HomeMy WebLinkAboutCCMin_78Sep13MINUTES REGULAR CITY COUNCIL MEETING SEPTEMBER 13, 1978 Mrs. Darlene Heinel and guest, representing the St. Paul area Beep- ball teams appeared before council. Mrs. Heinel showed a short film presentation explaining the regulations in beep-ball for the blind. As explained in the fi1w, the beep-ball teams use only the outfield and utilize only two bases. The St. Paul teams, "Bats" and "Gorillas", use Falcon Woods Park as it is best suited for their needs. It is in a quiet area and easily accessable by all teams and well cared for. The St. Paul teams are sponsored by the Telephone Pioneer Group and this year they came in second in the State playoffs. They will now go to Phoenix, Arizona for the Nationals in October. Before they go, they would like to play one more game and challenged the Councilmembers. The challenge was accepted by the Councilmembers and Clerk Administrator Barnes was re- quested to work out a date. Councilmember Steele questioned if there was agything the City could do for the beep-ball teams that is not being done now. Also, it was suggested that bleachers be installed at Falcon Woods, would the teams utilize them? Mrs. Heinel stated that Falcon Woods Park is well cared for And the best field they have found. The bleachers would be utilized if they were portable, they do have to be moved to the outfield for their use. Mayor Warkentien thanked Mrs. Heinel and stated he was looking forward to the coming game. ~~~ A regular meeting of the City Council of the City of Falcon Heights was called to order at 7:35 p.m. by Mayor Warkentien, all were present. Mayor Warkentien questioned Fire Chief Renchin regarding a rescue squad RESCUE SQUAD call and transport of a patient from the GTA. Fire Chief Renchin re- REPORT #84 ported a problettn arose when the Ramsey County Deputy on duty ob~ecthd to a member of our rescue squad accompar~i.ng the patient to St. Paul Ramsey Hospital. Rescue Squad Captain Iverson did accompar-y the patient during transport. Gouncilmember Black moved, seconded by Councilmember Brown to approve the Consent Agenda as follows: 1. Motion carried. CONSENT AGENDA Councilmember Steele moved, seconded by Councilme-mber McGough to approve MINUTES OF the minutes of August 23, 1978 as amended. Upon a vote being taken the AUGUST 23, following voted "aye:: Mayor Warkentien, Councilmeunbers Black, McGough, 1978 Steele and Brown, and the following voted "nay": None. Motion carried. Mayor Warkentien introduced Mr. Todd Lefko, Representative from the TODD LEFKO Metro Council. Mr. Lefko noted there would be additional funding for METRO COUNCIL Falcon Heights comprehensive planning. Council discussed at length with Mr. Lefko, changes in programs that are being initiated for next MINUTES ~. s~ REGULAR CITY COUATCIL MEETING September 13, 1978 Page 2 year, some being, health care, emergency radio, solid waste disposal TODD LEFKO sites, and the Land planning act. Councilmember Steele questioned (cont.} what, if anything, Metro Council is doing with the 35E study. Mr. Lefko stated there is a political game going, and in 18 months, after their study is finished, it will be right back around to a political decision. Mayor Warkentien brought out for discussion plans being discussed in regard to the health programs in the area. The Metro Council is attempting to local- ize areas for specialization, such as burn centers. Mayor Warkentien thanked Mr. Lefko for appearing and bringing the council up to date on Metro Council activities. Councilmember McGough presented a proposal submitted to the Tree Committee regarding trees to be planted on Fulham i.rt the University Grove area. Councilmember Steele commented that the Grove area was not designated a high priority area, therefore no tree designation was made for that area. Councilmember McGough moved, seconded by Councilmember Brown to defer the matter to the Tree Committee for discussion and recommendations. Motion carried unanimously. 