HomeMy WebLinkAboutCCMin_79May9 1 MINUTES REGULAR CITY COUNCIL MEETING r~AY 9, 1979 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmembers McGough, Kurpiewski, Steele and Brown. Also present were Clerk Administratox• Barnes, Attorney Kenefick and Engineer Lemberg. None. Councilmember Brown moved, seconded by Councilmember i~cGough that the Consent Agenda be approved as presented. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmernbers McGough, Kurpiewski and i3rotim, and the following voted "nay": None. Council- member Steele abstained. Planning Commission Minutes of Inlay 7, 1979 John Labalestra, a member of the Job Corps Ad Hoc Committee, presented to Council an update on +.,he Job Corps situation. rir. Labalestra. feels the committee is helpful and will give citizen input if the Job Corps is located on the Both el College site. Council.rnesnber Brown moved, seconded by Councilmember Kurpiewski, that the Minutes of April 17, 1979 we approved as presented. Motion carried unanimously. Councilmernbor McGough presented a request .for variance from Laverne I. Olsen, 1784 N. Pascal to construct a garage 2 f eet from the property line, and a request for variance from I~.ichard Sheehy, 1790 N. Pascal, to con- struct a garage 1 foot from the property lino. 't'hese two residents shared a cornrnon garage and this winter the heavy snow load caused the roof to collapse. Rather than share a garage, each homeowner wishes to build his own garage and the variance are needed for this purpos©. The Planning Commission recommended apprc.val of both variances. JOB CORPS... Blumentritt, 1881 N. Pascal, Maureen Willard, 1899 N. TNEE PLANTING Pascal and John C. Roth, 1891 N. Pascal requested that Council exclude DISCUSSION them from the tree planting program, as they felt their lots were sufficiently landscaped. After some discussion Mayor Warkentien moved, seconded by Councilmember Steele that Clerk Administrator Barnes be authorized not to stake for a tree when the homeowner objects to it and there has been no tree on the boulevard previously, and that residents who object to the planting of a replacement tree must appeal to Council. Motion carried unanimously. Mayor Warkentien informed that Mrs. C. Clayton Limznerman, 1.63 W. Larpenteur, requested a tree be planted on the boulevard in front of her home, but Ramsey County will not allow boulevard trees on Larperrteur Ave.,which is a County road. Councilmember NTcGough moved, seconded by Councilmernber Kurpiewski, to authorize the Clerk Administrator to permit Mrs. Zinunerrnan to purchase 2 flowering crab trees for her yard, if she desires, and the City will reimburse her for the average cost to the City. Motion carried un- animously. Mayor Warkentien requested that Council approve the appointment of James JAMES BOUR~UIN Bourquin, 2129 W. Larpenteur, to the Planning Commission, as a replacement 2129 W. LARD. for Bernadine Wold. Councilmernber McGough moved, seconded by Council- APPOINTED TO member Brown that Mayor Ydarkentien's appointment of James Bourquin be PLANNING approved. Motion carried unanimously. COMMISSION Councilmember McGough pr~esonted a letter from Ramsey County Engineer regarding the Ramsey County Board's Resolution 79-1~Ii.~., providing for installation of the Opticom System on some intersections on County roads. Attorney Kenefick informed he had been in contact with Rat-~msey County regarding the costs of the Opticom =installation. If Opticom is in- stalled the County will. pay for installation and the municipality will be responsible for (1) Maintenance once the Opticom is installed, (2) cost of electricity to operate the sig~rals and cost of az~y electrical connections, and (3) cost of emitters to be placed in the emergency vehicles. There was discussion regarding the possibility of an Opticom being installed at Larponteur and Snelling intersection. Motion carried. Mayor Warkentien requested approval of John i~.. Menz as Volunteer Fire- JOHN R. MENZ man. Councilmember McGough moved, seconded by Mayor Warkentien, that VOLUNTEER the application of John R. Menz for Volunteer Fireman in the City of FIREMAN Falcon Heights, be accepted. Motion carried unanimously. Councilmember Steele moved, seconded by Councilmember McGough, that the MASTER GAS application for Master Gas Installers