HomeMy WebLinkAboutCCMin_81Jul15_SpecialMINUTES SPECIAL CITY COUNCIL MEETING ~ ~ JULY 15, 1981 7 1 r A special meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Also PRESENT present were Clerk Administrator Barnes, Attorney Allen and Engineer Lemberg. None. ABSENT Councilmember Brown moved, seconded by Councilmember Eggert, that the CONSENT Consent Agenda be approved as presented. Motion carried unanimously. AGENDA APPROVED 1. Councilmember Larson moved, seconded by Councilmember Brown, that the MINUTES OF Minutes of June 24, 1981 be approved as corrected. Upon a vote being 6/24/81 taken the following voted "aye": Mayor Warkentien, Councilmembers Steele, APPROVID Brown and Larson, and the following voted "nay": None. Councilmember Eggert abstained. Motion carried. Mayor Warkentien presented a request from the University of Minnesota U OF MN TO Wheat Breeding Project to use non-lethal bird control cartridges in the USE NON- research plots located on Roselawn Avenue. Councilmember Steele moved, LETHAL seconded by Councilmember Larson, that the request be granted. Motion BIRD CONTRC carried unanimously. CARTRIDGES Don Brown, Chairman of the Recreation Advisory Committee, was in attend- ICE CREAM ance to present information on the Ice Cream Social to be held July 30, SOCIAL ON 1981 at the City Park, and to request Council participation. 7/30/81 DON BROWN Council discussed a proposed resolution which would authorize the Metro Council to implement the Section 8 Moderate Rehabilitation Program in Falcon Heights. Both Councilmembers Steele and Eggert stated they object- MODERATE ed on the principal of the matter and did not feel that taxpayers should REHAB subsidize interest rates for landlords to rehab rental units. Council- PROGRAM member Steele moved, seconded by Councilmember Eggert, that the resolution be rejected. Upon a vote being taken the following voted "aye": Council- members Steele and Eggert, and the following voted "nay": Mayor Warkentien, Councilmembers Brown and Larson. Motion failed. Councilmember Larson moved, seconded by Councilmember Brown, that Resolution 81-8 be adopted allowing Metro Council to implement the Section 8 Moderate Rehabilitation Program in Falcon Heights. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Brown and Larson, and the following voted against the same: Councilmembers Steele and Eggert. Motion carried. RESOLUTION 81-8 RESOLUTION 81-8 A RESOLUTION AUTHORIZING THE METROPOLITAN COUNCIL TO IMPLEMENT THE SECTION 8 MODERATE REHABILITATION PROGRAM WITHIN THE CITY OF FALCON HEIGHTS 2~INUTES SPECIAL CITX COUNCIL MEETING ~,J JULY 15, 1981 PAGE 3 Mayor Warkentien presented a request from the University of Minnesota COMMONWEALTH Cycling Team to close off Commonwealth Avenue from Eckles to Gortner ECKLES TO on Saturday, October 3, 1981 from 8:00 a.m. to 3:30 p.m. for the annual GORTNER TO BE Fall Wheel Race. Councilmember Brown moved, seconded by Councilmember CLOSED FOR MN Larson, that the request be granted. Motion carried unanimously. CYCLING TEAM RACE A request from Barbara Leary, 1382 W. Iowa, and Sue Ready, 1359 W. Iowa to blockade Iowa Ave. between Hamline and Albert on July 30 or IOWA AVENUE 31 for a two-block potluck supper for the residents was considered. BLOCK PARTY Mayor Warkentien moved, seconded by Councilmember Larson, that the REQUEST request be granted with the stipulation that the party end by 9:00 GRANTED p.m. Motion carried unanimously. 1 Mayor Warkentien read a request from Rice' Chestovich, 1407 W. CALIFORNIA AV California, to blockade California Ave. between Albert and Pascal, on BLOCK PARTY Thursday, August 6, 1481 from 5:30 p.m. until 9:00 p.m. for a neigh- REQUEST borhood block party. Councilmember Larson moved, seconded by Council- GRANTED member Eggert, that the request be granted. Motion carried unanimously. Council discussed the feasibility study made by the City Engineer re- CITY HALL garding remodeling the present municipal buildings or constructing a FEASIBILITY new facility. Since the cost of either project would be approximately STUDY the same Council came to the concensus that it would probably be most feasible to further check into new construction. The Clerk administrator was directed to obtain facts regarding the possible purchase of a portion of the Rose Hill Nursery property as a City Hall site, and advise Lowell Hargens of the Farmers Union Grain Terminal Association, that the present City Hall site might be for sale, as that organization had previously indicated interest in purchasing the land. Mayor Warkentien moved, seconded by Councilmember Larson, that the firm of BRIGGS & Briggs and Morgan be designated as the City's legal consultant for the MORGAN LEGAL remainder of the year with the stipulation that if any matter concerning CONSULTANT the University of Minnesota arises which might have an effect on Falcon FOR REMAINDER Heights, the City be notified of the problem (due to the fact that Briggs OF 1981 and Morgan occasionally represent the University). Motion carried unani- mously. Councilmember Brown presented a request from Fire Chief Renchin to extend CHIEF RENCHIN his term of duty beyond the 20 year period. Councilmember Steele moved, TERM OF DUTY seconded by Councilmember Larson, that the request be granted. Motion EXTENDED carried unanimously. Clerk Administrator Barnes informed Council that, as directed by Council at the June 24, 1981 meeting, he and Engineer Lemberg had check Pascal and Albert Streets south of Larpenteur for the purpose of determining whether or not to upgrade those streets in conjunction with the 1981 sealcoating project. During the survey they found most of the streets in the area in poor condition. Since the City's Comprehensive Plan addresses itself to a capital improvement plan and Metropolitan Council mandates the plan be implemented, the Clerk Administrator requested that Council consider