1 [' Council discussed at length problems regarding boulevard trees. Council- member Steele recommended a decision be made and not defer the problem arty longer. Councilmember McGough moved the 67 trees not on the property line be considered private and responsibility assumed by the homeowner. Mayor Warkentien seconded. Upon a vote the following voted "aye": Mayor' Warkentien, Councilmembers McGough and Steele, and the following voted 'nay": Councilmembers Black and Brown. Motion carried. BOULEVARD TREE PLANTIl+IGG BOULEVARD TREE RENyDVAL Mayor Warkentien moved, seconded by Couneilmember Black to hold a Special SPECIAL MTG. City Council Budget Meeting on September 20, 1978 at 7x30 p.m. Motion CITY COUNCIL carried unanimously. BUDGET MTG. Mayor Warkentien appointed Councilme:nber McGough to replace him as representative to the Fire Department. Fire Chief Jerry Renchin appeared before council requesting authori- zation to write a letter soliciting funds for an ambulance. The letter is to be presented to various organizations and clubs in the area. Councilmember Steele questioned what extra costs, if a-ny, were anticipated by the department. Also, whether we would require full time employees. Fire Chief Renchin explained to council that out of 291 ambulance units. in the state only 79 had full time employees, so he did not feel we would ever require anyone full time to operate the ambulance. Extra costs, if arty, would be absorbed in the present budget and/or derived from the billing receipts. The Department is considering an increase in rates from the present rate of $20.00 a run. Paramedic units charge from $ 150 to $175 a run plus extra for medical supplies used. Our units provide basic emergency care as they are EMTs not Paramedics. If the department is unable to obtain the total needed for the ambulance the project will be dropped. If we do obtain the ambulance, the Ramsey County Sheriff's Department will continue with their present vans which could be used as a transport vehicle if needed. They do not plan to change to sedans. FIRE DEFT. REPRESENTATIVE FIRE DEPT. AMBULANCE Fire Chief Renchin introduced Dr. Robert DanTyn to the council. Dr. MINUTES REGULAR CITY COUNCIL MEETING SEPTEMBER 13, 1978 Page 3 VanTyn informed Council he has been affiliated with St. Paul Ramsey Hospital for 18 years and has trained several volunteer groups. It is his opinion that the volunteer groups are dedicated groups providing good basic emergency care. The community does not need Paramedic unites, 90~ of the calls made are handled adequately,-,however, the community is sub-standard in the transporting of patients, he maintained. Councilmember McGough moved to authorize Fire Chief Jerry Renchin to proceed with the letter to seek funds to purchase an ambulance, keep- ing in mind that at such time that it will cost the City anything to purchase it, the pro3ect will be dropped at that point. Councilmember Brown seconded and upon a vote being taken the following voted aaye": Mayor Warkentien, Councilmembers McGough and Brown. Councilmembers Black and Steele voted "nay". Motion carried. 1 ~J Mayor Warkentien asked Dr. Ron Eggert if he would like to share his thoughts regarding ambulance service for Falcon Heights. Dr. Eggert stated it is the general feeling ambulance services pro- vided by Ramsey County are perhaps somewhat sub-standard. For most runs they are adequate as they are not emergencies, in the sense they require all of the facilities available in a Paramedic service.,For many of the runs that are made, the quality of the care is sub-standard such as the call to GTA and some others I have heard of, and I think that a volunteer service, particularly one that was really interested, could certainly upgrade that. The other point not brought out by Dr. VanTyn, a volunteer ambulance service, the one that is being proposed here, equipped with two way radio can interdigitate with the Paramedic service in St. Paul and meet them at the city limits, but this is less than ideal in a coronary emergency due to the time element. Dr. Eggert stated he was in agreement with council that it should be a pay as you go type operation. i3~~ AMBULANCE (cont.) DR. VANTYN DR! RON EGGERT HEALTH OFFICER Councilmember McGough moved, seconded by Councilmeanber Brown to CANVASSING approve state primary election returns submitted by the ~ voting precints BOARD of the City of Falcon Heights. Upon a vote being taken, the following PRIMARY voted "aye": Mayor Warkentien, Councilmembers Black, McGough, Steele ELDCTION and Brown and the following voted "nay": None. Motion carried. Councilmember Black reported a resident on Albert Street had complained to him about cars parking on residential property and excessive cars parking on the driveway. Councilmember Black called on the offending party and iaformed them of Zoning Ordinance 61~. There is also a problem on Hoyt. Attorney Kenefick was requested to check our Ordinance 6t~, to check for possible changes that could be made to clear up some of the unsightly parking, repairing of vehicles and regulation as to the number of cars per licensed driver. Mayor Warkentien moved, seconded by Councilmember McGough to extend the meeting to 12:00 midnight. Motion carried