the letter and demonstrate their support.

I want to thank Roland Olson, Finance Director and his intern for preparing everything for the
auditors. I also want to thank Nalisha who is the new Assistant to the City Administrator for
reaching out to businesses for donations. The city wants to thank Falcon Heights-Lauderdale
Lions Club, Cox Insurance Associates, INC, Hair Designs Unlimited, John A Knutson & Co.,
PLLP, and Young Spa for donating to the Parks and Recreation Programming Fund and Special
Events Fund. These donations help offset the cost of Parks Programming and Special Events.
In regards to the Minnesota Timberwolves FastBreak Foundation, representatives from the
foundation will travel across the state of Minnesota to help neighborhoods take their love of
basketball outdoors with the ‘Our Courts. Our Future.’ Four courts will be selected from the
nominations received from the public in terms of voting. Staff recommends approval for
nominating Community Park Basketball Court for Timberwolves Refurbishment project. The
public will have to vote online, and the city will promote it on social media and weekly
newsletters.

G: POLICY ITEMS:
1. Resolution of Support to Community Development Block Grant (CDBG) Funds for Group
Home Rehab

The City received a request from Accessible Space, Inc. to consider a resolution of support for
their Community Development Block Grant application with Ramsey County. The grant is
through Ramsey County, and it would provide funds for rehabilitating a group home. The
grant request totals $84,900, of which $41,700 and it would be use for the Snelling Ave house to
renovate windows, flooring, restroom, and deck. Staff recommends approving Resolution 19-15
in support of approving CDBG Grant Application – Accessible Space, Inc.

2. Consider changes to 2040 Comprehensive Plan
City Administrator Thongvanh
The City received the first comments from the Metropolitan Council regarding the 2040
Comprehensive Plan. The Met Council would like to see more information on mixed use (MU),
including the percentage of share of methods and overall density of the land use category. In
our plan, most of the redevelopment opportunities identified between now and 2040 are of a
mixed-use nature, 35.4 acres, concentrated in the Snelling/Larpenteur corner and along
Larpenteur Ave west to Cleveland Ave.
Council Member Harris stated that none of the mixed-use percentage applies unless there is
going to be a complete redevelopment of a property. Therefore, it does not apply if a resident is
remodeling their house or property owners remodeling their apartment building that currently
exists. It is only for complete redevelopment of a property. City Administrator Thongvanh
stated that this would affect the TIES building if Buhl Investors decides to move forward with
their MU project. We need a motion to follow this through and staff items that were
highlighted on page 51.

H. INFORMATION/ANNOUNCEMENTS:
· Workshop Following Tonight’s Regular Council Meeting
Council Member Miazga
• The Environment Commission is putting an environment sustainability column for the
newsletter. Also, Jim who is the chair of our Environment Commission is working
closely with other Environment Commissions and opportunities to collaborate. He will
be in Shoreview on May 6 to meet with the Environment Commission. He will also
meet with St. Anthony Village and learn about their innovative ideas and putting a
sustainability component in their park’s plan.
• This Saturday is the Environment Commission conference for the metro area
commissions and environmental organizations. It is from 8:30am - 3:30pm at Hennepin
Avenue United Church and the address is 511 Groveland Ave, Minneapolis, MN
55403. We will have two people who will represent Falcon Heights.
• AARP (American Association of Retired Persons) is a great grant opportunity. This
weekend, I will be meeting with three members of the Environment Commission and
create a proposal. We are looking at getting the fund for rapid flash beacons for public
safety on Larpenteur and Pascal and Larpenteur and Fry. We are looking at those two
locations because there have been issues on speeding. It is dangerous for children,
seniors, and residents when crossing the street.
• Last week, councilmember Leehy and I attended the Ramsey County Sexual Assault
investigation event. It was a terrific event.
• NYFS’ Leadership lunch is on May 1st from 11:30am - 1pm at Midland Hills Country
Club.

• I drafted a bonding resolution for our next meeting on May 10th. The resolution is to ask
the State of Minnesota for $1 million dollars for Community Park. I have been working
with City Administrator Thongvanh and hope to have everyone’s support.
• The 2018 Community Survey final report is now on the city website.
Council Member Leehy
• Last week, the Parks Commission met and it was a quorum. The meeting had some new
faces, and we are happy to have them. Nalisha who is the new Assistant to the City
Administrator will be the staff liaison for the Parks Commission.
• Garden season is just around the corner, and there is going to be a community garden
event next week. The event is called Seeds of Sharing (S.O.S), and it is on Wednesday,
April 17, at 6:00pm in City Hall. We will have speakers from U of M Master Gardeners
and gardeners can have a chance to share seeds with each other. We encourage
everyone to attend the event.
• The Ramsey County Sexual Assault investigation event was well attended. I am looking
to bring one of the speakers to city council meetings. The event talked about creating a
safe system for victims to have an advocate right away. The advocate will go through
the process with the victim from start to finish. The system will make sure victims are
not walking the journey alone.
The next inclusion set of guest speakers will be Valerie Castile, John Thompson, and
Hawa Samatar. The event name is “Cultivating a Caring Community - Healing and
Understanding,” and it will be on Saturday, July 6, from 6:30pm-8:00pm at City Hall.
Adding on, this day will be the second annual Restoration Day.

• Spring Together is Saturday, June 8 from 11am - 2pm at Curtiss Field.
• Inclusion Speaker Ron Rabinovitz event is Thursday, May 23 from 7pm-8:30pm at City
Hall.
• Community Engagement Commission meeting is on April 15, 7pm at City Hall.

• A reminder that snow emergency policy begins after 2 inches of new snow no matter
when it falls. Vehicles must be off the streets so we can plow, and we will start ticketing.
