Also PRESENT present we°e Clerk Administrator Barnes, Attorney Kenefick and Engineer Lemberg. Councilmember Steele. ABSENT Councilmember McGough moved, seconded by Councilmember Brown to CONSENT AGENDA approve the Consent Agenda as presented. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Mack, McOough and Brown, and the following voted "nay's: None. Mption carried. 1. Liquor Financial Report 12/3l/,7$ Councilmember McGough i reformed Council that Mayor Warkentien, Council- JOINT members Brown and McGough, Clerk Administrator Barnes, Fire Chief Renchin, POLICING and several Firemen attended the Lauderdale Council meeting on February PLAN PRE- 13, 1979, at which time Councilmember McGough presented to Lauderdale SENTED TO the Joint Policing/Fire/Rescue P ropeGal. LAUDERDALE The subject will b© discussed again at the next Lauderdale Council meeting in order 'that the Council might have t;,.me to investigate the matter further. Councilmember Brown explained to Council that Metro HRA has requested SECTION 8 the City of Falcon Heights sign a now contract for Section 8 Hous~w:?g. HOUSING Erma Olson, Section 8 Ho.:,G-~ng Specialist for Falcon Heights, informed those in attendance that the City now has 36 certificate holders. She also explained that the contract to be signed is an ad3ustment to th+~ existing contract due to a change in the method of payment, changing MINUTES R~ULAR CITY COUNCIL MEETING FEBRUARY 1l~, 1979 Page 2 from "start up" payments to "ongoing payments". The ongoing payment method means that the City will be reimbursed on the basis of the number of housing contracts in the community. Councilmember McGough moved, seconded by Councilmember Brown, that the revised contract with Metro HRA be signed. Motion carried unanimously. Mayor Warkentien moved, seconded by Councilmeunber Brown, to appoint Erma Olson to the Subcommittee to Investigate Issues of Concern Regarding Section 8 Housing. Motion carried unanimously;. Clerk Administrator Barnes informed Council that the street lights on County Roads can be changed to high pressure sodium at no coat to the City and the cost of operation will be 1/3 less than the present lights. It was suggest©d that 21 lights be turned back on. Mayor Warkentien moved, seconded by Councilmember Black, to authorize Clerk Administrator Barnes to instruct Northern States Power to turn on 21 lights and change to high pressure sodium as presented. Motion carried unanimously. Clerk Administrator Barnes was also instructed to attempt to negotiate with Roseville renardin~ the street lights on Rnselawn Avenna_ Engineer Lemberg presented to those in attendance preliminary plans for the improvement of Garden Avenue from Pascal to Snelling. Concerned citizens Mrs. Geer, 1803 Pascal, William Brown, 1808 Asbury and Raymond Wirth, 1795 Pascal examined the plans with Council and Engineer Lemberg. After a lengthy discussion Mayor Warkentien moved, seconded by Council- mernber McGough to approve the preliminary plans for improvement of garden Avenue, and authorized Engineer Lemberg to present the plans to the State Hig~~t~ay Department for approval. Motion carried unanimously. SECTION 8 HOUSING ( .) ERMA OLSON APPOINTED TO SECTION 8 SUBCOMMITTEE STREET LIGHTING GARDEN AVENUE IMPEQVEMI:NT Councilm~nbor McGough moved, seconded by Councilmember Brown to appr©v~ CLERK ADM. Mayor Waxkentien's appointment of Clerk Administrator Barnes as Program LIAISON FOR Liaison for the 1980 census. Motion carried unanimously. 1980 CENSUS Co~tncilmember Black moved, seconded by Councilmember McGough, to authorize Clerk Administrator Barnes to pay $7,001.33 repair costs for the .Larpenteur Lift Station. Motion carried unanimously. REPAIR OF ~~.RPENTE'UR LIFT STATION Attorney K enefick informed Council he has reviewed the insurance INSURANCE FOR policy issued to Indianhead Cour:;°~1 No. 295, Boy Scouts of America, BOY SCOUTS which is sponsored by the Falcon Ax~ights Fire and Rescue Department. Lnore is some concern regarding possible injuries to the Scouts while engaged in activa.ties with the Fire Department. Councilmember Black moved, seconded by Councilmember McGough to authori~:~; ;:.;.ark Administrator Barnes to contact the ager-,~~ for INA Insurance Co. to make arrangements for the City of Falcon Heights to be insured under the policy covering the Indianhead Council No. 295, Boy Scouts of lbnerica. Motion carried unanimously. Attorney Kenefick informed Council no bidding is required on the AMBULANCE TO ambulance purchase due to the fact that it is not being purchased with BE