Also PRESENT present were Clerk Administrator Barnes, Attorney Kenefick and Engineer Lemberg. None. ABSENT Councilmember McGough moved, seconded by Councilmember Stone to approve CONSENT AGENDA the Consent Agenda as presented. Motion carried unanimously. Motion carried unanimously. AUGUST 22, 1979 Councilmember McGough moved, seconded by Councilmember Stone to approve MINUTES OF the Minutes of September 12, 1979 as corrected. Motion carried unani- SEPTEMBER 12 mously. 1979 Councilmember McGough, moved seconded by Councilmember Brown to approve MINUTES OF the Minutes of the Special Meeting of September 17, 1979 as presented. SPECIAL MEETING Motion carried unanimously. SEPTEMBER 17, 1979 MINUTES REGULAR CITY COUNCIL MEE'PING SEPTEMBER 26, 1979 PAGE 2 Councilmember McGough moved, seconded by Mayor Warkentien, that RESOLUTION 79-21 the following Resolution be adopted: A RESOLUTION LEVYING SPECIAL ASSESSMENTS FOR DELINQUENT SANITARY SEWER RENTAL CHARGES Motion carried unanimously. Council viewed a proposed birthday greeting to be published in the BIRTHDAY GREETING St. Paul Dispatch-Pioneer Press recognizing the City of St. Paul's HONORING ST. PAUL': 125th year. Councilmember Steele moved, seconded by Councilmember 125TH YEAR TO BE McGough to authorize the expenditure of $258.35 to publish the PUBLISHED greeting. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Steele, McGough and Brown, and the follow- ing voted "nay": Councilmember Stone. Motion carried. Councilmember McGough moved, seconded by Councilmember Steele, to GEORGE M. HANSEN authorize the George M. Hansen Co. to begin the 1979 audit at a CO. TO DO 1979 cost between $4,500.00 and $4,800.00, with a possible adjustment AUDIT if less time is spent. Motion carried unanimously. Council discussed the subject of towing illegally parked vehicles during the State Fair. Dissatisfaction was expressed regarding the Ramsey County Sheriff's Department refusing to tow illegaly parked vehicles during the 1979 Fair. Council authorized Clerk Administrator Barnes to write Ramsey County Sheriff Zacharias in- dicating displeasure with the way the towing was handled during the 1979 Fair and asking that the City's requests be honored in the future. Engineer Lemberg informed Council that he has studied plans for the proposed condominium at 2061 W. Larpenteur and although the plans seem to be within the ordinance he feels the structure should not be built on that site due to the small size of the property. He also stated he felt that the building would be inappropriate in that area which is zoned commercial at this time. Council requested that Clerk Administrator Barnes invite Bob Moder and his architect, Lawrence Sieberlich, to attend the next Council Meeting for further discussion. Engineer Lemberg gave an update on the Garden Avenue construction and the sealcoating project east of Snelling. Engineer Lemberg suggested that the gravel swept from the seal- coating be stockpiled for use in next year's sealcoating. Clerk Administrator Barnes will contact the Fairgrounds to request permission to stockpile in the north parking lot. Mayor Warkentien read a letter from W<irnei: Cable Corporation offering to meet with Council to discuss Cable '1V. Attorney henefick suggested that he ask Iron Abrahams from the Briggs and Morgan. firm to attend a Council Meeting to explain Cable TV. Council authorized Attorney Kenefick to make the arrangements STATE FAIR TOWING DISCUSSION BOB MODER TO BE INVITED TO OCT. 10, 1979 MEETING ENGINEER LEMBERG CABLE TV TO BE DISCUSSED ~- S J 1 MINUTES REGULAR CITY COUNCIL MEETING SEPTEMBER 26, 1979 PAGE 3 Clerk Administrator Barnes inquired as to what is to be done with WARMING HOUSE the warming house at Falcon Heights Elementary School. Council FALCON HEIGHTS authorized the Clerk Administrator to contact the Principal of the ELEMENTARY SCHOOL school and inquire if the school would be interested in buying the FOR SALE