Council Member Miazga
• Anti-racism rally was moving. Several hundred people showed up. A family on County
Road B has been targeted for putting up anti-racism signs in their yard.
• Mask requirement for Minnesota has been passed by Governor Walz.

Council Member Wehyee
• Ramsey County Community Action Team had their first meeting to talk about the role
of the organization.
• Restoration and Unity Day were both well attended.
• Community Engagement Commission met on July 20. Julie Ebbesen is a new member.
Topics discussed at the meeting were communication, liaisons, public safety, Human
Rights Day and Night to Unite.
• Welcoming City Ordinance has been sent to the City Attorney for review.
• Sheriff Fletcher has expressed interest in coming to our community to talk about
policing.
• If the Governor had not passed the Mask requirement the City would have passed a
City-wide ordinance.
Council Member Andrews
• Environment Commission is working on a bee ordinance. It should be going to a council
workshop in the next couple of months.
• Community garden sub-committee met to begin drafting a garden ordinance regarding
front-yard gardens. Defining community garden versus a residential garden is one of the
first tasks.
• Residents should sign-up for absentee ballots for the August and November elections.
Mayor Gustafson
• Governor has mandated masks indoors. Businesses and residents should comply.
• Public Safety has been handling a couple of issues.
• Baseball clinic has been cancelled.
City Administrator Thongvanh
• Basketball court at Curtiss Field has been completed and available for use.
• Work on medians will be completed over the next couple of weeks.
• Staff will poll community members about their efforts in cultivating a caring
community.
• Lauderdale ended fire services contract with City. Fire Department has been doing great
training. There will be 3-4 new fire fighters appointed.

Description
Asha Thao submitted an application to the Fire Department because of her interest
in public safety. Fire Department personnel have reviewed her application and
interviewed Ms. Thao. The Department would recommend the appointment of
Asha Thao.
Ms. Thao will have two years to complete the necessary training and education
before he will be an official volunteer firefighter.

Description
Payton Hurney submitted an application to the Fire Department because of his

Item Resignation of Walt Dunlap from the Park & Recreation Commission
Description
Walt Dunlap joined the Park & Recreation Commission on January 27, 2016. On
August, 3, 2020, Mr. Dunlap submitted a resignation letter (email) to the City stating
that he can no longer commit time to the Commission.

Although I am disappointed to do so, I conclude I must resign my position on the Park and
Recreation Commission. I have enjoyed the time I have spent on this board, have learned much
about how Falcon Heights operates, and have enjoyed VERY MUCH the people I have met. I
will look forward to seeing City progress from the point of view of a former Commission member.
I will appreciate it, Nalisha, if you will forward this memo to the Mayor and Council.

RESOLUTION ACCEPTING THE RESIGNATION OF WALT DUNLAP FROM THE

WHEREAS, the City appointed Walt Dunlap on January 27, 2016 as a member of the City of
Falcon Heights Park & Recreation Commission; and

Item Approval of Charitable/Lawful Gambling License and Premise Application at
Stout’s
Description
Roseville Area Youth Hockey Association has submitted applications for a
Charitable/Lawful Gambling Premise License to host pull-tabs, bingo, and other
activities at Stout’s Pub located at 1611 Larpenteur Ave W.
The City has received all required materials per code and state statute from
Roseville Area Youth Hockey Association. Following review, staff is satisfied with
their application that all requirements are met for approval.
Following approval from the City Council, the application will be forwarded to the
Minnesota Gambling Control Board for approval.
Budget Impact Per code, the City of Falcon Heights will receive a three percent (3%) Local
Gambling Tax on gross receipts. The tax shall be paid by the licensed organization
on a monthly basis.
Additionally, the licensed gambling organization pursuant to Minnesota State
Statute 349.16 shall contribute ten percent (10%) of its net profits derived from
lawful gambling to a fund administered by the city without cost to the fund.
Further, the city shall disburse the funds for charitable contributions as defined by
Minnesota State Statute 349.12 subd. 7a. A new fund will be created following
approval of the license application.

