HomeMy WebLinkAboutCCMin_79Dec13_Special L_ MINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 13, 1979 A special meeting of the Falcon Heights City Council was called to order at 7:30 p.m, by Acting Mayor Brown. Councilmembers Steele, Brown and Stone. Also present were Clerk Administrator Barnes and Attorney Kenefick. None. Mayor Warkentien arrived at 7:45. Councilmember Stone moved, seconded by Acting Mayor Brown that the Consent Agenda be approved as presented. Motion carried unanimously. 1. Fire and Rescue Reports ~~09679 - 410379 2. Planning Commission Minutes of December 10, 1979 ~~~ PRESENT ABSENT CONSENT AGENDA APPROVED Councilmember Steele moved, seconded by Acting Mayor Brown that the MINUTES OF NOVEMBER Minutes of November 28, 1979 be approved as presented. Motion carrried 28, 1979 APPROVED unanimously. Councilmember Steele .moved, seconded by Councilmember Stone that check CHECK 4112264 4112264 dated August 8, 1979 in the amount of $12.24 be cancelled as CANCELLED it was apparently lost in the mail. Motion carried unanimously. Ken Sackett, 1495 W. Larpenteur, addressed Council regarding the danger to vehicles emerging westward from the alley on the east side of Arona between Larpenteur and Crawford. He stated that large trucks park along the east side of Arona by the alley making it difficult for alley traffic to see oncoming traffic on Arona. After some discussion Councilmember Steele moved, seconded by Councilmember Stone that Reso- lution 79-27 be adopted prohibiting truck parking on the east side of Arona from Larpenteur to Crawford. Mayor Warkentien arrived during this discussion. Upon a vote being taken Resolution 79-27 was adopted unanimously. He is concerned that emergency vechicles could not get ALLEY BACK OF by if necessary. Chief Renchin has contacted Flower City, as has the FLOWER CITY Deputy, but the problem has not been corrected. A discussion followed regarding possible solutions such as towing or marking the area as afire lane. Mayor Warkentien moved, seconded by Councilmember Steele that Attorney Kenefick be authorized to investi- gate the possibility of marking alleys "30 Minute Parking - Tow Away Zone". Motion carried unanimously. Mayor Warkentien informed Council that a presentation of the 911 Emer- 911 EMERGENCY gency Telephone Service would be given by Ramsey County Committee TELEPHONE Members. SERVICE DISCUSSION Mark Matthews, Administrative Assistant to County Commissioner Don Salverda, introduced Margaret Thorpe from the County Board and Tom Ryan, Legislative person for Ramsey County. In the discussion that followed it was explained that the State law has designated that Ramsey County must submit a plan for the 911 Service. A group of communities have formed a 911 Telephone Board which is attempt- ing to obtain funding for the project and if funding is not obtained, and it is felt that the service is not financially feasible, it is possible that the service will not be implemented. Clerk Administrator Barnes inquired as to whether there would be an additional charge for dispatching the Falcon Heights Fire and Rescue Department. Mr. Matthews said he did not have a definite answer but would attempt to obtain the information. Mr. Matthews noted that other communities have concerns similar to those indicated by Falcon Heights (lack of funds and unable to raise taxes due to the levy limit). He also stated that the City of St. Paul had passed a Resolution approving the concept of 911 but deferring the final draft of the Ramsey County Plan pending a determination of the actual costs. After discussion Council felt this might be a wise example to follow. Councilmember Steele moved, seconded by Councilmember Stone, that a resolution based on the St. Paul example be adopted. Motion carried unanimously. RESOLUTION 79-28 RESOLUTION 79-28 A RESOLUTION APPROVING THE CONCEPT OF THE 911 EMERGENCY TELEPHONE SERVICE SYSTEM PROGRAM Mayor Warkentien read a request from Karen Northrup, 1942 Summer, REPUBLICAN requesting the use of the Council Chambers for the Republican Caucus CAUCUS IN for Precincts 1 and 4 on February 26, 1980 at 6:30 p.m. .Mayor Warkentien COUNCIL CHAMBER: moved, seconded by Councilmember Stone that the request be granted. FEB. 26, 1980 Motion carried unanimously. ~~~ 1 MINUTES SPECIAL CITY DECEMBER 13, PAGE 3 COUNCIL MEETING 1979 Attorney Kenefick informed that the Clerk Administrator had contacted NUMBERING OF him regarding drafting an ordinance requiring numbering