License #351, Central Air Condi- INSTALLERS tinning and Heating, 1971 Seneca Road, Eagan, Mn., be approved. Motion LICENSE #351 carried unanimously. Attorney Kenefick informed Council regarding a totter from Samuel Koritz, FIRE LANE attorney for Norbert Hermes, in regard to the Fire Lane (Bullseye) 1601 1601 W. LARP. W, Larpenteur. He explained that the letter is merely a request that the BULLSEYE City reconsider the changing of the location of the Fire Lane. Councilmember McGough moved, seconded by Councilmernber Brown, to authorize Clerk Administrator Barnes to send a letter to Mr. Norbert Hermes.. giving him until June 11, 1979 to restripe and provide proper signing in the Bullseye Parking Lot, in accordance with Resolution 79- l3 or the City will then have the restriping and signing done and assess Mr. Hermes. Motion carried unanimously. Motion carried unanimously, FIRE DEPART- MENT ELECTION AND APPOINT- MENTS Councilmember IJIcGough moved, seconded by Councilmernber Steele, that Assistant Chiefs Bianchi and .Lindig b© appointed for a 3 year term, Captains Pantzar and Dowdell be appointed for a 1 year term, and Lieutenants Holmgren and Schauf'fert be appointed for a 1 yoar term. Motion carried unanimously. Mayor 4arkentien moved, seconded by Councilmember Kurpiewski, that Clerk BAD CHECKS Adrnin:istrator Barnes be authorized to draw off bad checks for the Liquor DRAWN OFF Store from January 22, 1971 throt~;h October 1l~, 1978 as uncollectible, in LIQUOR STORE the amount of X333.05• Motion carried unanimously. MINUTES REGULAR CITY COUNCIL MF,ETING MAY 9, 1979 Page 4 33 Councilmember Kurpiewski informed Council that K and K.Hardware had DEBRIS IN registered a complaint regarding debris (bottles-beer cans) in the alley ALLEY AND and Flameburger parking lot at 1533 W. Larpenteur. FLAMEBURGER PARKING LOT Councilmember Steele moved, seconded by Councilmember Y.urpiewski, to authorize Clerk Administrator Barnes to write the Flameburger owner requesting that they more carefully police their parking area on a daily basis and that it will be inspected periodically and thath if in the opinion of the City Council, the area is not kept clear of refuse then there would be punitive ~ action taken, which would be iri the form of the issuance of a citation. Motion carried unanimously. Michelle Foster and Pat Dady of Rauenhorst Corp., presented to Council MICHELLE the site plan and landscaping plan for the Hewlett Packard office FOSTER AND building to be built at 2025 1J. Larpenteur, and asked Council's approval. PAT DADY, RAUEPIHORST: Pat Dady, Project Manager, Rauer~k~orst Corp., explained to Council the CORP.-HEWLETT- drainage plan for the Hewlett Packard site. He informed that the plan PACKARD is to construct an underground rock basin which would allow the water BUILDING to percolate down through the ground. There will be a system of roof drains which will be piped into a storm sewer system, which will run into the underground rock basin. Water from the buildings and parking lots will go into the strom drainage system thus handling the run off water on the site rather than running into Larpenteur Avenue or the neighbor's property. The system would also make it simple to connect to a storm sewer if one is ever constructed. Engineor Lemberg approved of the plan, but requested that the holding tank ENGINEER b© cleaned out once or twice a year and that the system be monitored LEM$ERG periodically. Rauenhorst Corporation, with Council's approval, will have a drawing made showing the proposed berm and fence in proportion to the homes and a copy will be sent to each homeowner affected, together with an envelope addressed to the City of Falcon Heights and a request for comments from the neighbors. Councilmember NtcGough requested the letter be sent re- gistered mail. Mayor Warkentien moved, seconded by Councilmember K urpiewski, to permit Ra.uenhorst Corp. to grade the Hewlett Packard property as presented to Council. Motion carried unanimously. RESOLUTION 79-1lt RESOLUTION 79 -].1~ A RESOLUTION F?I;LATING TO PARKING RESTRICTIONS ON GARDEN AVENUE FROM PASCAL STREET ~ NORTH SNELLING AVENUE (RESTRICTING PARKING ON THE NORTH SIDE OF GARDEN AVENUE) Councilmember McGough moved, seconded by Councilmember Brown to approve Resolution 79-11~, restricting