HomeMy WebLinkAboutCCMin_79Aug22MINUTES ~ 3 REGULAR CITY COUNCIL MEETING AUGUST 22, 1979 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmembers Steele, McGough, Brown and Stone. PRESENT Also present was Clerk Administrator Barnes and Engineer Lemberg. None. ABSENT Councilmember McGough moved, seconded by Councilmember Steele to approve CONSENT AGENDA the Consent Agenda as presented. Motion carried unanimously. APPROVED 1. Woodbury, MN Councilmember McGough moved, seconded by Councilmember Steele that the MINUTES OF Minutes of August 8, 1979 be approved as presented. Upon a vote being AUGUST 8, 1979 taken the following voted "aye": Mayor Warkentien, Councilmembers Steele APPROVED McGough and Stone, and the following voted "nay": None. Councilmember Brown abstained. Motion carried. MINUTES REGULAR CITY COUNCIL MEETING AUGUST 22, 1979 PAGE 2 7~~ Engineer Lemberg presented to Council a Five Year Street Improve- FIVE YEAR ment Plan and asked Council to review the plan for discussion at STREET IMPROVE- a later date. He also provided copies of the plan for the Planning MENT PLAN Commission. Mayor Warkentien presented for Council's consideration a variance CONDITIONAL USE and conditional use request from Paul Ciernia, 1868 Holton, to erect AND VARIANCE a utility shed. Councilmember Stone moved, seconded by Councilmember PAUL~:CIERNIA McGough that the variance and conditional use be granted. Motion 1868 HOLTON carried unanimously. Lawrence Sieberlich, representing Bob Moder, presented proposed PLANS FOR ~~ plans for an eleven unit condominium which would be built oii Mr. CONDOMINIUM Moder's property at 2061 W. Larpenteur. Councilmember Steele 2061 LARPENTEUR moved, seconded by Councilmember McGough, that the matter be re- REFERRED TO ferred to the Planning Commission. Motion carried unanimously. PLANNING COMM. Mayor Warkentien read a request from residents of Tatum Street requesting "no parking" on the. cast side of Tatum as far north as 1795 Tatum. Councilmember McGough moved, seconded by Mayor Warkentien, that some of the residents of Tatum Street be requested to attend the September 12, 1979 Council Meeting to discuss the matter. Motion carried unanimously. REQUEST FOR NO PARKING ON EAST SIDE OF TATUM DEFERRED TO SEPT. 12 Engineer Lemberg informed Council that it will be necessary to re- RELOCATION OF locate the Roselawn Avenue water main (Fairview to Cleveland) due WATER MAIN to the fact that during reconstruction of Roselawn the road will ROSELAWN AVENUE be lowered considerably to provide better drainage for the homes along Roselawn Avenue. The Water Department has given 3 options for the relocation of the water main as follows: 1. Adjust water main, service connections and hydrants (all work by the Water Utility) $30,350.00 2. Adjust water main, service connections and hydrants (pipe- work by the Water Utility, excavation, backfilling and pipe handling equipment by County contractor) $10,555.00 3. Adjust water main, service connections and hydrants (all work by County contractor, including pressure and electrical testing, inspection by the Water Utility) Inspection costs $2,000.00 Engineer Lemberg recommended that the change be made by the County contractor as part of the street project in order that the cost will be covered by State Aid Funds. Councilmember McGough moved, seconded by Mayor Warkentien, that Option ~~3 be implemented, the work being done by the County con- tractor, with inspection by the Water Utility, with the stipulation that the contractor pay for the inspection, thus including it in the State Aid Contract. Motion carried unanimously. MINUTES REGULAR CITY COUNCIL MEETING AUGUST 22, 1979 PAGE 3 Clerk Administrator Barnes reported on several collection agencies contacted regarding collection of past due rescue service bills. Councilmember Steele inquired whether or not the medical collection agencies would be able to collect for the Liquor Store and felt that the City should not limit the collections to only medical. Mayor Warkentien moved, seconded by Councilmember McGough, that the Clerk Administrator be authorized to work out plans for a collection agency for both Rescue Service and the Liquor Store. Motion carried unani- mously. -~ COLLECTION AGENCY FOR RESCUE SERVICE AND LIQUOR STORE Clerk Administrator Barnes informed that he had checked on the fines STATE FAIR for citations on the Fairgrounds during the State Fair. During the CITATIONS fair (and the week before and after) the fines collected go to the Attorney General's Office, and after costs are deducted, the State Fair receives the remainder. Councilmember McGough