HomeMy WebLinkAboutCCMin_82Jun2381 MINUTES REGULAR CITY COUNCIL MEETING JUNE 23, 1982 A regular meeting of the Falcon Heights City Council was called to order at 7:30 by Mayor Warkentien. Mayor Warkentien, Councilmembers Eggert, Larson, Ciernia and Chestovich. PRESENT Also present were Clerk Administrator Barnes, Attorney Swanson, Engineer Lemberg, Engineer Schunicht, and Fiscal Consultant Chenoweth. None. ABSENT Councilmember Eggert moved, seconded by Councilmember Larson, CONSENT AGENII" that the Consent Agenda be approved as presented. Motion carried APPROVED unanimously. 1. Fire Report ~~F-01582 2. Licenses (See Attached List) Councilmember Eggert moved, seconded by Councilmember Chestovich, that MINUTES OF the Minutes of June 9, 1982 be approved as presented. Motion carried 6/9/82 unanimously. APPROVED Following a review of proposed Ordinance ~~190 regarding Park Dedi- cation, Councilmember Ciernia moved, seconded by Councilmember Eggert, that Ordinance ~E190 be adopted and that the Clerk Admini- strator be authorized to publish the same. Motion carried unani- mously. ORDINANCE X6190 ORDINANCE ~~ 190 AN ORDINANCE RELATING TO SUBDIVISION AND PLATTING REGULATIONS: PROVIDING FOR PARK LAND DEDICATION OR PAYMENT IN LIEU THEREOF: AMENDING ORDINANCE N0. 69 Attorney Swanson presented a review of the Tax Increment Financing TAX INCREMENT statute and explained procedures to be followed in establishing a FINANCING & Tax Increment Financing District. He explained that the area being GORTNER~STORM considered for such a district (to provide storm.-.drainage for the SEWER area west of Fairview and north of Larpenteur) would qualify as an DISCUSSION "Economic Development District". S6dt~NSON/ CHENOWETH/ Financial Consultant Chenoweth explained the financial aspects of a SCHUNICHT Tax Increment District and presented preliminary projections for the proposed project. Engineer Schunicht presented a storm drainage plan for the Fairview/ Larpenteur area and explained the proposed plan and estimated cost of the project. He informed Council that the University of Minnesota has indicated a willingness to allow the storm sewer to be placed on Gortner Avenue and the matter will be referred to the Board of MINUTES ~7 REGULAR CITY COUNCIL MEETING JUNE 23, 1982 PAGE 2 Regents for final approval. Engineer Schunicht stressed that time STORM SEWER/ is of great importance as the University has stipulated that the con- TIF (cont.) struction must be done between summer and fall quarters when traffic on Gortner is reduced. Engineer Schunicht also informed that he had met with the City of St. Paul to discuss the cost of connecting to the St. Paul sewer system. Engineer Schunicht requested authorization to prepare the plans and specifications for the Gortner/Larpenteur storm sewer project in order that he would have definite information to present to the University of Minnesota and the City of St. Paul and, also, to expedite matters to fit into the University's time schedule. Mayor Warkentien moved, seconded by Councilmember Larson, that Resolution 82-26 be adopted authorizing the Engineer to prepare plans and specifications for the storm sewer project. Motion carried unanimously. RESOLUTION 82-26 RESOLUTION 82-26 A RESOLUTION ORDERING THE ENGINEER TO DRAW PLANS AND SPECIFICIATIONS FOR THE GORTNER/LARPENTEUR/PRIOR AVENUES TAX INCREMENT STORM SEWER PROJECT Mayor Warkentien moved, seconded by Councilmember Larson, that the ENGINEER TO Engineer be authorized to continue negotiations with the University NEGOTIATE of Minnesota and the City of St. Paul regarding the sewer project. PAUL Following a discussion of proposed Ordinance ~1~191 (which would establish a storm sewer district) Councilmember Larson moved, seconded by Councilmember Egger t, that Resolution 82-24 be adopted setting a public hearing on the matter, such hearing to be held July 20, 1982 at 9:30 p.m and that the Clerk Administrator be authorized to publish the hearing notice. Motion carried unani- mously. RESOLUTION 82-24 RESOLUTION 82-24 A RESOLUTION CALLING FOR A PUBLIC HEARING ON THE ESTABLISHMENT OF A STORM SEWER IMPROVEMENT TAX DISTRICT Mayor Warkentien moved, seconded by Councilmember Larson, that Resolution 82-25 be adopted setting a public hearing for July 20, 1982 at 8:30 p.m. on the Development District, Development Plan, and Tax Increment Financing Plan and authorizing the Clerk Administrator to publish the hearing notice. Motion carried unanimously. RESOLUTION 82-25 RESOLUTION 82-25 A RESOLUTION CALLING FOR A PUBLIC HEARING ON A DEVELOPMENT DISTRICT, A DEVELOPMENT PROGRAM, AND A TAX INCREMENT FINANCING PLAN MINUTES REGULAR CITY COUNCIL MEETING JUNE 23, 1982 