parking on the north side of Garden Ave. from Pascal Strut to N. Snelling Avenue. Motion carried unanimously. MINUTES REGULAR CITY COUNCIL r~ETING MAY 9, 1919 Page Engineer Lemberg informed Council that the plans for the Garden Avenue Improvement and the proposed sealcoating for the area oast of Snelling Avenue, are now at the office of the State Department of Transportation for approval. Engineer Lemberg also reported he has received from Ramsey County, the preliminary plans for upgrading Roselawn Avenue-from Fairview to Cleveland. He presented to Council a written report on Municipal State Aid street funding . Mayor Warkontien noted a letter of thanks from Paul Ciernia, Human Rights Chairman, regarding the wheel chair basketball game. CounciLnember Steele moved, seconded by Councilmember Brown, that Mark Stennis be hired as Tree Inspector-Dutch E]m Disease, at $9.00 per hour as recommended by Dr. Dav_i.d French, City Horticulturist. Dahlgren TO HOWARD indicated that the ]_otter was apt to be detrimental to his business and DAHLGREN ASSOC~ could hurt him serious]_y. He requested that Council consider writing another letter rescinding the first letter . Councilrnember McGough moved, seconded by Mayor Warkontien, that Clerk Administrator Barnes be authorized to write another letter rescinding the lettor dismissing Howard Dahlgron Associates, Inc. and informing that Council wishes to terminate the contract as of the date stipulated in the original letter and ask Howard Dahlgren Associates, Inc. to bill the City for work completed at that time. Motion carried unanimously. Councilmember Brown informed Council that the Recreation Advisory Commi- JEANNE SAARI ttee inter^,riewed Jeanne Saari as a prospective Park Attendant and Soccer HIRED AS PARK Coach, and recommended her employment-at $5.00 per hour. Councilmember ATTENDANT AND Brown also requested that the Recreation Budget be increased by $500.00 SOCCER COACH- to cover the cost of Summer Recreation employees. RECREATION BUDGET IN- Councilmember Brown moved, seconded by Councilmember Steele, that Jeanne CREASED BY Saari be employed as summer Park Attendant and Soccer Coach at $5.00 per $500.00 hour and that $500.00 be transferred from the Treasurer's Cash Balance to the Recreation Budget. Motion carried unanimously. Councilmember Steele informed Gouncil he has had complaints regarding 2 LIGHTS TO the lack of street lights on Fairview Avenue and requested that at least BE TURNED ON 2 of the ~. ligh is be turned on. He had surveyed the street after dark ON FAIRVIEW and felt it to be dangerous. AVENUE Councilmember Steele moved, seconded by Couneilmember McGough, that 2 of the !~ street lights (every other one) on Fairview Avenue be turned on. Motion carried unanimously. Clerk Administrator Barnes explained that the University Grove area MINUTES REGULAR. CITY COUNCIL MEETING MAY 9, 1979 Page 6 has been having problems with street lights being on at,a11 times or off at all times. Since the lighting system is a private system the City is responsible for repairing the relay box which is not functioning properly. Mayor Warkentien moved, seconded by Councilmember Kurpiewski, to authorize the Clerk Administrator to order repair of the relay in the University Grov© street lighting system. Motion carried unanimously. Mayor Warkentien read a letter of. resignation from James I. Lammers, Plannir~ Commission Chairman. Councilmember Steele moved, seconded by Councilmembe.r McGough to accept T''Lr. Lammers resignation. Motion carried unanimously. Mayor Warkentien requested Council to approve the appointment of Alan ALAN STEFANSOr Stefanson, 1810 Holton, to the Planning Commission to replace Mr. Lammers. 1810 HOLTON Councilmarnber McGough moved, seconded by Councilmember Steele to approve APPOINTED TO the appointment of Aa_an Stei'anson to tha Planning Commission. RESIGNS Mayor Warkentien read the resolution passed by the Ramsey County Board of Commissioners recognizing the many accomplishments of Bill Black. 1 Councilmember I~.cGou~;h moved, seconded by Mayor Warkentien, to extend the meeting to 11:1>. Mayor Warkentien informed Council that Liquor Store Manager, George Willkom, will be working only l5 hours per week,.. due to health problems and that the Liquor More is advertising for another employee.