unanimously. Clerk Administrator Barnes read a letter written by residents in the Arona, California area regarding the vacant lot owned by Mr. Cohen. In the past he has not kept the lot mowed and picked up. No council action taken,. ~~~ti Council discussed Mr. Richard Moore's letter to council requesting a RICHARD MOORE parking permit on Folwell as they own three cars and do not have room 2190 FOLWELL to park them all in the driveway. Request denied, council directed Clerk Administrator Barnes write Mr. Moore and inform him of council's action. Clerk Administrator Barnes submitted for approval the 1978 audit proposal prepared by Geo. M. Hansen and Associates to audit the books of the City of Falcon Heights. Councilmember Steele moved to approve the proposal, not to exceed $11,200.00, seconded by Counci7member McGough. Upon a vote being taken the following voted "aye": Councilmembers Black, McGough, Steele and Brown and the following voted "nay": Mayor Warkentien. Motion carried. Clerk Administrator Barnes requested council approval to contact Ramsey County to do the snow plowing and sanding for the 1978-1979 season, and post load limit signs in the spring. Mayor Warkentien moved, seconded by Councilmember Black to approve snow plowing by Ramsey County and post load limit signs for the 1978-1979 season and direct Clerk Administrator Barnes to write Ramsey County Engineering a and inform them of council's action. Motion carried unanimously. Councilmember Black presented a variance request for a garage located at 1.!117 W. Califo~+nia, Larry Frattalone residence; the garage is to be constructed 2' from the side lot line and 8' from the rear lot line. The Planning Commission recommended approval it being consistant with similar-requests which have been received from the Northome area. Councilmember Black moved, seconded by Counci7member Steele to approve the variance request as submitted. Motion carried unanimously. GEO. M. HANSEN & ASSOC. 1978 AUDIT RAMSEY COUNTY SNOW PLOWING 78-79 SEASON VARIANCE L. FRATTALONE 7.111.7 CALIFORNI Clerk Administrator Barnes informed council there had been some complaints DRAPES FOR regarding the blinds and drapes currently in the City offices at City CITY OFFICES Ha11 and requested authorization to purchase new drapes. There are funds available in the Building Maintenance Account. Mayor Warkentien moved, seconded by Counci7member McGough to approve purchase of drapes for the City offices. Motion carried una,nimous7.y. Attorney Kenefick reported to council that he had talked with John Dean, FULHAM attorney for Lauderdale. Mr. Dean informed him that Lauderdale is FOLWELL investigating easesaent problems involving Mr. Smiths property at STORM SEWER Fulham Street. Lauderdale Engineers are conducting a survery at no cost to Falcon Heights. General concern was expressed regarding weather conditions in hopes the repair of the storm sewer could be completed before winter. Attorney Kenefick stated he had drafted the consent form for tree reanoval CONSENT FORM on private property for either city employees or contractors. The TREE REMOVAL consent expires upon the completion of the removal. It does not authorize ar~y employee to enter a structure TREE REN~9AL on the property. Attorney Kenefick suggested the council use caution (cont.) when using the consent and removal, such as with borderline trees. Engineer Lemberg reported Mr. Margolis has inspected the drainage ditch TATUM STREET on Tatum. Margolis will excavate, and re-sod for approximately $1,200.00. DRAINAGE Engineer Lemberg noted it would increase the capacity of the ditch but DITDH the culvert under Tatum Street is minimal and only if that were enlarged would it create a greater flow at the ditch. Mayor Warkentien and Engineer Lemberg were directed to contact the residents and explain the problems imrolved. The Public Safety and Engineering divisions of Falcon Heights found WATER GATE that the water main gate valve controlling water pressure in West VALPE Falcon Heights was shut off. Engineer Lemberg and Councilmember McGough were able to open the valve even though St. Paul Water Department has said that it has been open all the time. Engineer Leanberg suggested the City of Falcon Heights obtain a valve kay and have our maintenance men locate and check the valves in the City, in the event of a break we would be able to isolate that break. Mayor Warkentien read a letter received from the participants of the FLEA MARKET Flea Market held at Falcon Woods park. Enclosed was a donation of FALCON WOODS $31.10 to be used for our parks or equipment to maintain them.