reported on the "Task Force on Levy Limits attended by he and Clerk Administrator Barnes in Alexanderia, Minnesota on August 16 and 17, 1979. He informed that after the work session, three committees were set up as follows: (1) Data and Technical Committee, comprised of .E?inance Directors, (2) Presentation Committee, comprised of City Managers, and (3) Steering Committee, comprised of Elected Officials, which will be making pre- sentations to communities throughout the State of Minnesota. Mayor Warkentien informed Council that the North Suburban Youth Service Bureau is applying for State Youth Intervention Grant Funds for 1980. One of the grant requirements is that a letter of end- orsement be submitted from cities served by the Youth Service Bureau. Mayor Warkentien moved, seconded by Councilmember Brown, to authorize Mayor Warkentien and Clerk Administrator Barnes to write a letter to the Crime Control Planning Board endorsing the application for the grant and urging them to act favorably on the request. Upon a vote being taken the following voted "aye": Mayor Warkentien, Council- members Steele, McGough and Brown, and the following voted °tnay": None. Councilmember Stone abstained. Motion carried. LEVY LIMITS TASK FORCE REPORT NORTH SUBURBAN YOUTH SERVICE BUREAU Clerk Administrator Barnes presented to Council a request from the GTA TO PARK 10 Grain Terminal Association to park 10 cars in the City parking lot for CARS ON CITY the duration of the State Fair. Councilmember McGough moved, seconded LOT DURING FAIR by Mayor Warkentien that the request be granted. Motion carried unani- mously. Mayor Warkentien presented to Council a petitionfrom residents on NO PARKING ON Arona requesting "no parking" on one side of Arona during the State WATER SIDE OF Fair. Councilmember Steele brought up for discussion the posting STREETS NORTH of streets north of Larpenteur on the water side of the streets and OF LARPENTEUR questioned why the staff had not put up "no parking" during the DURING FAIR Fair in this area, as has been done the past 3 years. Clerk Administrator Barnes felt that there was no parking problems north of Larpenteur other than a few days during the Fair. Council preferred the posting be done north of Larpenteur to Roselawn. Councilmember Steele moved, seconded by Councilmember McGough that "no parking" signs be posted on the water side of the streets, north MINUTES REGULAR CITY COUNCIL MEETING AUGUST 22, 1979 PAGE 4 of Larpenteur to Roselawn, during the State Fair. Motion carried unanimously. Craig Schauffert, a member of the Falcon Heights Fire Department and OLD FIRE TRUCK Rescue, informed Council that the Fire Department has been offered TO BE SOLD FOR $1,500.00 for the old fire truck and asked authorization to complete $1,500.00 the sale. Councilmember McGough moved, seconded by Councilmember ,Steele, that Clerk Administrator Barnes prepare the necessary paper- work for Craig Schauffert to complete the sale of the old fire truck at a price of $1,500.00. Motion carried unanimously. Councilmember McGough opened for discussion the subject of obtaining GRANT ASSISTANCE further information from International Systems, Inc., a grant assist- FIRM TO BE ante firm. Councilmember McGough moved, seconded by Councilmember CONTACTED Steele that Clerk Administrator Barnes be authorized to contact International Systems, Inc., Atlanta, Georgia, requesting they send a representive to attend a future Council Meeting to present their program and answer questions. Motion carried unanimously. Clerk Administrator Barnes informed he had checked into the cost of BIDS TO BE a new pickup for the City. Council authorized that he draw up OBTAINED ON specifications and obtain signed bids for both 1979 and 1980 models NEW PICKUP and present them for Council's consideration. Council discussed the problem of dogs running loose in the City and ANIMAL CONTROL how the situation can be corrected. Clerk Administrator Barnes was TO PATROL FIRST requested to contact MAPSI (animal control) and arrange for them to WEEK OF SCHOOL °~ patrol the first week of school (September 4-7) from 7 to 9 a.m., the area bordered by Larpenteur, Hamline, Snelling and Roselawn. Clerk Administrator Barnes presented a preliminary introduction to the 1980 budget which will be discussed at a future meeting. Councilmember Steele moved, seconded by Councilmember McGough, that SEPTEMBER 12, the Regular City Council Meeting scheduled for September 12, 1979, 1979 MEETING be held at 6:00 p.m. in order that there will be ample time to work TO BE HELD AT on the budget for 1980. Motion carried unanimously. 6:00 P.M.