ORDERED public money, but donated funds. He also presented an agreement to be signed by the City of Falcon Heights, G.T.A., and the Knights of Columbus, regarding the donations for the ambulance. Councilmember McGough moved, seconded by Mayor Warkentien to authorize Fire Chief Renchin to order the 1979 Ford Supervan Ambulance. Motion carried unanimously. Mayor Warkentien informed Council that the City has a request from Hermes RESOLUTION Shopping Center to install "No Parking -Fire Lane" signs at 1607 West 79•~g Larper~t9ur Avenue. Councilmember McGough moved, seconded by CounciLnember Brawn to adopt Resolution 79-8- RESOLUTION 79-8 A RESOLUTION AUTHORIZING THE POSTING OF NO PARKING FIRE LANE SIGNS AT 1607 WEST LARPENTEUR AVENUE (HER.MES SHOPPING CENTER) Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Black, McGough and Brown and the following voted "nay": None: Motion carried. Councilmember Black presented the proposed vacation schedules for City VACATION. employees. After some discussion, Councilmember Black moved, seconded SCHEDULES FOR by Mayor Warkentien to instruct Attorney Kenefa.ck to prepare a Reso- CI`T'Y EMPLOYEE: lution adopting the following vacation schedule for full time employees: ~ days for 6 months employment -another 5 days for 12 months 10 days for ,each year's employment 15 days for each year after 10 years employment 20 days for each year after 1,5 years employment Vacation must be used within l2 months or it will be lost. Upon a vote being taken the following voted "aye": Mayor Warkentien, Council- members Black, McGo~~,~h and Brown, and the following noted "nay": None. Motion carried. Councilmember Black also informed Council that Clerk Administrator Barnes CLERK-ADM. h'as 31 days of unused vacation time and suggested that the Clerk Adminis- UNUSED trator be compensated in some way for this unused vacation time. After VACATION TIM a discussion Councilmember Black moved, seconded by Councilmember McGough, to pay Clerk Administrator Barnes for 1/2 tame for 30 days or $1,20..00, plus 15 days vacation for the ziext throe years. Attorney Kenefick informed Council that the National Conservation Energy Policy Act of 1978 went into effect Noveanber 9, 1978. This Act allocates federal monies to the states on the basis of population. Minnesota will receive $2l~,000,000.00 and it is possible for schools, hospitals and local governments to apply to the State Energy Commission for a grant. CounciLnember McGough moved, seconded by Councilmember Brown, that the Clerk Administrator contact the State Energy Commission and get details on the program. Motion carried unanimously. A request was made by the Park and Playground Development Committee for permission to go door to door to solicit- park funds. Council- member McGough moved, seconded by Councilmember Brown to def er dis- cussion until a later date when Councilmember Steele can be present. Motion carried unanimously. Mayor Warkentien informed Council that Bernie Wold has resigned from the Planning Commission and that a new member must be appointed. Clerk Administrator Barnes informed Council that interest on invest- ments for 1978 amounted to $19, 71~7.3~.. Councilmember McGough explained that the Human Rights Commission, together with Human Rights Commissions from surrounding communities, would like to sponsor a wheelchair basketball game with the handi- capped and all Council members are invited to participate. He also explained that the Human Rights Commission agreed to underwrite part of the cost at an amount not to exceed $150.00. Since the Human Rights Commission budget cannot cover that amount Councilmember McGough suggested that Council assume the liability of the $150.00. Councilmember McGough moved, seconded by Councilmember Black, that the Council underwrite the $150.00 for Falcon Heights share of the cost of the wheelchair basketball game. Motion carried unanimously. Fire Chief Renchin appeared before Council to inform those in attendance that the vendor from whom the ambulance is being purchased will allow $100.00 off the price if one of the Fire Department personnel desire to pick up the ambulance rather than having it delivered. Apparently one fireman is interested in making the trip and Council decided they would not object as long as it does not cost the City at~y money. He also advised that the ambulance would be ready for delivery in approximately ~.5 days. Councilmember McGough moved, seconded by Councilmember Brown, to approve the Minutes of January 21a, 1979 as corrected. Motion carried unanimously.
