moratori.uri on corm ~rcial building permits or sonic other action to indicate
that the City wants to pursue some ideas. Attorney Jan de North stated
he had reservations abo~a.t a moratorium because it would not be in ccn-
junction with some general rezoning of the area involved, and if a
moratoriums is imposed simply to give Council more time and to slow down
the private business dealings between i~ir. Stillman and ~3u11s~y~, he
would Piave a :card time upholding that type of action in court. Council-

.After the discussion, Council concurred that it would be proper to ha~re
a professional planner versed i n commercial areas do a feasi_b:.lity study
on the matter. The Clerk Administrator was directed tp contact Carl
Dale for his recammer~dations on which planners are available and establish
a list of candidates and the Attorney was directed .~ research ~,~"ie legal
implications.

was constructed to be used for social functions and the prohibiting of
serc~ng cf liquor would deter some groups from renting the facility.
