1. Proposed 2020 Budget
a. Special Revenue
b. Enterprise Funds (Sewer and Storm Sewer)
c. Debt Services
• City Administrator reviewed the 2020 Budget draft with the Council on Special
Revenue, Enterprise Funds and Debt Services. Council directed staff to move
forward with what was presented.
2. Strategic Planning
• HUELIFE (Human Understanding and Engagement) is a consulting firm. The
organization work with public, private, and government sectors in
organization development, strategic planning, public and in-house facilitation training, consulting, executive search, community engagement, and leadership/team development.
• The goal is do a two-day retreat in September to identify the city’s mission,
vision, and direction of the organization and community. Create action plan
for implementation.

o City Staffs
o Chair Commissioners
• This will be a great foundation for new council members.
3. Fire Department Structure
• Mayor Gustafson and City Administrator Thongvanh met with Assistant Fire
Chief, Captains and each Firefighters. The meetings included a SWOT
(Strengths, Weaknesses, Opportunities, and Threats) Analysis and a list of
questions. The SWOT Analysis helped understand each individuals, how to
improve the fire department, recruit, and communications.
