A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 8:00 p.m. Mayor Warkentien, Councilmembers Steele, Eggert and Larson. Also present PRESENT were Clerk Administrator Barnes, Engineer Lemberg and Attorney Allen. Councilmember Brown. ABSENT New items added to the agenda are as follows: (1) Notice of accident, NEW BUSINESS and (2) Walkway vacation. ADDED TO AGENDA Mayor Warkentien opened the Public Hearing of Use of Revenue Sharing Funds at 8:00 p.m. Clerk Administrator Barnes recommended the amount HEARING ON (approximately $25,000.00) be designated for policing as has been done USE OF in the past. As there were no citizens wishing to be heard, Council REVENUE SHAR discussed the matter after which Mayor Warkentien moved, seconded by ING FUNDS Councilmember Larson, that the Revenue Sharing Funds be designated for policing. Motion carried unanimously. Mr. and Mrs. John Carnes, 1775 Snelling Ave., were in attendance to JOHN CARNES present a conditional use request to construct a utility shed on their 1775 SNELLIN property. Approval of the request was recommended by the Planning UTILITY SHID Commission. Councilmember Steele moved, seconded by Councilmember APPROVID Larson, that the request be granted. Motion carried unanimously. Mayor Warkentien opened for discussion the matter of the proposed PROPOSID NEW new City Hall. Clerk Administrator Barnes gave an update on his CITY HALL activities, such as meeting with a representative of Towle Realty DISCUSSION regarding possible purchase of a portion of the Rose Hill Nursery property, and a meeting with Lowell Hargens of the Farmers Union Grain Terminal Association regarding that organization's interest in purchasing the present City Hall property. He informed that GTA did have an appraiser c'neck the City property, but that the firm's Board of Directors, will not meet until August and no further information was available. GTA was informed that the City must have a sale price at least equal to the amount needed to purchase a new site. The Clerk Administrator and Helen Brooks of Towle Realty discussed a possible purchase price of $1.75 per square foot for the Rose Hill property. Attorney Allen presented an "Invitation to Negotiate" which was drafted for Council's consideration. He informed that it is not necessary to advertise for any negotiations for sale of the property, however, he recomended advertising as he felt it would be ad- vantagageous to the City. Councilmembers Steele and Eggert both were of the opinion that the matter should be opened to the sidents of Falcon Heights before taking any further action. After discussing the matter the Clerk Administrator was directed to present a news release to the media explaining that Council is considering the sale of the present City property and purchase of another site for a new facility. Attorney Allen explained that INSURANCE the employee's insurance would come into play first and excess would be (cont.) covered under the City's policy. Clerk Administrator Barnes informed Council that there have been some SQUAD CAR problems with the electrical system on the City Squad Car. He had REPAIRS obtained information that indicated one of the deputies had disconnected the ingition buzzer which grounded out, burning out the alternator. Councilmember Steele moved, seconded by Councilmember Eggert, that Ramsey County be billed for the cost of the repairs as the damage was caused as a result of the deputy involving himself in the unauthorized maintenance of a City vehicle. Motion carried unanimously. Clerk Administrator Barnes notified Council that the recently vacated WALKWAY walkway between 1740 and 1746 Holton running to Albert has been added UPDATE to the properties to the north by the Ramsey County Assessor's Office. Attorney Allen stressed that regardless of the Assessor's action only the courts can determine true ownership. Councilmember Larson moved, seconded by Mayor Warkentien, that the meeting ADJOURNMENT be adjourned at 9:22 p.m. Motion carried unanimously. 1 - , J/ Willis C. A. Warkentien, Mayor Attest: Dewan B.