RESOLUTION APPROVING GAMBLING PREMISE PERMIT APPLICATION
FOR ROSEVILLE AREA YOUTH HOCKEY ASSOCIATION
WHEREAS, the Roseville Area Youth Hockey Association has submitted an application to the
City of Falcon Heights requesting City approval of a Minnesota Gambling Premises Permit
application for activities located at Stout’s Pub, 1611 Larpenteur Avenue West, Falcon Heights,
MN; and
WHEREAS, it has been demonstrated that the organization is collecting gambling monies for
lawful purposes.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Falcon Heights,
Minnesota, approves the Minnesota Gambling Premises Permit for Roseville Area Youth
Hockey Association to conduct lawful gambling at Stout’s Pub, 1611 Larpenteur Avenue West,
Falcon Heights, MN.
BE IT FURTHER RESOLVED that the City Administrator is directed to attach a signed copy of
this resolution to the application to be submitted to the Minnesota Gambling Control Board.

Item Coronavirus Relief Fund Certification Form
Background
The CARES Act established the $150 billion Coronavirus Relief Fund. The CARES ACT
requires that the payments from the Coronavirus Relief Fund only be used to cover expenses
that qualify.
The City of Falcon Heights has been allocated $412,789. The City will need to submit a
certification form for fund distribution from the State by September 15th. If the funds have
not been requested by September 15th, unused/unclaimed funds will be available for the
State to use.

The City will be required to submit an expenditure report every month to Minnesota
Management and Budget (MMB) COVID-19 Response Accountability Office.
To qualify, expenses must satisfy three distinct elements:
(1) Necessary expenditures incurred due to the public health emergency with respect to
COVID-19. An expenditure is reasonably necessary for its intended use in the reasonable
judgment of the government officials responsible for spending Coronavirus Relief Fund
payments. Expenditures must be used for actions taken to respond to the public health
emergency, including expenditures incurred to respond directly to the emergency, as well as
expenditures incurred to respond to second order effects, such as by providing economic
support to those suffering from employment or business interruptions due to COVID-19-
related business closures.
(2) Costs not accounted for in the city’s budget most recently approved as of March 27, 2020.
(3) Performance or delivery must occur during the covered period, but payment of funds
need not be made during that time (though it is generally expected that this will take place
within 90 days of a cost being incurred). For cities, the covered period is March 1, 2020, to
Nov. 15, 2020.

• Payroll (public safety, administration devoted to pandemic management,
administrative leave, and unemployment
• Building and sanitation expenses (HVAC sanitation system, hand sanitizer, sprayers
for sanitizing at parks, hand-free door pulls
• Elections (pens for each voters, plexiglass dividers, additional sanitation employee)
• Business subsidies (EDA, county partnerships)
• Telework subsidies (laptops, tablets, web cameras)
• City attorney costs (unbudgeted for COVID-19 related advice)
• Meeting room technology (AV system)
Further discussion with the City Council for the use of the funds will be at the August 19th
Workshop.

By submitting this application, the above-named local government (“local government”) certifies that it will honor all
commitments in the statements below and the Information and Requirements document.
1. The distributed funds will be used by the local government only to cover those costs that:
a. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease
2019 (COVID-19) (“necessary expenditures”), as described and defined by official federal guidance on section
601(d) of the Social Security Act, as added by section 5001 of Public Law 116-136 (“federal guidance”);
b. Were not accounted for in the budget most recently approved as of March 27, 2020, for the local government; and
c. Were or will be incurred during the period that begins on March 1, 2020, and ends on December 1, 2020. A cost is
incurred when the local government has expended funds to cover the cost.
2. The funds distributed pursuant to this certification will not be used by the local government in any manner contrary to
federal guidance. This includes, but is not limited to:
a. As a revenue replacement for lower than expected tax or other revenue collections; and
b. For expenditures for which the local government has received other emergency COVID-19 supplemental funding
for that same expense, regardless of the funding source.
3. The local government is responsible for repayment of any funds used by the local government in any manner contrary to
federal or State of Minnesota guidance.
4. The local government will periodically report expenditures from the Coronavirus Relief Fund as required by Minnesota
Management and Budget.
5. Any aid amount remaining unexpended by an eligible city or town on November 15, 2020, must be sent to the home county
in which the city or town is located. For cities located in Hennepin County the funds must be transferred to Hennepin
County Medical Center or granted to another hospital in the county’s boundaries. For the cities or towns located in Ramsey
County the funds must be granted to Regions Hospital or another hospital in the county’s boundaries. The transfer must be
made no later than November 20, 2020. Any amount of aid remaining unexpended by an eligible county by December 1,
2020 must be returned to Minnesota Management and Budget by December 10, 2020.
6. The local government will maintain copies of any agreements to share Coronavirus Relief Funds pursuant to a joint powers
agreement under Minn. Stat. § 471.59. Copies of such agreements and accounting records must be sufficient to document
the funds distributed to other local governments.
7. The local government is responsible for FEMA nonfederal share, increased workers compensation costs, and costs of
supporting its Community Health Board COVID-19 response, and should not anticipate additional state funds for these
purposes.
8. The local government understands that these funds are subject to the requirements under the Single Audit Act (31 U.S.C. §§
7501-7507) and the related provisions of the Uniform Guidance, 2 C.F.R. § 200.303 regarding internal controls, §§ 200.330
through 200.332 regarding subrecipient monitoring and management, and subpart F regarding audit requirements.