of all residential ALL STRUCTURES and commercial property in the City. The Attorney presented the ordinance IN CITY which would require numbering of all structures including garages abuting DISCUSSED alleys, such ordinance to go into effect April 1, 1980. Fire Chief Renchin requested that the ordinance be amended to require that the numbering be no less than 4" in heighth. Mayor Warkentien inquired as to whether or not it would be necessary to number all entrances on commercial buildings which have more than one entrance. Council agreed to defer the matter to the December 27, 1979 meeting in order that the Attorney may re-draft the ordinance making necessary changes. Clerk Administrator Barnes informed Council that he had received the Metro INFILTRATION Waste Control Commission report on infiltration and that after many attempts REPORT to convince Metro that Falcon Heights does not have excessive infiltration, the Commission has decided the City actually has very little infiltration. Clerk Administrator Barnes read to Council a letter from Charles Weaver, CABLE TV Chairman of Metro Council, requesting that the Minnesota Cable Communication DELAY Board delay the St. Paul Suburban Area Cable Service Territory to at least January, 1980, as was requested by Falcon Heights and other communities. The Clerk Administrator reported that he had attended a meeting with rep- resentatives of Ramsey County and the University of Minnesota to discuss the Uni_versity's denying a drainage easement over the Falcon Heights Community Park Playground. The University does not want tale placed from the playground to the pond at the Park. (This drainage has been considered necessary due to the reconstruction of Roselawn Avenue.) A final decision was not made as the University wishes to review the plans further. Clerk Administrator Barnes informed the University that a decision must be made by January, 1980. Clerk Administrator Barnes reported to Council that he has been comparing costs of dram shop insurance for the Municipal Liquor Store for the coming year. Although the store has been insured with Stonewall Insurance Co. the past year, he has checked into the possibility of joining the Mid- western States Federation of Beverage Licensees, Inc, which is endorsed by the League of Minnesota Cities and Minnesota Municipal Liquor Stores, Inc.. The primary carrier through the Federation is Ideal Mutual of New York and can provide dram shop insurance for the Municipal Liquor Store at a saving of approximately $900 for the year 1980. Councilmember Stone moved, seconded by Councilmember Brown to authorize the Clerk Administrator to enter into a dram shop insurance policy agree- ment with the James Brokerage Company, writing for Ideal Insurance Co., for the year 1980 and also to join the Midwestern States Federation of Beverage Licensees, Inc. Motion carried unanimously. UNIVERSITY DENIES DRAINAGE EASEMENT OVER PLAY- GROUND AT F.H. PARK DRAM SHOP INSURANCE FOR 1980 WITH IDEAL MUTUAL OF NEW YORK MINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 13, 1979 PAGE 4 Councilmember Steele moved, seconded by Councilmember Brown that all ALL OTHER City insurance except for dram shop insurance, be renewed with the INSURANCE TO Paul Breher Agency (Home Insurance Company). BREHER AGENCY 1 A discussion was held on the inconsistencies in the City's parking ordinances and Attorney Kenefick was directed to examine the ordin- ances and in some way make them more consistent. Clerk Administrator Barnes gave an up-date on the Comprehensive Plan and indicated it might be necessary to ask for an extention as there is still much to be done. He also presented maps for the Comprehensive Plan which were prepared by the City's Engineering Firm. Councilmember Stone moved, seconded by Mayor Warkentien, that the Clerk Administrator be authorized to hire a person to complete the Comprehensive Plan. Mayor Warkentien meowed, seconded by Councilmember Stone, that a Special Joint Meeting with the Planning Commission be held January 16, 1980 at 7:30 p.m. Motion carried unanimously. Mayor Warkentien reported to Council that the Northwest Suburban Youth YOUTH SERVICE Service Bureau Fund Drive has provided adequate funding for the Bureau BUREAU for the year 1980 and that there are some contributions still coming in. Councilmember Steele moved, seconded by Councilmember Brown that the ADJOURNMENT meeting be adjourned at 9:49 p.m. Motion carried unanimously. ~~'~ Willis C. A.
