Also present was Clerk Administrator Barnes. Councilmember Steele due to another counnitment. Councilmember Brown moved, seconded b'9 ,Ocuncilme:aber McGough to approve the Consent Agenda. Unanimously carried. #See Page ~ Councilmemiber Black moved, seconded by Councilme:aber Brown, to approve the 5epteaaber 27, 1978 minutes as corrected. Motion carried unanimously. Mayor Warkentien reported that he was present at the emriron- mental meeting of Ramsey Counter Health Dept., and it was decided Falcon Heights would get a Ramsey County Comeuunity Health Officer when the program is finalized at the December Ramsey County Com- munity Health Board meeting. This was due to Douglas Woodst presentation at the last Council meeting . 1 Councilmember McGough moved, seconded by Councilmeanber Brown to approve the October 11, 1978 minutes as corrected. Motion carried unanimously. Councilmember Black moved, seconded by Councilmeaiber McGotagh to approve the Mayotte appointment of Betty B~rnst, 7.1167 W. Iowa Ave., to the Park Development Committee. Motion carried unanimously. Counci7.member Brown moved, seconded by Councilmember McGough to approve the Mayotte appoini~ent of Phillip Shively, 1575 Nor]Ehrup, to the Recreation. Advisory Commute®. Motion carried unanimously. The Mayor also in- the Recreation Advisory Coa- tthe evening before and made Councilmember Brown reviexed past discussion by Council at the last Council Meeting in respect to the 1979 Park and Recreation Budget and noted that both ccenaittees were requested to meet and come back with a proposal for Council to consider. Councilmeanber Brown also commented on the petition which was on file. In reviewing it, it was found soave signatures were those of children, others did not live in Falcon Heights and some people who had signed called and said they were not sure what they had signed, or would like to have their names removed froaa t2:e petition. Recreation Gommittee recommend to the City Council. of Falcon Heights that the stmt of One Thousand Eight Hundred 'and ao ceata ($1,800.00) be withdrawn from the approved budget of the Parks Development Gottuaittee and be put into the Recreation Committee Bridget to enable us (the Recreation Committee) to keep all three rinks open, with the rink at the Qrove being staffed by volunteers. Cota~ncilmeaber BroFm mentioned some of her concerns are that the stmtmer programs bhould be continued and that a se~rior citit+ens program should be retrit~red for impleaaentation enren though the programs have been tried and were not successful and she also feels the park should be developed on a continuing basis. ~~~ 1979 PARKS & RECREATION BUDGET REPIEw (cont.) Councilmember Black moved, seconded by Councilmeaaber McGough, to MOTION TO reconsider the motion oP September 27, 1978 made by Councilmenaber RECONSIDER, Steele and seconded by Councilmember Black, to retain 2 rinks in CLOSING 2 RINKS lieu of the ~t rinks for the year 1979. Motion carried unanimously. Cotmcilmember Brown moved, seconded by Councilmember McGotagh that; The Ci'!y of Falcon Heights maintain three (3) ice skating rinks (Falcon Heights Comstnsnity Park, Falcon Heights School, and Idaho- Snelling Area.) tlnring 1979 with the following stipulations, (a) heated war~mi.ng houses, (b) minimal lighting, (c) paid attendants at $2.00 per hour. The hours shall be as follows: Monday thru Thursday 3s30 p.m. to 9:00 p.m. (!~ hrs.), Frier, 3:30 p.m. to 10:00 p.m. (~ hrs.), Saturday 10:00 a.m. to 10:00 p.m. (10 hrs.), and Sunday 1:00 p.m. to 9s00 p.m. (7 hrs.). This includes 1 hour each for lunch and dinner hour. Exceptions to these times will be Christmas Vacation 12/22/78 to 1/2/79 and Mid Winter Break Feb. 19-23s 1979. Motion carried unanimously. Mayor Warkentien opened the public hearing on use of Revenue Sharing ~'i~GIC HEARING Funds for the year 1979 at 8 P.M.. It was explained to those iu REVENUE SHARING attendance that the #'unds have been designated for use in policing FUNDS services. (cont.) The Motion was made by Councilme~aber McGough, seconded by Councilmember Black to designate Revenue Sharing Funds for policing services for the year 1979• Motion carried unanimously. Mayor Warkentien ccxenended Councilmembers Brown, McGough and Steele for managing to advise both committees so that they could come up with a workable solution for Recreation and Park Development. James Jernberg, 15~t0 W. Iowa, came before Council and was objecting JAMBS JERNBSRG to the Councils action in retaining funds for the. Fun and Fitness 15lt0 W. IOWA Trail and felt the Covncil should be concerned as to the wishes of the public. He also reviewed the so called Jernberg Plan as listed on the petition. He also mentioned that parents are willing to monitor the rinks. Councilmember Brown informed James Jernberg that the funds were COUI~CUMEMBBR left under Fun and Fitness Trail, but that the Park Development BROWN and Recreation Advisory Committees were going to make a survey and then give Council a further recommendation at which time Council could decide on the use of funds. Janet Brown, 1887 Simpaon requested Council consider having larger pleasure rinks and also requested police stop more often and check the rinks and warming houses to deter vandalism and mischief at the rinks. She also requested the Council set up a group of 8 to 10 to do an in depth door to door survey of the community ,for park development and recreation on a volunteer basis, with the possibility of having one councilmember serve on the committee. Councilme~mber McGough requested Council to defer discussion on the Rescue Scheduling at this time, as he would like to in- vestigate how current procedures could be improved by contacting. other departments and whether the deputy eherift or dispatcher could implement`a program whereby a determination could be made of the type of call thus limiting the service we currently provide. JANET B1~OWN 1887 SIl~lP~N RESCUE SCHEDULII~f~ DISCUSSION Councilmeanber McGough also reported that the Fire Chief has in- vestigated the possibility of getting reimbursement for calls on welling Ave., which has been authori$ed under Minnesota statutes as of January 1, 1978 , John Labalestra, ],.l~33 W. California and Dan Carlson, an active JOB CORPS meuaber of the Coalition on Job Corps, which is proposed to be UPDATE located at the old Bethel College site along S'ne1].ing South of Hoyt, appeared before Council to update them on Job Corps. John Labalestra is concerned that the Federal Government has not given them accurate data on Job Corps performance in relationship to its compatability to the caaa~aunity and especially in a residential area. John Labalestra informed Council and .those in attendance that theq have expended $20,000.00 so far and financing is the current problem and they are soliciting funds to continue their efforts. He also wanted everyone to Imow they are not opposed to Job Corps, but the locat6fon. He also mentioned Job Corps wanted to locate in Hopkins but the city council said ++no++ and that is when Mayor Latimer of St. Paul asked for the Job Corps, i~~ JOHN LABALSSTRA Mayor Warkentien informed those in attendance that the Citq MAYOR WARKENTIEN Attorney rendered an opinion that the Council could not appropriate public funds toward the Coalition+s cause. Mayor Warkentien reported that John Labalestra had been chosen WCCO Good Neighbor of the Day on October 23, 1978. Councilmember ~.ack informed Council that he is in the process 1g7g CITY of reviewing all City insurance policies which expire January 1, INSURANCE 1979. He also requested that the Council permit him to negotiate with the current insurance agent for the 1979 gear as in the past we have not been successful, in obtaining more ,than one bidder. Councilmember McGough moved, seconded bq Councilmeiaber Brown to authorize Councilmember Black to negotiate with the current in= surance agent for City insurance for the gear 19?9.