PAGE 3 Councilmember Eggert moved, seconded by Councilmember Ciernia, that PLANS TO BE the plans for development and tax increment financing be referred REFERRED TO to the City Planning Commission, Metro Council, the County Board, AFFECTED and School District 623 prior to the July 20th meeting. Motion GOVERNMENTAL carried unanimously. UNITS & PLANNING COMM Councilmember Larson was directed to contact the Planning Commission to make.arranagements to change the July 12th Planning Commission to July 15, 1982 to accomodate the consultants. Following a discussion regarding the time table and the publication requirements Councilmember Larson moved, seconded by Councilmember Ciernia that Resolution 82-27 be adopted approving the plans and specifications for the storm sewer project. Motion carried unani- mously. RESOLUTION 82-27 RESOLUTION 82-27 A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR GORTNER,LARPENTEUR AND PRIOR AVENUES TAX INCRE MENT STORM SEWER PROJECT Councilmember Larson moved, seconded by Councilmember Ciernia that SPECIAL MTG. a Special Meeting be scheduled for July 6, 1982 at 7:30 p.m. to 7/6/82 review the plans, that the Clerk Administrator be authorized to BID OPENING advertise for bids and that the bid opening be set for 10:00 a.m. SET FOR August 4, 1982. Motion carried unanimously. 10:00 A.M. 8/4/82 Mayor Warkentien moved, seconded by Councilmember Larson, that Resolution 82-28 be adopted setting a public hearing on the storm sewer improvements, such hearing to be held August 4, 1982, and that the Clerk Administrator be authorized to publish the hearing notice. Motion carried unanimously. RESOLUTION 82-28 RESOLUTION 82-28 A RESOLUTION CALLING FOR A PUBLIC HEARING ON STORM SEWER IMPROVEMENTS Mayor Warkentien moved, seconded by Councilmember Larson, that the 8/11/82 MTG. Regular Meeting of Augustll, 1982 be cancelled. Motion carried CANCELLED unanimously. Council discussed the need for a development plan and the fact that EHLERS & the City Planner is unable to prepare the plan. Fiscal Consultant ASSOC. TO Chenoweth informed that his firm has the ability to draft a develop- DRAFT TFI ment plan together with the tax increment financing plan if Council & DEVELOPMENT so desires. Mayor Warkentien moved, seconded by Councilmember Larson, PLAN that the firm of Ehlers and Associates be authorized to draft both the development plan and the tax increment plan. Motion carried unanimously. In response to a question from Councilmember Eggert, Engineer Lemberg informed that the utilities in Bernwood Additions will be underground. Councilmember Eggert requested that the Clerk Administrator draft a letter to the cable company (Group W Cable TV, Inc.), the cable company which will be servicing Falcon Heights, and inform them of the fact that utilities will be underground. He also asked that the letter inform the cable company of the development of the Hawkins/Hermes property, the fact that the Falcon Heights Elementary School has been closed, and the change in location for the City Hall. Councilmember Eggert gave a brief update on the progress of the Cable TV project and the Joint Powers Commission which is now being formed. He also explained that the City would soon be reimbursed for costs incurred during the franchising process. Councilmember Eggert requested that Council approve a $60.00 expendi- ture by the Human Rights Commission to cover the cost of 4 members attending the State Human Rights Convention. Council approved unani- mously. Council noted a letter from Dennis Hunt, President of Bullseye Golf Center, 1601 W. Larpenteur, dated June 6, 1982, regarding their trucks being ticketed while parked in the alley. Councilmember Laron explained that the trucks and vans are blocking the fire exits and obstructing the passage of emergency veY~icles. Attorney Swanson was directed to draft a letter to Bullseye giving an ex- planation. A letter from the City of St. Paul Parks and Recreation dated June 14, 1982 informing of the July 4th Fireworks Show at the Fairgrounds was noted. Councilmember Ciernia informed that the Annual Ice Cream Social in the Park will be held July 29, 1982 and that he feels the Summer Recreation Program is quite successful with 120 children participating in the activities. Councilmember Ciernia also stated that while attending a School Board Meeting he had been advised that the land on which the Falcon. Heights Elementary School is built was donated by the Pothen Family. He felt that if this is the case, and the land was donated as a public resource the City should pursue the concept that the land should remain as a public resource. The matter will be investigated further.
