Also present were Clerk Administrator Barnes, Engineer Lemberg and Attorney Kenefick. None. Mayor Warkantien opened, for discussion the designation of private TREE-GENERAL and boulevard trees and the survey that was requested by .the Council DISCUSSION and prepared. by Engineer Lemberg. The 5'tate of I~iinnesota has cut back funds on the diseased Shade Tree Program, thereby causing financial stress in smaller communities. Councilmember McGough reported the findings of the survey crew for Asbury, Aroma, Sixi~son and Pascal. There were 37 on private property, 69 on the property line and 12 on the boulevard, for a total of 118 trees. Councilmember Mr•Gough also stated the trees for 1979 have been ordered as of June 30, 1978. Mr. James Stemwedel - 1714!.4 Simpson appeared before aouinail questioning the purpose of the survey, a number of trees have been removed already and was the survey taken on trees already removed? Some residents had heard trees reaaoved earlier, if determined to be private property trees, would be charged back to the home owner. Also, their street is scheduled to be planted with Redmond Lindens and he inquired as to whether they are going to be planted this gear or will the tr®es be planted in 1979. He also asked if enough trees had been ordered. The survey does not include trees that have been removed. For r laming in 1979 there are 55 ~ ~"' c~a~aeter Redmond Linden trees oered. My other concern is whether ASSOCIATION there are funds available for tree removal in the University Grove area. Mayor Warkentien addressed those. in attendance and introduced Mr. Patrick Sweeney, Legislative Assistant to Scats Rep. Walter R. Hanson. Mr. Sweeney spoke regarding State Aid. to smaller municipalities and stated Rep. Reason is working towards legis- lation at this time to provide this assistance for the trees that are City~s responsibility. Also he is checking as to whether or not the legislature wi11 a11ow tree funds to be outside the levy limit. Mr. 5twesney stated that is the queat3.on they would have to address themselves to, in respect to aid, also what percentage to provide for a workable budget. Mrs. Mary Duddleston - 18210 Asbury questioned what wur levy limit xas and hox close are we right now. Mayor Warkentien stated our mill rate brings in approximately $17,000 and we wars $7,000 under our limitation, about half a mill. If tberyr do not exempt tree removal and planting costs, we wi11 not be able to stay under our mill rate. Mr. Harlan McGregor appeared before council regarding the Conditional Use and Variance request of Amoco Oil Ca. Mr. McGr®gor, Manager of Real Estate for Amoco Oil Co., aacplained the changes that are proposed on that site. Couacilmeanber Black reviewed wihh Council the rmcommendations of the Planning Commission. The Planning Commission recomunended approval subject to three conditions: 1. That the new structure sot be higher than the existing structure.. 2. That the proposed building be of the same con- struction material (brick) on all four elevations. ' 3, That a guard rail type barrier for tralfie control be erected as follows: Rwuling from a po3.nt due West of the Nor'thxest corner of the proposed building to the West -property line, 'thence north to ,the North property line, thence East to Sc~elliag Drive along the Norrth property line. Mr. Chris Jensen, representing Tom Thumb Stores requested to see the proposed parking plans to observe where the barrier will be placed. Mr. and Mrs. Norbert Hermes and. Mrs. Ralph Hermes, xt-o own adjacent proper~-, were present eed advised they had no objections to the proposed nex structure. Councilmeanber Black moved, seconded by Counailmem-ber McGough to approve the application for a Variance and Conditional Use submitted by Amoco Oil subject to the three conditions indicated by the Planning Commission and xith the further indication that the type of barrier be subject to approval oP the Cit~r ~gineer. Mr. Richard Skogsberg appeared before council regarding the recreation fee to participate in the Roseville Recreation program. The registration Pee charged is 150 more than Roseville residents. Clerk Administrator Barnes reviewed - the meeting he had attended on the Co~atuiity School Service chaired by Charles Brandt of the b23 School. Board. Mayor Warkeatien questioned Dr. Frenoh on the trees purchased DR. FRffi~CH for Falcon Heights for 1978. Dr. Fre®ch stated there had TREK PR4tttRAM been problems in ordering the trees and time allowance in planting. Also, he recommended the hiring of students to assure .prompt planting in 1979. The width and depth of the healing-in trench should have the square footage to handle the trees ordered for 1979 and be prepared this fall. The new trees ordered will be large enough to match the sise of the trees pleated this year. The estimated crenr sire needed for planting would be 3 men for 2 weeks and the coat wi11 tuna approximately $1,200.00. Engineer Leaaberg re- ported that the survey on trees is about finished and will furnish Dr. French with a copy. Engineer Leaaberg reviewed the proposed building pleas of Ht~iLITT-PACKARD Hewlitt•Packard and informed council he had xritten to and advised Herrlitt-Packard they had reviewed the preliminary re- ports available... There is a drainage problem and without preliminary de~velopmeuat plans it is impossible to accurately predict where .the surface run-off will go. This could cause a potential problem unless properly handled with storm sewers or a holding pond. Also, concern was eocpressed regarding traffic control oa Larpeateur Avenue at rush hours. Engineer Leaaberg reviewed the bid received froea Allied 1978 SEAL COATING Blacktop for seal coating in the amount of X32, 70lt.00. If BID the fatal bid is rs3ected, a near bid could be let is February 1979 to cover both sections of the City. Councilmeaaber Steele moved to reject the total bid from Allied Blacktop and set a new bid date for February 1979 to cover two secti.oas of the City, Northoaee and Falcon Woods, seconded by Mayor Warkentiea. Mayor warkentien reviewed the problems concerning the playing TENNIS COURTS surface of the Falcon Woods Tennis Courts. Coutncilmember AkGoagh presented a xritten report received froQa Hoary 0. Iiiklcelsoa Co., General. Contractor. They stated in the re- port the courts are in very good condition but would recommend resarfacing is the near future. Councilmember McGough offered the City a 21~ x 50 utility shed UTILITY SHE if, the City could put it to use. McGough Construction is presently using it at a construct3.on site and will disaantle, transport and assemble it for the City. Councilmeanber McGough requested council to review the proposal IMPOUND AREA by Arta Towing to locate as impound area at Idaho Snelling STATE FAIR ponding area during the State Fair. Council rejected the proposal. Councilmember Steele questioned whether we were going to receive PHOTO OF DYER-FI,Y the photos of the city and maps for the council chambers. CITY AND COUNCIL .Engineer Lerrher$, stated that their. Y'irm was. still xorld.ng on CHAFER MAPS theta. Clerk Administrator Barnes presented a bill for tree removal JOHN KIEL submitted by John Kiel. Mr. Kiel removed the tree. himself TRBE REMOVAL with the help of two other men. It wan explained to Mr. Kiel the city could not reimburse 50~ of the removal cost as State requirements axe that a paid statement is to be presented and kept oa file. Clerk Administrator Barnes reported he and Engineer Bob Frigaard STORM SEWER BREAK had inspected the storm sewer located at Fo1we11 and F1ulham. It was suggested by Mr. Frigaard that Municipal Services jet it out to locate the break to determine what is needed. The lower end is located in Lauderdale and the Federal Disaster Group advised that Falcon Heights handle the ccaraplete job to be consistent on materials. Clerk Administrator Barn®s informed council that the two CETA EMPLOYEES CETA employees have completed their three month training and would be requesting two more for a three month training period.
