E. AGENDA:
1. 2019 accomplishments/2020 Goals
• 2019 accomplishments have included; increased REC on the GO participants,
use of Garden in a Box and increase attendance of Ice Cream Social. The
Target Soccer grant also allowed for new nets to be purchased. The Good
Neighbor Fund allowed for a new shed to be purchased, funded REC on the
GO. During the short winter season, the warming house was used heavily
with about 15-20 skaters during a 4-hour weekend block of time.
• 2020 goals compiled below;
• One goal that was discussed included creating a festival that could be based
around state fair timing. Commissioners asked “how can we showcase the
City while the large amounts of people are visiting our city during the fair?”
• Next, incorporating adult programming during youth programming in the
summer. The idea behind this goal was thinking about the parents that wait
for their kids during programming…they can be participating in programs at
the same time.
• Another goal included beautifying the city before the state fair starts so we
can showcase it to visitors.
• Workshops based on community safety offered to the community.
• Promoting a Fall/Spring clean-up in the parks
• Promoting volunteering; Restoration and Unity are days that volunteers are
needed
• Creating a volunteer program. The purpose of the program will be assist with
beautifying the city.
• Promoting neighborhood events. Partner with CEC.
• Partner with local businesses to promote events.
• Create a streetscape plan for City parks.
• Create a garden showcase day that is similar to the city wide garage sale.
Add gardens to a map and community members can visit other gardens and
participate in vegetable swaps.
2. Event Planning – This topic will be discussed at the April 6th Parks Commission
Meeting due to the lack of time.

3. Strategic Planning
• Council Member Melanie Leehy shared the strategic planning notes and
discussed the reports based on her experience during the two workshop
sessions. The strategic planning report led to some of the priorities being
discussed amongst the group that could lead to creating 2020 goals. Some of
the priorities that were focused on included; developing a streetscape plan,
deciding on a festival idea, volunteerism and community park development.
4. Website Review-This topic will be discussed at the April 6th Parks Commission
Meeting due to the lack of time.
F. INFORMATION/ANNOUNCEMENT
- City Council Breakfast: Event will be held March 21st 10AM-12PM
- Community Garden Workshop: Event will be held March 18th at 6:30PM
- Warming House: Closed for the season
- Completed Parks Guide: Wil be mailed out within next week to residents.
- Elect Officers: Nomination for Ryan Carlson to be chair and Jeff Yager as co-chair

Item Community Garden
Descriptions Community Garden located at Community Park has 29 plots. All the plots are
reserved for the summer by new and returning gardeners. Social distancing
guidelines are important in the garden as the plots are located next to each other.

Social Distancing at Community Garden
All gardeners must adhere to the odd and even calendar gardening days or risk losing your plot.
Practice social distancing of at least 6 feet at all times.
Only have one person in your plot at a time. If you are sharing your plot with anyone else, only one person
can be in the plot at a time.
Wear gloves when touching the water spigot and do not touch your face with the gloves before or after
touching the common water spigot.
Respect everyone and their space.
Do not share gardening tools with others.

The City That Soars!
Item Social Distancing at Parks
Descriptions Due to COVID-19 many cities are cancelling programs and closing areas that may
not support social distancing. CDC recommends “Monitor areas where people are
likely to gather and consider temporary closure to support social distancing
practices. These areas might include sports fields, playgrounds, skateparks,
basketball courts, tennis courts, and picnic areas. In the event of facility closures,
park administrators might want to place physical barriers in these areas and
post signs communicating that the area is closed.”
The City of Falcon Heights priority is to keep our residents safe. The parks located
in the City are heavily utilized on a daily basis. Social distancing measures should
be implemented.

(basketball and tennis) and closure of some park features.

Item Event Planning
Descriptions 2020 Events:
- Story Time: Discuss Story Time and how youth and seniors participants can
be reached. There are currently 3 senior participants that would like to
participate.
- Ice Cream Social: Discuss how this event can be unique to the City. This
event will no longer be conjoined with Hotdog with a Deputy.
- MN Twins Youth Baseball Clinic: The City was approved to host a MN
Twins youth clinic to promote baseball. See attached for more details and
discuss ways to promote the event.