Financial Systems
Local governments receiving aid under this distribution must have a MN SWIFT Supplier ID prior to
disbursement. Use this link for registration if you do not currently have a SWIFT Supplier ID. If you
already have this ID you do not need to apply for a new one.
Local governments that do not have a federal Data Universal Number System (DUNS) number will need
to obtain one and register in the federal System for Award Management (SAM) within 30 days of
receipt of CRF funds from the State of Minnesota. This is a required to allow the federal government to
track the distribution of federal funds.
FEMA, Workers’ Compensation and Local Public Health Costs
Local jurisdictions understand that they are responsible for FEMA nonfederal share, workers
compensation, and the costs of supporting its Community Health Board COVID-19 response. Local
jurisdictions should not anticipate additional funds for these purposes. Accordingly:
A local government receiving aid under this distribution should use the funds, if necessary, to pay its
nonfederal share of federal disaster (FEMA) assistance due to the COVID-19 public health peacetime
emergency. According to U.S. Department of Treasury Guidance, CRF may be used to meet the non-
federal matching requirements.
A local government receiving aid under this distribution should use the funds, if necessary, to pay for
COVID-19 workers’ compensation costs expended between April 7, 2020 and December 1, 2020 for
employees in job classifications entitled to the presumption established by Laws 2020, chapter 72,
section 1. According to U.S. Department of Treasury Guidance, increased workers’ compensation costs
to the government due to the COVID-19 public health emergency is an eligible expense.
A local government receiving aid under this distribution should use the funds, if necessary, to support
its Community Health Board COVID-19 response including for priority activities identified in
consultation between the local boards and the Minnesota Department of Health.

Federal Audit Requirements
A local government receiving aid under this distribution is required to obtain a federal single audit if its
expenditures of federal funds exceeds $750,000 in its fiscal year as explained below:
§200.501 Audit requirements.
(a) Audit required. A non-Federal entity that expends $750,000 or more during the non-Federal
entity's fiscal year in Federal awards must have a single or program-specific audit conducted for that
year in accordance with the provisions of this part.
(b) Single audit. A non-Federal entity that expends $750,000 or more during the non-Federal
entity's fiscal year in Federal awards must have a single audit conducted in accordance with §200.514
Scope of audit except when it elects to have a program-specific audit conducted in accordance with
paragraph (c) of this section.
(c) Program-specific audit election. When an auditee expends Federal awards under only one
Federal program (excluding R&D) and the Federal program's statutes, regulations, or the terms and
conditions of the Federal award do not require a financial statement audit of the auditee, the auditee
may elect to have a program-specific audit conducted in accordance with §200.507 Program-specific
audits. A program-specific audit may not be elected for R&D unless all of the Federal awards expended
were received from the same Federal agency, or the same Federal agency and the same pass-through
entity, and that Federal agency, or pass-through entity in the case of a subrecipient, approves in
advance a program-specific audit.
(d) Exemption when Federal awards expended are less than $750,000. A non-Federal entity that
expends less than $750,000 during the non-Federal entity's fiscal year in Federal awards is exempt
from Federal audit requirements for that year, except as noted in §200.503 Relation to other audit
requirements, but records must be available for review or audit by appropriate officials of the Federal
agency, pass-through entity, and Government Accountability Office (GAO).
State Reporting Requirements
Local governments will be required to report expenditures to the state monthly using an online portal.
County Supplemental Appropriations
Cities and towns with populations under 200 are not eligible for a direct allocation from the state.
Instead, consistent with the legislative proposal, the home county for these cities and towns will
receive supplemental aid to be distributed to those cities and towns. The amount of the county
distribution to cities and towns is equal to the lesser of the state supplemental aid for that jurisdiction
or the jurisdictions documented allowable costs.
The city supplemental aid to counties is equal to the population of cities under 200 in the county
multiplied by $75.34. The town supplemental aid to counties is equal to the population of towns under
200 in the county multiplied by $25.
