Mayor Warkentien, Councilmembers Black, McGough, Steele and Brown. PRESENT Also present was Clerk Administrator Barnes. Councilmeanber McGough moved, seconded by Councilmember Black, to L. C. HARKEN approve the appointiment oP Lawrence C. Herren, 1l~08 Sheldon, St. QOLUNTE~ER FIRE- Paul, Mn., 55108 as a Volunteer Fireman, subject to a physical MAN APPOINT1~iT and one year probation. Motion carried unanimously. Dennis Scheer, Assistant Manager of Flower City, Inc., 1553 FLOWER CITY West Larpenteur Ave., appeared before Council requesting he be MOBILE STGN permitted to place a mobile sign in front of the store for ad- REQUTST vertising purposes. The size~oY the sign would be !~ feet by 8 feet. MINUTES REGULAR CITY COUNCIL MEETING NOVEMBER 8, 1978 Page 2 Councilmeanber Black informed Mr. Scheer that w® do not have a diagram of the aign and location where it would be placed on the lot. He also informed him that the Zoning Ordinance permits a temporary sign of this nature to be placed for a 60 day period only. Council was concerned about the parking problem Flower City' has presently. Councilmember Black moved, seconded by Mayor Warkentien, to refer the request to the City Attorney and Engineer for their cements and recommendations. Motion carried unanimously.' 1 Don Hermes, 2001 W. Larpenteur Ave., operator of Hermes Floral Co., Inc., appeared before Council requesting a Conditional Use to operate and improve the site at 1750 W. Larpenteur Ave. The Jensen Bros. are currently the operators of the wholesale of greenhouse products. Mr. Hermes requem~ted the expansion of the present land use by constructing a building for retail of floral products. The current zoning is BZA and does not permit a floral retail and wholesale outlet, either as a permitted or conditional use. Couneilmeanber Black informed Council it would require an amend- ment to Zoning Ordinance X64, and the Planning Commission pre- viously had recommended this action be taken. ~i FIAWER CITY MOBILE SIGN .REQUEST (cont.) BERMES FLORAL CONDITIONAL USE REQUEST Councilmeamber &lack moved, seconded by Councilmember Steele to ORDINANCE #6~ amend Ordinance #6t~, Section 10, BlA section to provide, as a SEC. 10, B1A limited use, the following: "wholesale and retail sales and garden AM~TI3ED supplies facilities", and further authorise the Clerk Administrator to publish same. Motion carried unanimously. No action was taken by Council on secretarial help until the next meeting of Noveanber 22, 1978. Councilmeanber McGough reviewed Attorney Kenefick~s opinion on fire coverage for the Fairgrounds. In his opiaion the City is required to answer calls on the Fairgrounds.. Councilman McGough suggested the City look into the possibility of changing the law to remove the City of any liability as to Fire and Rescue on State property (ie. State Fairgrounds and University of Minnesota Campus). Councilmember McGavgh reported to Council that Captain Spencer has in his possession a directive from the Falcon Heights City Council that Fire and Rescue must be notified first before Squad 662 (8eputy) is notified of either emergency. Not until the Council re-directs Captain Spencer will the .policy change. Councilmember Steele moved, seconded by Councilmeanber McGough to direct Captain ypencer to change the rescue call procedures for one month by notifying Squad 662 prior to notifing the City Fire Department Rescue. The trial period shall be from December 1 to December 31, 1978. Motion carried unanimously. FAIRGROUNDS FIRE PROTECTION DIaCU~ED EIRE & RESCUE PRQCEDURE CHANGE DI~USbLD MINUTES REGULAR CITY COUN(:IL MEETING NOVfs~ER 8, 1978 Page 3 Councilmember McGough informed Council that the Fire Department FIRE DEPT. would like to use the money ($1,500) the City received for the USE OF 5'TATE Firs Department service rendered during the Fair, as follows: FAIR MONEY (a) Replace bottom section of west overhead door, $131.00. (b) A door operator for the west door, $695.00. (c) Nozzles -and miscellaneous equipment for the trucks, $674.00. Councilme:nber McGough moved, seconded by Councilmember Black to authorize the expenditures as requested by the Fire Department on the above items, a, b, and c. Motion carried unanimously. Councilmember Steele moved, seconded by Councilme¢aber Brot~n to NEw JOHN DEERE authorize the ..:Clerk Administrator to proceed to order one John TRACTOK TO BE Deere 2040 tractor, costing $8,405.80, fra~n Century Power ORDERED Equipment, Inc., as they were low bidder. Motion carried unanimously. The Metro Area Liquor Operation Comparative Report, which includes Falcon Heights was noted.