upgrading the entire Northome area (with except- ion of areas which were previously reconstructed) the project to include curb and gutters, streets and storm sewers. Motion carried unani- STREETS (coot) mousiy. Councilmember Steele requested that the matter of the Municipal Liquor LIQUOR STORE Store renovation be deferred until the meeting of August 12, 1981. RENOVATION Council agreed. DEFERRED Mayor Warkentien opened for discussion the matter of increasing Council COUNCIL salaries. Councilmember Brown moved, seconded by Councilmember Eggert, SALARY that Ordinance X181 be adopted increasing the salary of the Mayor to INCREASE $315.00 per month and the salary for the Councilmembers to $250.00 per month effective January 1, 1982. Upon a vote being taken the follow- ing voted in favor thereof: Mayor Warkentien, Councilmembers Steele, Brown and Eggert, and the following voted against the same: Council- member Larson. Motion carried. ORDINANCE X181 ORDINANCE ~~ 181 AN ORDINANCE FIXING THE SALARIES OF THE MAYOR AND COUNCILMEMBERS OF THE CITY COUNCIL OF THE CITY OF FALCON HEIGHTS AND REPEALING ORDINANCES 130, 143 AND 167. Councilmember Larson requested that the matter of License Fees be ~,ICENSE FEES deferred until the meeting of August 12, 1981. Council agreed. DEFERRED Engineer Lemberg informed Council that he, Clerk Administrator Barnes, LAKE OVERFLOW and Attorney Allen attended a meeting at 10:00 a.m., July 15, 1981, UPDATE with representatives of Metropolitan Council, Metropolitan Waste Con- trol Commission, City of St. Paul, and other suburban communities in- volved in the lake overflow controversy. At that meeting the Engineer and Attorney stressed that sharing the cost of the overflow treat- ment will not solve the problem but that the St. Paul storm and sani- tary sewers must be separated as a permanent solution. Both were of the opinion that the Metro Council representatives have been convinced that the suburbs are unified and that an attempt to find a permanent solution must be instigated. Upon Attorney Allen's suggestion, Council directed Clerk Administrator Barnes and Engineer Lemberg to draft a letter to Metropolitan Council explaining the City's position on the overflow matter. A letter from Dr. David French, City Horticulturist, explaining the DR. FRENCH'S City Tree Planting Program and the growth patters of some varities LETTER NOTED was noted. NOTED The City Prosecutor's Second Quarter, 1981 summary was noted. PROSECUTOR'S SUMMARY NOTED A letter from Leon Reisman, 1815 Fairview, thanking the Council and Clerk Administrator for the swift action following the June 14th THANK YOU FROM tornado was noted. L. REISMAN NOTED MINUTES SPECIAL CITY COUNCIL MEETING JULY 15, 1981 PAGE 5 Council noted a letter of thanks from Paul Ciernia, Human Rights Chair- THANK YOU man, for Council's support making it possible for-four Human Rights FROM PAUL Members to attend the 10th Annual Meeting of the Minnesota League of CIERNIA NOTEL Human Rights. Councilmember Larson informed Council that the Planning Commission, at their July 13, 1981 meeting, were given a presentation by Greg Felt and Bob Rosa of the Minnesota Department of Transportation and Greg Kittleson of the University of Minnesota, regarding the proposed Inter-campus Transitway. They also offered to give the presentation to Council if desired. Council noted a letter from Fred Tanzer, Regional Coordinator, Department of Transportation, explaining the transitway project. Council noted the Ambulance Fee Report showing the status of ambulance billings. Information from Northern States Power Company explaining a proposed rate increase was noted. INTERCAMPUS TRANSITWAY UPDATE AMBULANCE BILLING UPDAT NSP RATE INCREASE Clerk Administrator Barnes informed that the Association of Metropolitan AMM LEVY LIMP. Municipalities is sponsoring a seminar on the new Levy Limit and local SEMINAR TO BE government aid laws to be held July 30, 1981, and requested that any HELD 7/30/81 Councilmembers interested in attending notify the City Office. Councilmember Steele brought to Council's attention that the recent JOB CORPS newsletter prepared by the Job Corps Neighborhood Advisory Committee POLICING indicated there had been several meetings with St. Paul, Minneapolis, and University of Minnesota Campus Police, and inquired as to why Falcon Heights and the Ramsey County Sheriff's Department were not included. Councilmember Steele moved, seconded by Mayor Warkentien, that the Clerk Administrator draft a letter to the Director of the Job Corps Center regarding the matter, and that copies be sent to the Sheriff's Department, the Neighborhood Advisory Commiteee, and Councilmembers. Motion carried unanimously. Clerk Administrator Barnes presented for Council's consideration CHANGE ORDER Change Order ~1 which will provide for re-surfacing the parking lot ~~1 APPROVED at the Community Park at Roselawn and Cleveland at a cost of $871.00. RESURFACING Mayor Warkentien moved, seconded by Councilmember Larson, that Change PARKING LOT Order ~1 be approved. Motion carried unanimously. AT F.H. PARK Councilmember Eggert informed Council that he had received a complaint from a resident regarding the alarm at Roc-A-Fellas. The alarm went off early in the morning of July 4, the deputy was called, but had no way to correct the matter. The alarm company was then called and did not respond for 3~ hours. Since there have been previous similar in- cidents Council directed the Clerk Administrator to contact Roc A-Fellas and request that the problem be resolved. Councilmember Eggert requested that Council consider allowing the Cub Scouts to place a container at the City Park for the purpose of collect- ing aluminum cans. No action was taken awaiting further information. Both groups are NEGOTIATIONS acquiring additional information before the next meeting which will be UPDATE held in the near future.
