HomeMy WebLinkAboutCCMin_79Jun13MINUTES 4 REGULAR CITY COUNCIL MEETING JUNE 13, 1979 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmembers McGough, Kurpiewski, Steele and Brown. PRESENT Also present was Clerk Administrator Barnes. None. ABSENT Councilmember Steele moved, seconded by Councilmember Brown to accept CONSENT AGENDA the Consent Agenda with the Planning Commission Minutes deleted. •Upon a vote being taken the following voted "aye": Mayor Warkentien, Council- members McGough, Kurpiewski, Steele and Brown, and the following voted "nay": __ None. L arpenteur falcon Heights, ~T 55113 Fred Kueppers, attorney for Norbert I?ermes, appeared before Council requesting that Council postpone any further ~._tion on the Bullseye Golf Parking Lot restriping until the next Council Meeting. Council- member Steele moved, seconded by Councilmember McGough that action on. the Bullseye Parking Lot restriping be delayed until the next meeting in order to give Mr. Kueppers time to investigate the matter further. Motion carried unanimously. 4~ BULLSEYE PARKING LOT ACTION DELAYED Donald Grittner of the Human Rights Commission addressed Council con- HUMAN RIGHTS TO cerning the crime prevention information flyer prepared by the Har:un DISTRIBUTE CRIME Rights Commission, which the Commission intends to deliver door to door.PREVENTION T",YER He explained that the printing of the flyers will be $100.00, which is $50.00 over the Human Rights Commission printing budget, and requested that Council approve the expenditure of the additional $50.00. Council- member Steele moved, seconded by Councilmember Brown that the Human Rights Commission be allowed to expend $100.00 for flyers to be delivered door to door in Falcon Heights. Motion carried unanimously. Councilmember Brown moved, seconded by Councilmember McGough that the MINUTES OF minutes of May 23, 1979 be approved as presented. Upon a vote being MAY 23, 1979 taken the following voted'~.ye": Mayor Warkent°.^., Councilmembers McGough, Kurpiewski and Brown and the following voted "nay": None. Councilmember Steele abstained. Motion carried. MINUTES REGULAR CITY COUNCIL MEETING JUNE 13, 1979 Page 5 Clerk Administrator Barnes requested permission to have a dumpster DUMPSTER TO BE placed in Falcon Woods Park to alleviate the necessity of hauling trash PLACED IN FALCON from the Park to the dumpster at City Ha11. Mayor Warkentien moved, WOODS PARK seconded. by Councilmember Kurpiewski, that Clerlt Administrator Barnes be authori~.ed to have a dumpster placed in Falcon `goods Park on a trial basis, the dumpster to '.,e placed in an inconspicuous place and left unlocked. ~Sotion carried unanimously. Clerk Administrator Barnes reported to Council that Roc-A-Fellas, in DRINKING IN the Cohen Stropping Center, and the Sheriff's Department have requested PARKING LOTS an ordinance to control drinking in private commercial parking lots. The Clerk Administrator. was directed to request a sample ordinance from th:~ NSinnesota Lea~?ue of Cities ^.nd bring the information to the next Council Meeting. Councilmember McGough moved, seconded by Councilmember Brown, that the next regular City Council :Meeting to be held Wednesday, June 27, 1979, be changed to Tuesda`~, June 26, 1979, as the Recre~.tion Committee's Ice Dream Social in the Falcon Woods Park is to be held the evening of the 27th. Upon a vote. being taken the following voted "aye": Mayor Warkentien, Counci]_member.s McGough, Kurpiewski and Brown,and. the following voted "nay": Councilmember Steele. Motion carried. JUNE 27th MEETING CHAIG~D TO JUNE 26th Councilmember Kurpiewski suggested the Dog and Animal Control Ordinance ANIMAL CONTROL be updated. After some discussion Councilmember Kurpiewski moved, ORDINANCE TO BE seconded by Mayor Warkentien, to authorize Clerk Administrator Barnes UPDATED to prepare an Animal Control Ordinc.~~e which would include the necessity of the owner cleaning up any o{ the feces of the animal and disposing of them in a sanitary manner on their own property. Councilmember Steele op^~-_~>d a discussion rel,arding the semi-retirement of George. Willlcom,Liquor Store Manager, and requested the Mayor to review the recent developments as to George Willkom's semi-retirement Mayor Warkentien informed that a supervisor ias been hired to start July 1, 1979. George Willkanhas requested that he be allowed to work 15 to 20 hours per week and to maintain full sick leave and vacation. Mayor Warkentien recommended that this request be granted.. Councilmember Steele informed Council that he is totally suppor_ive of George T~~illkom and feels that he has done_an excellent job as Liquor Store Manager. He also stated he had been informed that there is an employee of the Liquor Store who would have been interested in the position which has been offered to another and questioned whether or not that employee had been offered the position. Drawing from experience of h'_.