Youth Clinics
2020 Host Guide
The summer of 2020 marks the 60th year the Minnesota Twins and Play Ball! Minnesota,
in partnership with Great River Energy, will offer free youth baseball and softball clinics.
Created in 1961 by longtime Twins scout, Angelo Guiliani, the clinic program serves as a
way for Play Ball! Minnesota to promote baseball and softball to boys and girls throughout
the Upper Midwest. Since the program’s inception, more than 800,000 youth have
participated in a Twins youth clinic.
The Play Ball! Minnesota Youth Clinics are designed to teach fundamentals, including
hitting, throwing, and defense in a fun and encouraging atmosphere. The clinics provide
instruction for boys and girls ages 6-13. Typically, clinics are divided into two 90-minute
groups. Play Ball! Minnesota provides all the necessary equipment for the clinic. Participants
are asked to bring their own gloves.
The Play Ball! Minnesota Youth Clinics have always been, and will continue to be, available
to participants and host communities free of charge. Registration is required to participate
in a clinic – participants can register at www.playballmn.com. Funding for the Play Ball!
Minnesota Youth Clinic program is provided by the Twins Community Fund and Great
River Energy.
The Play Ball! Minnesota Youth Clinics are designed to
teach fundamentals including hitting, throwing, and
defense in a fun and encouraging atmosphere.
The clinics provide quality instruction for boys and girls
ages 6-13. Typically, clinics are divided into two 90-minute
groups. The first session is for youth ages 6-9 and the
second is for youth ages 10-13, unless otherwise noted.
During the clinic, the participants are divided into three
groups. Clinic instructors will rotate the groups through
hitting, throwing, and fielding stations.
The Twins Community Fund provides all the necessary
equipment for the clinic. Participants are asked to bring
their own gloves, please indicate this in any promotion
you are doing for the clinic.
Participants must register online in advance or on the
day of the clinic to participate. ALL PARTICPANTS must
complete a waiver form to participate in the clinic. Please
note this requirement in any promotion you are doing
for the clinic. If a participant registers online, there is a
digital waiver as part of the registration. PLEASE DIRECT
PEOPLE TO WWW.PLAYBALLMN.COM TO REGISTER FOR
THE CLINIC.
Play Ball! Minnesota staff will have blank waiver forms
with them in case participants register the day of the
clinic. Please arrange for volunteers to help the staff get
the waiver forms signed. Once the clinic is over, please
return all the signed waiver forms to the clinic staff.
The staff will have clinic wristbands. Participants need
to wear their wristbands once their waiver is submitted
or their name is crossed off the advanced registration
list. Our staff will have the advanced registration list.
These wristbands are so staff knows who is eligible to
participate in the clinic. We ask for your help in securing
4-5 volunteers to assist with the check-in process.
The Twins Community Fund and Play Ball! Minnesota expect that each host community
will do every-thing within their means to promote the clinic in their community and
the surrounding communities. It is our goal to have as many participants as possible at
a clinic.
ADVANCE PROMOTION
PARTNERSHIPS. Ask local youth associations, parks & rec. departments, community
leaders, etc. to list the clinic on their schedules. Promote the clinic as they would any
other event.
PSA. Contact your local radio or television station and ask if they can help put together
a PSA promoting the clinic. Most media outlets will create and run a PSA for this type of
event free of charge. Have the PSA air at least two weeks prior to the clinic date.
PRESS RELEASE. Our staff has provided you with a press release that you can distribute
to local media outlets.
LOCAL SPONSORS. You may approach local businesses to see if they would like to be
a part of the clinic. If you have a Great River Energy cooperative member, you should
inquire about their interest. Great River Energy is the presenting sponsor of the program
and many of their members love getting involved. You may engage sponsors to provide
anything you think might make the clinic a better experience for the youth. Some hosts
have had sponsors provide T-shirts, food, prizes, etc. Since Great River Energy is the
presenting sponsor, any local activation cannot override any presence of Great River
Energy. Our staff will have signage that they will hang for the clinic that represents our
partnership with Great River Energy.
FLYER. Ask volunteers to post the flyers around your community. Send an electronic
version to various organizations to spread to their connections. Use the flyers in creative
ways to promote the clinic. Contact your local newspaper to ask if they can run the flyer
in their publication.
The day of the clinic is all about fun and learning. Staff and volunteers should greet
each kid with a smile. Encourage kids and parents to ask questions of the clinic staff. Be
sure to thank your volunteers and parents for helping make the clinic a great experience.
DAY OF CLINIC
SITE. Survey the site prior to the clinic start. Make sure the field and area are clean and
ready for kids to attend. If possible, have the field dragged. Chalk lines are not necessary.
WEATHER. In case of inclement weather, post signs at the outdoor site directing people
to the indoor facility.
T-SHIRT. If you wish, you can print and distribute T-shirts to the kids. Some hosts have
done this in the past using sponsorship money. The design must be approved by our staff.
REGISTRATION. Our staff will have a roster of participants who have registered in advance.
They will also have blank waiver/registration forms. Please have 4-5 volunteers available
to help with check-in.
PARENT PARTICIPATION. Remind the parents that they are encouraged to be on the field
with their kids during the clinic. Our staff may even ask for assistance from the parents.
FOOD & BEVERAGE. You may provide food and beverages if you wish. Some hosts have
partnered with local sponsors to provide such things. Another idea is to have a picnic
after the clinic using any local sponsors to provide food. You may do what you wish with
this, it is completely optional, but it may be a great way to engage sponsors. Please plan
to provide water for the staff upon their arrival.
The Twins Community Fund and Play Ball! Minnesota want you to put on the best
clinic you can for the youth in your community. We hope this guide is a good start for
your planning, and we encourage you to make the clinic your own with your own special
touches.
