Also PRESENT present were Clerk Administrator Barnes, Attorney K enefick and Engineer Lemberg. None. ABSENT Councilmember Brown moved, seconded by CounciLne~nber Steele to CONSENT AGENDA approve the .Consent Agenda as presented. Motion carried unani- mously. 1. Black, who passed away April 9, 1979. Councilmember Steele moved, seconded by Councilmember Brown to approve MINUTES OF. the minutes of March 28, 1979 as corrected. Motion carried unanimously. MARCH 28,1979 Scout Andy Aiken of Troop 150 presented to Council his plans for marking ANDY AIKEN trees in the City Park. Councilmember Steele moved, seconded by Council- TRDOP 158 member Brown, that the City Council accept the proposal submitted by Ta.IDENTIFY Scout Andy Aiken and that the Mayor and Clerk Administrator be authorized PARK .TREES to sign the letter of approval allowing Andy to proceed with his tree identification project, enabling him to work toward his Eagle Scout Badge. Motion carried unanimously. After some discussion Councilmember McGough moved, seconded by Councilrnember Brown, to establish the fire lane in the center lane allowing parking next to the building and along Larpenteur Avenue in the parking lot at Bullseye Golf, 1607 West Larpenteur. Motion carried unanimously. John Labalestra, Lido Caf e, offered to pay for the re-striping of the parking lot and is to make arrar~ ements with Norbert Hermes, owner of the Bullseye Golf building. Engineer Lemberg suggested to Council that the sealcoating project for streets east of Snelling be included as part of the Garden Ave. project in order that a single contract can be awarded. Councilmember Steele moved, seconded by Councilmember McGough that the Garden Avenue project and the seal coating project for 1979 covering the entire area east of Snelling, be included in one con- tract and bids be received as one project, with Garden Avenue being financed by State Aid. Motion carried unanimously. Clerk Administrator Barnes presented to Council the 1978 Financial Report prepared by George M. Hansen Co. After discussing the re- port Councilmember Brown moved, seconded by Mayor Warkentien, that the Financial Report for the City oi" Falcon Heights as of December 31, 1978, as prepared by George M. Hansen Co., be approved and accepted. Motion carried unanimously. ~~ RE50LUTION 79-13 FIRE LANE AT BULLSEYE GOLF PARKING LOT 1607 W. LARD. LIDO CAFE OFFER TO RE-STRIPE PARKING LOT SEALCOATING EAST OF SNELLING TO BE INCLUDED IN GARDEN AVE. CONTRACT 1978 FINANCIAL REPORT APPROVED Mayor Warkentien moved, seconded by Councilmember McGougt}, to HERMES SIGN approve an application from Don Hermes, 1750 W. Larpenteur, for VARIANCE 1750 a sign v~r3.ance, the sign to be 110.8 square feet (both sides) to W. LARPENTEUR be located 6 feet north of the south property line. Motion carried unanimously, Mayor Warkentien moved, seconded by Councilmember McGough, that HERMES CONDITI- , the conditional use sign request for Don Hermes, 1750 W,~Larpenteur ONAL USE REQUEST be approved. Motion carried unanimously. APPROVED Councilmember Steele moved, seconded by Mayor Warkentien to re- imburse Hartvig Holmberg, 1785 N. Pascal, X100.00 for the removal of a dead elm tree which was removed too late to be on the 1978 reimbursement list. Motion carried unanimously. . Mayor Warkentien informed Council that Marian Haug, 1572 Fulham St. and Winston Close, 1588 Fulham, have requested permission to plant !~• to 5~~ boulevard trees, which are larger than those approved by the City. Councilmember Steele moved, seconded by Mayor Warkentien, to authorize the Clerk Administrator to permit tree planting on the boulevards provided the trues are of the ~-pecies so designated for that particular street grid that ttre City reimburse the home- owner for the purchase providing it does not exceed the cost the city would incur in purchasing trees in that particular year. Mayor Warkentien informed Council that he felt Underwood Street on the State Fairgrounds should be made two way rather than one UNDERWOOD ST. way as it is presently. After some discussion Council instructed STATE FAIRGROUNDS Clerk Administrator Barnes to check with the St. Fairgrounds for an opinion on the matter. Clerk Administrator Baines gave a progress report on the work done COMPREHENSIVE for the Comprehensive Plan and advised that Transportation, Parks PLAN UPDATE and Recreation and Housing section have been completed. Councilmember McGough informed Council that he had attended some Planning Commission meetings and had done some investigation and in his opinion a Planner is not necessary and is not required by law. He felt that most of the work is being done by the Planning Commission and staff and can see no reason to pay a Planner. Council agreed to look into the matter and instructed Attorney K enefick to examine the contract with Howard Dahlgren and Associates, Inc., and the law regarding Comprehensive Planning, and report back at the April 17, 1979 meeting. Mayor Warkentien presented to Council a letter from Representative LETTER FROM Ann Wynia regarding a~proposed bill requiring certain documents be REP. Mayor Warkentien moved, seconded by Councilmember Brown to author AMERICAN ASSOC. ize Clerk Administrator Barnes to send $50.00 for a years membership SMALL CITIES in the American Association of Snall Cities. Motion carried unanimously. Mayor Warkentien read a letter from Mayor Nelson of Lauderdale LETTER FROM officiwlly rejecting the City~s proposal for joint policing/ fire/ MAYOR NELSON rescue. It was felt the letter indicated some misunderstanding on LAUDERDALE the part of Lauderdale, consequently Mayor Warkentien will write a letter in reply. Councilmember Brown gave an update on the proposed recreation RECREATION program with Shoreview and informed that the recreation flyer UPDATE. will be delivered the week of April 23, 1979. She also inquired as to whether or pot the City will have a park attendant and in- formed that it might be possible to hire CETA employees for this position, at no cost to the City. Councilmember Steele informed that he felt some concern, regarding the hiring of CETA employees and felt tho position should be made available to Falcon Heights residents. Council requested Attorney Kenefick check into whether or not CETA employees qualify for unemployment compensation and Clerk Administrator Barnes to check with CETA regarding the City making certain stipulations regarding hiring, such as age of applicant. Councilmember drown requested that Councilrnembers have questions ready regarding recreation for the Special City Council Meeting to be held April 17. The Special Meeting ..will be attended by State Representatives nose and Fritz, Superintendent of School District 623, Lloyd Neilsen, and James Klausen, Community Services. 23 Engineer Lemberg reported that he had received another letter from GARDEN AVENUE Elmer Morris, District State Aid Engineer, repeating that the State IMPROVEMENT Highway Department will not approve a 32~ width for Garden Avenue, and suggested sidewalks be included in the report. Hill Brown, representing the Garden Avenue citizens, informed that he had met with the Highway Department and was given little hope that they would change the width, however the citizens group will continue to pursue the subject. Clerk Administrator Barnes infox~ned he had made a survey of the alley between Snelling Dr. and Arona and felt it would not be practical to to make the alley one way to prevent semis from :driving through the alley to Pascal. Councilmember Steele moved, seconded by Councilmember McGough, that the alley between Arona and Pascal north of Larpenteur be posted "No Trucks over 7,000 lbs without a permit'. Motion carried unani- mously. Councilm ember Steele moved, seconded by Councilmember McGough, that the meeting be adjourned at 10:25 p.m. Motion carried unanimously.