~ own employer, Councilmember Steele presented Council with the following infor.:;a.tion: LIQUOR STORE MANAGEMENT DISCUSSION When an employee works part time the benefits are scalec down accordingly and suggested the Council consider contracting George Willkom for his services if_ needed. With a legal contract he would become a consultant or self employed, and the contract could stipulate hours, etc. The consultant sets '-h.e rate which he will charge. It then terminates all obligations that the City may have to that employee. Under this arrangement the City's liability is also terminated and the advantages to the em- ployee ar_e many,in most cases. Counc_`.'..member McGough offered to check into plans and the cost of such a structure. Councilmember Brown informed Council that arrangements for the Ice Cream ICE CREAM SOCIAL Social to be held June 27, 1979 are well under way. There will I:•e UPDATE-LIVE BA'~'.D activities for children in the afternoon and the Beep Ball team will TO BE HIRED play a sighted team during the evening. It was suggested that a live band be hired for dancing on the old tennis courts. Councilmember Brown moved, seconded by Councilmember Kurpiewski, to authorize the employment of a live band at the cost of approxim`_tely $200.00, the amount to be , taken from the Treasurer's Cash Balance. Motion carried unan-?_~nously. Clerk Administrator Barnes requested authorization to buy a used USED GRAPHOTYPE Graphotype at a cost of $675.00. This machine would allow addresso- MACHINE TO BE graph plates to be changed in the City Office rather than sending PURCHASED FOR them downtown where the changes cost apprr•-~i:nately 90G each. Mayor CITY OFFICE Warkentien moved, seconded by Councilmember Kurpiewski, that the Clerk Administrator be authorized to purchase a used Graphotype machine at a cost of $675.00, to be purchased with funds from the Sanitary Sewer Fund. Motion carried unanimously. Councilmember Kurpiewski suggested that the Mayor or Clerk Adminstator NEW SIGNS FOR contact the Governor requesting a Falcon Heights Recognition FALCON HEIGHTS Day during the Minnesota State Fair. There was also discussion re- CITY LIMITS garding the signs at the Falcon Heights City limits. Councilmember Steele moved, seconded by Councilmember Kurpiewski, to change the signs on the principal streets entering the City of Falcon Heights to incorporate the fact that the City is the home of the Minnesota State Fair and the University of Minnesota Institute of Agriculture. Motion carried unanimously. Clerk Administrator Barnes presented Council a letter from the Ramsey SHERIFF'S DEPT. County Sheriff's Department informing that the 20~ per mile charged PROPOSED COST to contractual cities is not sufficient at today's gasoline prices, INCREASES and that effective zly 1, 1979 the cost per mile will be 23~. He also received a letter {,- -, the Sherif_f's Department advising that the Department anticipates adding additional employees to the staff raising the total to 15, and want contractual cities to cover the cost in excess of ~ employees. !~'ouncil directec the Clerk Admini- strator to read the City`s contract with the Ramsey County Sheriff's Department and contact the Sheriff's Department for more information. Clerk Administrator Barnes reported that of the 245 trees ordered for 1979 TREE PLANT- 1979, 12.9 were planted on boulevards; 53 planted in the park for a ING ::':~"ART total of 1~~2. plantec'. and two are missing, leaving 61 remaining. Councilmember Steele requested further information from Ramsey County BREAK-IN Sheriff's Department regarding break-~_ns in Falcon Heights. INFORMATION MINUTES (~ "~ REGULnR CITY COUNCIL MEETING JUNE 13, 1979 Page 7 Mayor Warkentien informed Council that is it possible to advertise l~DVERTISING in the magazine published by the North Suburban Chamber of Commerce. FOR LIQUOR STORE Councilmember Steele moved, seconded by Councilmember McCough, that the Mayor check into the possibility of reserving a 1/6 page advertise- ment for the Municipal Licuor Store.
