Also PRESENT present were Clerk Administrator Barnes and Engineer Cook. Council- member Steele arrived at 8:l~5. None. ABSENT ~~ Councilmember Brown moved, seconded by Councilmember Black, ~.o CONSENT AGENDA approve the Consent Agenda as presented. Upon a vote being taken the following voted "aye": Mayor Warkentien, CounciLneanbers Black, McGough and Brown, and the following; voted "nay": None. Motion carried. ~1. Liquor Store Financial Report February, 1979 Mayor Warkentien acknowledged the arrival of Bruce Kurtz, Ramsey High School and Kevin Faulds, Kellogg High School, who came to observe the Council Meeting. Fire Chief Jerry Renchin appeared before Council to inform them that FIRE CHIEF Fireman Jim Fuller will go to Orlando, Florida to pick up the new RENCHIN ambulance. He will leave Florida April 10 and should arrive in Falcon AMBULANCE UPDATE Heights on April 111, 1979. The old fire truck will be stored at the State Fairgrounds for a few months in order to make space for the ambulance. Fire Chief Renchin also informed that he received a letter from Ramsey County Community Health advising they will give $3,100.00 for the necessary communication equipment and the order for the equip- ment has already been placed. Chief Renchin requested that Rescue be called first for emergencies, then the Deputy, as was done in the past, as he feels it would shorten the time for Rescue to reach the emergency. Councilmember McGough moved, seconded by Councilmember Brown that the emergency call system revert back to the old policy of dispatching Fire and Rescue first and then the Deputy an that Clerk Administrator Barnes MINUTES 1 REGULAR-CITY COUNCIL MEETING MARCx 'z8, 1979 Page 2 advise Commander Tom Falvey of Ramsey County Sheriff's Office o#' the FIRE & RESCUE change. Upon a vote being taken the following voted "aye": Mayor. (cont.) Warkentien, Councilmembers Black, McGough and 3rown, and the following voted "nay": None. Motion carried. After`some discussion, Mayor Warkentien moved, seconded by Council- FE$S ESTABLISHED member McGough, that beginning May 1, 19'79 the fee for ambulance- FOR AMBULANCE service be $65.00 per person to Ramsey County Hospitals and $7Q00 SERVICE per person to Hennepin County Hospitals. Upon a vote being tal~an' the following voted "aye": Mayor Warkentien, Councilmembers Bl~.ek, ' McGough and Brown, and the following voted "nay": None. Motion carried.' Engineer Cook presented the letter from the State Department of GARDEN AVENUE Transportation regarding the improvement of Garden Avenue. Accord- IMPROVEMENT• ing;ta the letter from Elmer Morris, District State Aid Engineex, ENGINEER COOK they?;xi11 not approve a 32' roadway. Mayor Warkentien moved, seconded by Councilmember McGough, that the Cty~s Consulting Engineer contact Elmer Morris on the morning of Fx~3:da March 30 1979 to •} Y~ , get his final answer after his meeting with Bill Brown and his neighbors, which meeting is to be held pn March:29, 1979, and that if Mr. Morris does not change his mind, we hereby authorize the Engineer to go ahead with the 36' roadwaya ir} order .that plans can be submitted to the Highway Department for final approval. Upon a vote being taken the following voted "aye": klayor Warkentien, CounciLnembers Black, McGough and Brown, and the follow- ing voted "nay": .None. Motion carried. Zhe CQUncil is very concerned over any further delay in this project due to°the possible reflection in the cost. Clerk Administrator Barnes presented to Council the letter from Tqm REQUEST FOR and Karen Jones, 1531 w. Iowa, requesting permission to plant ~ HACKBERRTY TREE Hackberry tree on the: boulevard in front of their home rather than TOM JONES the ash as specified in the City's plans. The Clerk Administraytor 1531 IOWA explained that Councilmember Steele had cared him to advise him of the fact that he would not be in attendance far this discuSe~.on, and he 'wanted it on record that he would-not approve of 'tie Hoek- berry. Councilmember Black moved, seconded by Councilmember McGough, that • since the Tree CommitteQ and Tree Consultants have recommended a planting program which was approved by the Council and that planting program calls for the planting of ash trees on this street (Iowa) and Council does npt care to deviate from that plan. Upon a vote being ..taken the following voted "aye": Mayor Warkentien, Council- members:Black, McGough and Brown, and the following voted "nay~~ None . Motion carried. Clerk Administrator Barnes requested permission to transfer REQUEST TO $20,000;00 from the Municipal Liquor Fund to Sanitary Sewer Fund. TRANSFER $20,000 This would reduce the temporary loan from the Sewer Fund to TO SEWER FUND $20,000.00. Municipal Liquor Fund to Sanitary Sewer Fund for repayment of`tempo- rary loan. Upon a vote being taken the following voted "aye"; Mayor Warkentien, Councilmembers Black, McGough and Brown, and the follow- ing voted "nay": None. Motion carried. C1.erk Administrator Barnes presented to Council the maps and dater he COMPREHENSIVE has completed for Recreation and Transportation for the Comprehensive PLAN Plan. It is hoped that with some help from Metro on the hous~.ng portion of the plan, that perhaps the Planning Consultant wild. not have to work on this. Representative Fritz request~Bd that COMMUNITY SERVI( hp come to a meeting with some of the school people, ie Jim Klassen and Lloyd Neilson and see if some of the questions could be answered, such as how can Falcon Heights plug into the Corrununity Services programs. Clerk Administrator Barnes informed Council that Coffman Street in COFFMAN STREET the University Grove area was posted for a 3 ton maximum load limit, POSTED 3 TON thus prohibiting MTC buses from using that pert of the route. Grove LIMIT residents were concerned so notices were printed explain' the. reason .for the 3 ton maximum, and they were to be distributed. by Mary Waldo of the Grove Association. C~.erk Administrator Barnes informed Cvuncil that tree Boy Scouts DUMP DATES SET' have'requested to have a paper drive in conjunction with the spring dump Councilmember McGough moved, seconded by Mayor Warkentien, that the spring dump dates be set from clay 5 to clay 14, 1979 and that '_baves and garbage be prohibited at the dump. Motion carried unanimously. Councilmember Steele moved, seconded by Mayor Warkentien to reconsider the motion moved by CounciLrremt~czr Stecaca and seconded by Mayor Warkentien at the March 11~, 1979 meeting, banning park- ing on the east side of Arona from the alley to Larpenteur. Motion carried unanimously. It was suggested that Council and Clerk Administrator Barnes conduct a survey of business and residents to determine what action should be taken in this matter.