building for $1,000.00. Clerk Administrator Barnes presented to Council the proposed 1980 1980 BUDGET Budget for discussion. DISCUSSION Councilmember McGough suggested that an additional $5,000.00 be ;~ added to the Planning Commission Budget to cover the cost of the Comprehensive Plan bringing that total to $10,300.00. Council agreed to the increase. Clerk Administrator Barnes requested an addiion of $5,700 to the Municipal Building Budget in order to purchase a storage building in which to store equipment which stands outside at the present time. Councilmember Steele moved, seconded by Mayor Warkentien, that STORAGE BUILDING the Municipal Building Budget be increased $5,700.00 and that TO BE BUILT NEAR Clerk Administrator Barnes be authorized to purchase the storage MUNICIPAL BUILDING building. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Steele, McGough and Brown, and the following voted "nay": Councilmember Stone. Motion carried. Clerk Administrator Barnes informed Council that a motion would be necessary to increase the City employee mileage allowance from 15fi to 20~ per mile as requested by Fire Chief Renchin. Council- member Steele moved, seconded by Councilmember McGough that the mileage allowance for City officials and employees be increased from 15~ to 20~ per mile. Motion carried unanimously. Council reviewed the 1980 Budget as had been proposed at the September 17, 1979 and September 12, 1979 meetings and made the two adjustments, one in the Planning Commission Account and in the Municipal Building Account. Mayor Warkentien moved, seconded by Councilmember Stone to adopt the Budget for 1980 at $547,722, which includes Sinking Fund. Upon a vote being taken the following voted "aye": Mayor Warkentien and Councilmember Stone, and the following voted "nay": Councilmembers Steele, McGough and Brown. Motion failed. Council discussed levying to the maximum levy limit and putting the excess funds in the Contingency Fund. MILEAGE ALLOWANCE INCREASED FROM 15~ TO 20C Councilmember McGough moved, seconded by Councilmember Brown, to adopt the 1980 Budget in the amount of $570 876, which includes sinking funds, and that the excess of $11,118 be added to the Contingency Fund. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Steele, McGough and Brown, and the following voted "nay": Councilmember Stone. Motion carried. 1980 BUDGET ADOPTED ~~~'~- Z ~Gl_Z MINUTES `~ REGULAR CITY COUNCIL MEETING SEP'1'EMBEK 26, 1979 PAGE 4 Councilmember Steele informed Council that he feels the Clerk PART TIME SEWER Administrator should not be repsonsible for various duties that MAINTENANCE MAN ordinarily fall under the Maintenance Department. After some TO BE HIRED discussion Councilmember Steele moved, seconded by Mayor Warkentien, that a part time sewer maintenance man be hired at a maximum salary of $6,000, that amount to be charged to the Sanitary Sewer Fund. Councilmember Steele stated that he believes Council Members should CGUNCIL:SALARIES receive some compensation for time spent at meetings other than TO BE INCREASED regular council meetings. After a discussion Councilmember McGough 10% moved, seconded by Councilmember Steele, that Council salaries :~ be increased by 10% per month, and that the Clerk Administrator be authorized to publish Ordinance 167. ORDINANCE N0. 167 ORDINANCE 167 AN ORDINANCE FIXING THE SALARIES OF THE MAYOR AND COUNCILMEMBERS OF THE CITY COUNCIL TO THE CITY OF FALCON HEIGHTS AND REPEALING ORDINANCES 130 AND 143. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Steele, McGough and Brown, and the following voted "nay": None. Councilmember Stone abstained. Motion carried. Mayor Warkentien reported on the open house at the new Senior NEW SENIOR CITIZEN Citizens Center at Lake Owasso School. The open house was very CENTER OPENED successful and Mayor Warkentien commended Councilmember Brown and Falcon Heights resident, Art Lindig, for their work on the project.
